The Afghanistan-Pakistan Wars, 2008–2009: Micro-geographies, Conflict Diffusion, and Clusters of Violence John O’Loughlin, Frank D. W. Witmer, and Andrew M. Linke1 Abstract: A team of political geographers analyzes over 5,000 violent events collected from media reports for the Afghanistan and Pakistan conflicts during 2008 and 2009. The violent events are geocoded to precise locations and the authors employ an exploratory spatial data analysis approach to examine the recent dynamics of the wars. By mapping the violence and examining its temporal dimensions, the authors explain its diffusion from traditional foci along the border between the two countries. While violence is still overwhelmingly concentrated in the Pashtun regions in both countries, recent policy shifts by the American and Pakistani gov- ernments in the conduct of the war are reflected in a sizeable increase in overall violence and its geographic spread to key cities. The authors identify and map the clusters (hotspots) of con- flict where the violence is significantly higher than expected and examine their shifts over the two-year period. Special attention is paid to the targeting strategy of drone missile strikes and the increase in their number and geographic extent by the Obama administration. On 29 Mar 2011, unnamed intelligence sources claimed that JI terror suspect Umar Patek was arrested in Pakistan in early 2011. Unnamed security officials from Pakistan also confirmed that a tip-off from the CIA had led to the arrest. Meanwhile, POLRI said that it would be sending a joint team with other Indonesian agencies to Pakistan to verify Umar's arrest. Nevertheless, security analysts said that Umar's arrest was significant, because he was one of the few Indonesian militants who could explain to authorities the connections and extent of cooperation between Islamist militant groups in Asia. Separately, an National Directorate of Security (NDS) spokesman stated on 27 Mar 2011 that 91% of organised insurgent attacks in Afghanistan were prevented due to the efforts of the ANA and ANP, with the NDS providing intelligence to arrest the “masterminds” of the organised attacks. -

These included the following: • On 1st February, a suicide bomber blew himself up from the back of a vehicle at an army checkpoint in the eastern province of Khost. The driver of the vehicle was also killed, together with three Afghan soldiers and a farmer working nearby. • On 7th February, 13 people were killed and 11 wounded, most of them critically, when a suicide bomber on a motorcycle blew himself up, during a police search, in the midst of a crowd gathered at the entrance to the police headquarters in Kandahar. 12 of those killed or injured were police. The rest were civilians. The Taliban claimed responsibility. There have also been attacks on schools. Among the incidents reported were the following: • On 8th February, two tents used as classrooms near Shiberghan, the administrative center of the northern province of Jozjan, were set on fire. Such an attack in the north of the country is highly unusual. • On 14th February, a school was set on fire in Geelan District in the southern province of Ghazni. • On 20th February, a school was set on fire in Nad Ali District of Helmand Province. The school was closed towards the end of 2005 after one of the teachers had been forcibly taken from a classroom and killed. -

Burke Chair in Strategy [email protected] with the Assistance of Adam Mausner Review Draft: October 30, 2009 Cordesman: Afghan Security Forces 10/30/09 Page ii Executive Summary Afghanistan and Iraq have both shown that the United States must look far beyond the normal definition of counterinsurgency to determine how it can conduct armed nation building as a critical element of hybrid warfare. This requires an integrated civil-military effort in which providing lasting security for the population, and economic and political stability, will often be far more important than success in tactical engagements with enemy forces. It also requires the US to understand that important as its traditional allies are, the key ally will be the host country and not simply its government but its population. How to Use Host Country Forces to Win a War – And Lose One Shaping the full range of host country security forces – from armed forces to regular police – has already proven to be a critical element in building such an alliance. No amount of experience, area expertise, or language skills can make US forces a substitute for local forces and the legitimacy they can bring. The US cannot structure its forces to provide a lasting substitute for the scale of forces needed to defeat an insurgency, deal with internal tensions and strife, and fight what will often be enduring conflicts. No US efforts in strategic communications or aid can substitute for a host government‟s ability to both communicate with its own people and win legitimacy in ideological, religious, and secular terms. -

This directorate conducts analyses of security policy, regional analyses, studies of political-military issues, and strategy and force assessments. CNA Strategic Studies is part of the global community of strategic studies institutes and in fact collaborates with many of them. On the ground experience is a hallmark of our regional work. Our specialists combine in-country experience, language skills, and the use of local primary-source data to produce empirically based work. All of our analysts have advanced degrees, and virtually all have lived and worked abroad. Similarly, our strategists and military/naval operations experts have either active duty experience or have served as field analysts with operating Navy and Marine Corps commands.
