THE NATIONAL TREASURY AND PLANNING PRESS STATEMENT RESOURCE MOBILIZATION DUE TO THE LANDSLIDES AND FLOODS IN THE COUNTRY

As you are all aware, and as announced by His Excellency the President on November 23rd 2019, Kenya has recently been experiencing floods and devastating landslides that have been triggered by the torrential rains across most parts of the country.

For instance, the landslide that occurred at 2:30am, November 23, 2019 in West Pokot has thus far resulted in 43 fatalities and led to substantial destruction of property including key infrastructure such as roads and bridges. Rescue and recovery efforts led by the Rift Valley Regional Security Committee working in collaboration with other Government and Humanitarian agencies are ongoing.

In addition to West Pokot, the Kenya Meteorological Agency has indicated that torrential rains are expected in other parts of the country including the following counties: , , , , , , Nyandarua, Murang’a, Embu, Meru, Kirinyaga, Tharaka Nithi, Kitui, Taita Taveta, Busia, Kisii, , , , , Baringo, , , Nandi, Southern Turkana, Samburu, Trans Nzoia, Uasin Gishu, Elgeyo Marakwet, , , , Busia, , , , Nakuru, , , , and .

This calls for urgent interventions by the Government to mitigate the impact of these events on our people. Key among these are temporary and extraordinary mobilization of resources to address the floods and landslides. The Government, through The National Treasury and Planning, has opened a three month window to mobilize domestic and external resources to address this unforeseen event.

Based on this urgent situation I, Ukur Yatani Kanacho, by the Authority vested in me by Provisions 11 (3) and 12(1)(d) of the Public Financial Management Act of Kenya, do hereby make a call to mobilize internal and external resources to face this disaster.

This declaration shall be valid for a period of three months only, unless this disaster situation persists and/or worsens, and this declaration is extended by The National Treasury and Planning based on an assessment and review of prevailing conditions.
