Personnel Administration - Involves detailed personnel administration functions such as determination of specific duty assignments and evaluation of individual qualifications foradvance- ment in rating. Includes consideration of factors affecting -cruit- ment, retention, and morale. Covers functions related to measurement of aptitudes and capacity, facilitating classificationof personnel in various ways for training and career developmentpurposes. Involves detailed consideration of psychologicalaspects of human behavior, including the effects of motivation and attitudeon individual perform- ance and organizational effectiveness. Covers all areas of human relations. Includes conduct of various types of opinionsurveys. Includes study of minority problems affectingcareer opportunities. 3. Training and Education - Involves desi:J1 and evaluation of training curricula and procedures. Includes analysis of operation/ maintenance task characteristics to facilitate development of valid training objectes. Includes experimental a;nlication of innovative training methods and media such as pro ;rammed instruction and computer- assisted instruction. Covers training feedback studies involving evaluation of job-related performance capabilities and requirements. Also, covers the development of correspondence courses and other self- instruction approaches. 4. Human Factors Support - Involves analysis of personnel and trainin' requirements associated with developmental weapons hardware and logistics support systems. includes identification of man/machine (human engineering) interface implications. Covers the develanment of new approaches for imnrovement of manninVtraining predictilre techniques. Also, covers evaluation of maLning/training adequacy under operational test and evaluation (OPEVA0 conditions. 5. Resource Costs - Involves determination of costs associated with various aspects of manpower plannins; and personnel utilization. Includes identification of costs by rating, pay and occupational specialty categories. Covers all cost factors (recruitment, clothing, medical, retirement, etc.). Includes determination of projected life cycle costs associated with specific organizational functions/ configurations and work operations. 6. The inspiration for attempting this occurred several years earlier when a colleague informed me of letters written by former students serving in the military during World War II to Dr. Lauren Post (right), a popular geography professor and football coach. Post’s brainchild was a newsletter, the only one of its kind in the nation,that was distributed worldwide and kept this group of alumni in contact with one another and with those left behind on the home front. It is the often poignant, deliberately understated experiences told in the letters by young men and women, many of whom soon perished, that demands a retelling to this and future generations. Early in the project, I began to investigate the lives of a few of the fallen heroes listed on the university’s war monument in order to have some examples to cite in an essay, but as I looked closely at the abbreviated life of one deceased person after another the more I was fascinated with each of them as individuals.

Established in 1909 as the School of Morine Engineering, as a port of the U.S. Naval Academy, it answered the need for advanced education of naval officers. In 1912 the School of Marine Engineering became the Postgraduate Deportment of the Naval Academy, and the scope of its engineering curri­ cula was broadened to include Ordnance, Naval Construction, and Civil Engineering. After a suspension of operations during World War I, the Deportment resumed operations in 1919 in a separate building on the Naval Academy grounds. Two years later it was officially designated the United States Noval Postgraduate School with a further extension of its curricula scope and growth of its enrollment taking place in the years between the two World Wars. In 1927 the General Line Course was started within the Post­ graduate School to acquaint junior line officers with modern developments taking place in the Navy and to broaden their professional knowledge by means of integrated courses in naval science. World War 11 caused an increase in enrollment from about 125 to over 600 and a tremendous expansion of activity; in contrast to the period of suspension during World War I.

The ship was clearly identified, not only by its unique configuration but by a very large U.S. flag that was flown at the time. The weather was calm and the visi­ bility was excellent. During this unprovoked attack 34 U.S. Navy men were killed and 171 wounded.

Meyer William Claire Meyer, Capt USN wrote the following memories down before he died in 2002: AUG ‘44 - JUNE ’46 — Commanding Officer USS Ringness (APD 100) BETHLEHEM STEEL SHIPBUILDING CO., HINGHAM, MA. - PCO and COMMANDING OFFICER - USS RINGNESS (APD 100). Commissioned USS Ringness on 25 October 1944 - - ATLANTIC AND PACIFIC DUTY. Ringness was the first of her class of APD - High Speed Destroyer Transport. Our ship specifications were the same as Destroyer Escorts with respect to the hull. But our armament and top side configuration was considerably different. We had a 5” -38 gun, to give us better fire power to cover landing operations, 4 landing craft, an after hold to carry cargo, and troop quarters for 150 officers and men - UDT, or Raider Groups. In looking back over our operations, even though we did train on a couple of occasions with UDT’s, we never conducted an assault landing operation with UDT’s, but were used as an escort, radar picket or patrol duty ship. Shakedown cruise was from 15 Nov. to 6 Dec. — Boston to Bermuda to Norfolk, VA. This was the second ship that I commanded that had shakedown training in the Bermuda Area. On both occasions, the training sked was so intense, with critiques following daily training operations, that I never even got ashore. During the transit from Bermuda to Norfolk, we hit a typical Atlantic Nor'east'r storm which caused heavy rolling. There has always been considerable argument among the shipmates, at reunions, as to just how deep a roll we experienced.

In addition to flying countless missions from 1947 to 1968, CDR Bodnar was one of three officers who invented and developed The Pilot Landing Aid Television (PLAT) System, a state-of-the art takeoff and landing system that’s still being used today on virtually all aircraft carriers. The PLAT System was first installed in 1961 on the carrier Coral Sea. Within the next two years, it became standard equipment on all naval attack carriers, providing enhanced safety and efficiency for pilots and navigators. The system, which involved videotaping each landing, proved highly useful for instructional purposes and in the analysis of landing problems and accidents. Born of immigrant Hungarian parents in Racine, Wisconsin, on November 30, 1923, Bodnar enlisted in the Navy at age 17, during the Summer of 1941, just a few months shy of the Japanese Pearl Harbor attack on December 7th.
