HUMAN RIGHTS & HUMAN WELFARE Untouchability Today: The Rise of Dalit Activism By Christine Hart On July 19, 2010, the Hindustan Times reported that a Dalit (“untouchable”) woman was gang- raped and murdered in the Indian state of Uttar Pradesh. The crime was an act of revenge perpetrated by members of the Sharma family, incensed over the recent elopement of their daughter with a man from the lower-caste Singh family. Seeking retributive justice for the disgrace of the marriage, men from the Sharma family targeted a Dalit woman who, with her husband, worked in the Singh family fields. Her death was the result of her sub-caste status; while the crime cost the Singh family a valuable worker, the perceived value of her life was less than upper-caste individuals. In this case, the perpetrators of the crime were arrested, but similar atrocities are committed with frequency and impunity throughout India as a result of the entrenched practice of untouchability. Overview of Untouchability Caste discrimination, manifested through an array of “untouchability practices,” is an entrenched part of daily life in India. This “hidden apartheid” impacts more than 160 million Dalits —the victims, survivors, and challengers of the practice, as well as approximately 860 million non- Dalits—the perpetrators, bystanders, and witnesses. Despite domestic policy measures and increased attention to the issue, the practice of untouchability remains ingrained and touches nearly every aspect of Dalit life. Untouchability practices range from actions that impact the minutiae of daily life, to life-altering inequity and denials of opportunity, to violence committed with impunity. -

Molung Educational Frontier 91 Cultural Crisis of Caste Renouncer: A Study of Dasnami Sanyasi Identity in Nepal Madhu Giri* Abstract Jat NasodhanuJogikois a famous mocking proverb to denote the caste status of Sanyasi because the renouncer has given up traditional caste rituals set by socio-cultural institutions. In other cultural terms, being Sanyasi means having dissociation himself/herself with whatever caste career or caste-based social rank one might imagine. To explore the philosophical foundation of Sanyasi, they sacrificed caste rituals and fire (symbol of power, desire, and creation). By the virtues of sacrifice, Sanyasi set images of universalism, higher than caste order, and otherworldly being. Therefore, one should not ask the renouncer caste identity. Traditionally, Sanyasi lived in Akhada or Matha,and leadership, including ownership of the Matha transformed from Guru to Chela. On the contrary, DasnamiMahanta started marital and private life, which is paradoxical to the philosophy of Sanyasi.Very few of them are living in Matha,but the ownership of the property of Mathatransformed from father to son. The land and property of many Mathas transformed from religious Guthi to private property. In terms of cultural practices, DasnamiSanyasi adopted high caste culture and rituals in their everyday life. Old Muluki Ain 1854 ranked them under Tagadhari, although they did notassert twice-born caste in Nepal. Central Bureau of Statistics, including other government institutions of Nepal, listed Dasnamiunder the line ofChhetri and Thakuri. The main objective of the paper is to explore the transformation of Dasnami institutional characteristics and status from caste renunciation identity to caste rejoinder and from images of monasticism, celibacy, universalism, otherworldly orientation to marital, individualistic lay life. -

Country Poverty Analysis (Detailed) Nepal Country Partnership Strategy: Nepal, 2013–20172013-2017 COUNTRY POVERTY ANALYSIS: NEPAL A. Background 1. This country poverty analysis draws mainly on the National Living Standards Surveys (NLSS), which was first conducted in 1996, and carried out again in 2004 and 2011. 1 The NLSS estimates the national poverty line following the cost of basic needs approach, which is the expenditure value in local currency required to fulfill both food and non food basic needs. The NLSS III findings can be disaggregated into fourteen analytical domains (mountains, urban- Kathmandu, urban-hill, urban-terai, eastern rural hills, rural central hills, rural western hills, rural mid- and far-western hills, rural eastern terai, rural central terai, rural western terai, and rural mid- and far-western terai. This analysis also draws from the Nepal Demographic Health Survey (2011) and the Census (2011) for information on health and access to basic services. B. Income Poverty and its Distribution 2. Using the national poverty line, poverty incidence has been falling at an accelerated pace from 41.8% to 30.9% between 1996 and 2004 and further to 25.2% of the overall population in 2011. This remarkable decline occurred in the backdrop of a significant increase in the national poverty line from NRs7,696 per capita per year in 2004 to NRs19,261 per capita per year in 2011 to account for a higher quality consumption pattern . 3. Using international poverty line of $1.25 per day, the incidence of poverty has declined steadily from 68.0% in 1996 to 53.1% in 2004 and 24.8% in 2011. -

Some impacts such as increasing heat stress, more intense floods, prolonged droughts, and rising sea levels have now become inevitable. Climatic extremes are becoming more frequent; wet periods are becoming wetter and dry periods are becoming dryer. People are able to describe the impacts faced by climate change but not the meaning of „climate change‟. The impacts are most severe for the poor countries. It is high time to plan and implement adaptive measures to minimize the adverse impacts due to climate change, and it is important to explore innovative ideas and practices in building resilience for sustainable development and livelihood, particularly in rural areas of developing countries which are highly vulnerable to climate change. Climate innovation and technologies involve basic science and engineering as well as information dissemination, capacity building, and community organizing. In this context an International Conference on Climate Change Innovation and resilience for Sustainable Livelihood was held in Kathmandu, Nepal from 12-14 January 2015. -

16 Occasional Papers, Vol 11 SOCIO-CULTURAL SUBJECTIVITIES OF LANDLESSNESS IN NEPAL: A CASE STUDY OF SARKI PEOPLE FROM NAUBISE VDC OF DHADING DISTRICT Jailab Rai * Introduction Land is a primary resource for an agrarian economy in underdeveloped countries like Nepal. More than 85 percent of Nepal’s population lives in rural areas and more than 60 percent of the economically active population is involved in agriculture (HMG, 2003). Rapid population growth and increasing pressure on land resources to earn the much needed calorie is a major challenge in the country (Graner, 1997). In this context, the study of landlessness remains an important aspect of national agenda (Shrestha, 2001), particularly in the national inclusion process (Gurung, 2006). Moreover, the study of landlessness has become a policy debate and an issue of concern in the debates on national economic development (Shrestha, 2001). The sociological and anthropological understanding of landlessness has its own importance since it requires the analysis of cultural dimensions (Caplan, 1970 and 1972) as socio-cultural subjectivities in a historical context. The access to land resources or landlessness is an important social issue, which can be linked with social and cultural aspects of landless people as socio-cultural subjectivities in drawing out the implication of their access to land resources. This study deals with the socio-cultural subjectivities of landlessness with a focus on the Sarki people in the central hills of Nepal who are among the extremely marginalized groups of people in terms of the access and ownership to land resources. There are 56 households of Dalit (Damai 29 and Kami 27) in this area. The census method was used in the study where, total population is 365 from 56 households. Among them, 172 were male and 193 were female. The general objectives of this study are to identify demographic and socio-economic status of Dalits and to find out causes of deprivation of Dalits people in the community. They worked as agricultural labour and service work. Their income is less than their expenditure. Most of them are uneducated but nowadays, the level of education has increased so that their children go to school and college. Only 39 percent were literate and only 7 percentDalits have passed SLC and +2. They give priority on arrange marriage. Youth generation doesn't like the traditional occupation and skills. They use a lot of alcohol (Jaad and Raski) in the festivals and rituals ceremony howeverthe economic condition of Dalit is poor so many children of them are forced to dropout from schools because their parents cannot afford their education fees. The social status of the females in the Dalit community is very low than the males in the society. After the father's death all the properties is transferred to the son. The main causes for degrading status of Dalits are due to poverty, lack of education and lack of social awareness. -

CHAPTER 7 Access to Land Resource: Dalits and their Livelihood Insecurity Purna B. Nepali 7.1 Background Land is a broad indicator of socioeconomic status in an agrarian society like Nepal (The World Bank, 2006). It constitutes a fundamental productive asset (Ellis, 2000), the principal source of livelihood and power, a means of pride, dignity, prestige and a symbol of prosperity (CBS, 2002; CSRC, 2001; ICIMOD, 2000; Regmi, 1999; Upreti, 2004). Endowed with these characteristics being, and also a fundamental economic asset, it can reduce vulnerability and build resilience against poverty. Land is not only a productive agricultural asset, it may be of potential advantage in a local labor market (e.g. through increased bargaining power), and in international labor market (e.g. as a collateral to obtain loan for migration). Land ownership may serve as productive and entrepreneurial activities (both observed and unobserved) (The World Bank, 2006). In Nepal, political and economic power was consolidated by the upper castes, interlinking it with the Hindu caste system. The priestly Brahmans were at the top of ritual order, with the Kshatriya (kings and warriors) just beneath them and in control of the political order; next came the Vaishya (merchants), and the Sudra (peasants and laborers) came at the bottom. Beneath them all were the occupational groups, considered as "impure", and untouchables, and today as Dalits 77 .
