But no-one warns you not to leave the acknowledgements to be written last, when you are too exhausted to think about important junctures and to remember all the people who have supported you in different and meaningful ways throughout this journey. For those whose names I have forgotten to mention, I offer my sincere apologies. I want to begin by thanking all the amazing activists in Palestine who have generously contributed to this research by sharing their activism, their personal stories and their wisdom with me. Their contributions and their trust are not taken for granted and I am deeply grateful. I can only hope that I have succeeded in conveying their voices as accurately and authentically as possible. I also hope that this thesis will be an opportunity to further open the conversation about the resistance of Palestinians in Israel – not only academically, but also in ways that can benefit activism on the ground. After years of working in NGOs in Palestine, this journey has been more than merely a PhD project. It has been entangled with so many meaningful changes in my life. Not least, this PhD has signified a new relationship with Palestine. As a friend once commented, the first casualty of pursuing an academic career is your activism. In many respects, this was the case for me. But this PhD also marked the ambivalent process of immigration, first to London and now to Australia (where for the first time, I am a settler). Palestine will forever be a home, but what home means is changing in both pleasant and painful ways. These transformations were inseparable from this project. I am especially thankful to my fantastic supervisors, Dr Nicola Pratt and Professor Jan Aart Scholte. I was fortunate to have such a committed, supportive and accessible supervisory team. Their belief in my abilities has been invaluable in completing this project. I want to thank Dr Pratt for all the inspiring conversations discussing Palestine, gender, sexuality, settler colonialism, domination and resistance. I also want to thank Professor Scholte for remaining on the advisory team after he left the University of Warwick, seeing this project through with me. The thesis, and no portion of its, has not been submitted for a degree at another university. 7 Abstract This thesis explores native resistance to settler colonialism through its focus on the ’48 Palestinians (also known as the Palestinian citizens of Israel). It innovatively brings together postcolonial theory and settler colonial studies to explore the racialised, ethnicised, gendered and sexualised dimensions of settler colonial violence, how these shape native modalities of resistance and subordination, and the ways in which the transnational is imbricated within these processes. The thesis undertakes two case studies – on the Palestinian Bedouin struggle for land rights and on the Palestinian queer movement – drawing upon archival research, other primary texts and ethnographic exploration. The case studies are interrogated in relation to the liberal-nationalist framework that dominates ’48 Palestinian discourse and resistance. The thesis radically critiques the frameworks of ethnocracy, ethnonationalism and minority studies that have been most prevalent in earlier research on ’48 Palestinians. Instead, this study builds on an understanding of resistance as diagnostic of power (Abu- Lughod 1990). It argues that the resistance of Palestinians in Israel is diagnostic of the structure of Israel as a liberal settler state, and unfolds in relation to the liminal positionality of ’48 Palestinians between (semi)liberal citizenship and colonial subjecthood. It further argues that the subjectivities and modalities of resistance of ’48 Palestinians are shaped through the racialising logics of settler colonialism, and the intersectionalities of these logics with ethnicity, gender and sexuality. Through the focus in the two case studies on indigeneity (and the fetishisation of the indigenous subject as premodern) and LGBT rights (and the folding of queer subjects into modernity), the thesis further suggests that the resistance of ’48 Palestinians is also shaped in complex and ambivalent ways by their ongoing encounters with the liberal frameworks of multiculturalism and human rights. The case studies illuminate that while these frameworks can serve as vehicles for empowerment, they can also reproduce the racialising logics of settler colonialism and further its entrenchment. This means that ’48 Palestinians constantly (re)negotiate their identities, their struggles and their political agendas within multiple circuits of power. The ambivalence of the encounter with the liberal settler state, as inclusionary and exclusionary, and human rights, as empowering and oppressive, produces native resistance to settler colonialism to be shaped and reshaped by competing political projects and hybrid modalities of resistance that include practices of self-essentialising, Bhabian notions of resistance as subversion, and a Fanonian politics of rejection as both pedagogy and a political imperative. The thesis concludes that the mobilisation of a more radical vision of decolonisation requires transcendence of both liberal settler colonialism and the

This picture, whether in a film, on a poster, or in reality, is one of Tel Aviv, the self-proclaimed “Gay Capital of the Middle East.”1 It is the most popular and well-known image of the Israeli LGBT community. The history of LGBT rights in Israel predates that of many Western nations, including the United States. Israeli gay rights ensure that all LGBT citizens receive many of the same rights to their heterosexual counterparts, albeit with less publicized shortfalls in terms of health, edu- cation and welfare laws. The greatest exception and the most significant encroachment of faith onto the legality of homosexuality is in the lack of legal gay marriage in Israel. Alongside their crafting of legal rights, the Israeli government has invested heavily in the coastal city of Tel Aviv, rebranding it as a globally recognized “gay destination.” This effort resulted in a fiscally beneficial gay tourism industry and a more positive international reputation for Israel.

    A Brief History of the Negev Bedouin The changes of the twentieth century have brought about the destruction of many indigenous communities, as is happening today to the Bedouin community in the Israeli Negev. Today in the southern Negev desert of Israel there exist 45 Bedouin villages with a combined population of more than 70,000 people, all citizens of the state of Israel. They live in communities that appear on no official maps, and receive no basic and essential services from the Israeli government, such as electricity, water, sewage, paved roads, and inadequate medical services. These 45 villages are referred to as unrecognized. The Bedouin people are the indigenous inhabitants of the Negev desert, arriving in waves from the Arabian Peninsula over the last hundreds and thousands of years. Since that time, the Bedouin population has been residing in the region in semi-nomadic communities, depending primarily on their livestock as a means of survival, and developing a culture distinct from other Palestinian communities in the North. One can divide modern Bedouin history into four distinct periods, and with each period came erosion of this autonomy and land rights, ultimately culminating in the situation we have today. They are, respectively, the Ottoman period, the British mandatory period, Israeli rule from 1948-1966, and Israeli rule from 1966 to the present. During the later part of the Ottoman period, many of the Bedouin began cultivating land, and consequently a private land ownership system was established and regulated by the Bedouin courts. When the Ottoman Land Law (1858) came into effect and required all subjects to register their land and pay the necessary taxes on it, many Bedouin ignored the law.

    The Making and Unmaking of Ethnic Boundaries: A Multilevel Process Theory1 Andreas Wimmer University of California, Los Angeles Primordialist and constructivist authors have debated the nature of ethnicity “as such” and therefore failed to explain why its charac- teristics vary so dramatically across cases, displaying different de- grees of social closure, political salience, cultural distinctiveness, and historical stability. The author introduces a multilevel process theory to understand how these characteristics are generated and trans- formed over time. The theory assumes that ethnic boundaries are the outcome of the classificatory struggles and negotiations between actors situated in a social field. Three characteristics of a field—the institutional order, distribution of power, and political networks— determine which actors will adopt which strategy of ethnic boundary making. The author then discusses the conditions under which these negotiations will lead to a shared understanding of the location and meaning of boundaries. The nature of this consensus explains the particular characteristics of an ethnic boundary. A final section iden- tifies endogenous and exogenous mechanisms of change. Frantzman n the last two decades, there has been widespread application of the term “indigenous” in relation to various groups worldwide. However, the meaning of this term and its uses I tend to be inconsistent and variable. The expression derives from the interaction of different cultures—the meeting between the original inhabitants of a specific region (known variously as “first nations,” “natives,” “indigenes,” or “aborigines”) and new, foreign “set- tlers” or “colonizers,” who imposed their alien value systems and way of life on the indig- enous populations.1 In Israel, the indigenousness claim has been raised over the past few years by the country’s Bedouin citizens, a formerly nomadic, Arabic-speaking group centered in the southern arid part of the country, the Negev. They argue that Israel denies their basic indigenous rights such as maintaining their traditions and owning their own lands. Does this claim hold water? Pérez, Chair This dissertation investigates the development and contradictions of the discourse of mestizaje in its key Mexican ideologues and its revision by Mexican American or Chicana/o intellectuals. Great attention is given to tracing Mexico’s dominant conceptions of racial mixing, from Spanish colonization to Mexico’s post-Revolutionary period. Although mestizaje continues to be a constant point of reference in U.S. Latino/a discourse, not enough attention has been given to how this ideology has been complicit with white supremacy and the exclusion of indigenous people. Mestizofilia, the dominant mestizaje ideology formulated by white and mestizo elites after Mexico’s independence, proposed that racial mixing could be used as a way to “whiten” and homogenize the Mexican population, two characteristics deemed necessary for the creation of a strong national identity conducive to national progress. Mexican intellectuals like Vicente Riva Palacio, Andrés Molina Enríquez, José Vasconcelos and Manuel Gamio proposed the remaking of the Mexican population through state sponsored European immigration, racial mixing for indigenous people, and the implementation of public education as a way to assimilate the population into European culture.
