Hum) Oleh NUR ENDAH MUTHIAH NIM: 104022000811 Dibawah Bimbingan Prof. Dr. Didin Saefudin, M.A NIP: 150270616 JURUSAN SEJARAH DAN PERADABAN ISLAM FAKULTAS ADAB DAN HUMANIORA UNIVERSITAS ISLAM NEGERI SYARIF HIDAYATULLAH JAKARTA 1430 H / 2010 M ABSTRAK Nur Endah Muthiah Perkembangan minoritas Muslim di Rusia (studi kasus Tatarstan) Bila pada dasawarsa 1980-an di Eropa Bara dan Amerika dikenal secara cukup luas istilah “Less Mussulman Oubblies” (umat yang terlupakan) terhadap komunitas Muslim di Rusia (uni soviet), maka sejak era pasca 1990-an hingga kini sebutan peyoratif tersebut sudah kehilangan relevansinya. Memang harus diakui pula hingga kini sedikit sekali yang tahu tentang kondisi dan keadaan umat Islam di Rusia, mengingat posisinya yang berada dibawah bayang-bayang dominasi agama terbesar Rusia yaitu Kristen Orthodoks. Perkembangan umat Islam di Rusia khususnya Tatarstan dari masa kemasa dapat dikatakan berjalan dinamis, setidaknya wilayah Tatarstan pernah mengalami beberapa periode kekuasaan diantaranya, perode kekhanan Kazan, Volga Bulgaria, masa kekaisaran Rusia (dinasti Romanov), masa pemerintahan komunisme (USSR/soviet) dan saat ini berada dibawah pemerintahan federasi Rusia. Perkembangan Islam sendiri mulai meningkat pada masa kekhanan Kazan dan Volga Bulgaria. Namun Islam juga pernah mengalami tekanan. Bukan lagi rahasia umum bahwa seluruh umat beragama di Rusia tak terkecuali Islam telah mengalami lebih dari dari separuh abad lamanya berada dibawah tekanan rezim komunis ateistik yang sangat refresif. Tak di pungkiri pula bahwa hingga kini sebagian umat Islam di Rusia tak jarang menghadapi perlakuan-perlakuan intoleran, non kooperatif dan bahkan saling menjatuhkan dari kalangan tertentu di masyarakat. Tatarstan adalah sebuah republik bagian dari pemerintahan federasi Rusia dengan popularitas Muslim terbesar. Selain itu karena letaknya yang dekat dengan ibukota federasi Rusia yaitu Moskow, sehingga memudahkan interaksi dengan pemerintah pusat, baik untuk masalah ekonomi, social, politik, maupun keagamaan. Untuk urusan keagamaan pihak federasi telah memberikan hak istimewa seperti pengangkatan mufti di dewan federasi Rusia (duma) Dalam bidang Ilmu Pengetahuan dan keagamaan Muslim Tatarstan telah berperan dari masa awal penyebaran Islam hingga sampai saat ini. Hal ini telah terbukti dengan lahirnya beberapa tokoh sufi yang terkenal seperti Sh. Mardjani, dan Utez Imyani. Tatarstan pada masa federasi Rusia telah mengalami kemajuan baik bidang social,keagamaan, politik maupun ekonomi. Hal ini juga tidak lepas dari kerja keras umat Muslim Tatarstan dan pihak pemerintah. I KATA PENGANTAR Bismillahirohmanirrahim Assalamu’alaikum Warahmatullahi Wabarakatuh Segala fuji dan syukur bagi Alllah SWT, yang telah menciptakan langit dan bumi, dan memberikan rezeki-Nya kepada setiap makhluk ciptaan-Nya. Latar Belakang Masalah Tatarstan merupakan wilayah bagian dari Negara federasi Rusia yang sekarang dikenal sebagai wilayah bagian dari Eropa Timur. Dahulu Tatarstan adalah sebuah bangsa yang tergabung dalam Uni Sovyet yang menguasai daerah- daerah disekitar Asia Tengah. Rusia modern adalah sebuah bangsa yang kini dikenal sebagai pewaris dan penerus keadidayaan Uni Sovyet pasca perang dingin. Pada tahun 1991 Rusia mengalami perubahan kehidupan sosial, politik, ideologi, ekonomi dan budaya bangsa Rusia yaitu dengan adanya Perestroika dan Glasnost yang dicetuskan oleh Mikhail S Gorbachev yaitu seorang panglima tertinggi tentara Rusia (KGB)1. Akibatnya Rusia mengalami yang mendasar dan besar-besaran pada tantangan geopolitik di Eropa Timur bahkan dunia.2 Rusia sekarang ini merupakan Negara yang multikultural dan multietnis karena penduduknya yang beragam budaya dan suku

The relevance of the investigated problem is caused by the growing importance of the religious factor in the socio-political and religious-cultural life of the global community and Russia in the XXI century. The purpose of this article is to identify and analyze trends in the development of Tatar religious activities such as Hajj during the XI - XXI centuries. The leading method of the study of this problem is a historical-comparative method: in retrospect the emergence of this institution and the existence under conditions of the different socio-economic formations have been analyzed; a particular emphasis is made on the post- Soviet period. A special attention is paid to the question of organization of the hajj: route construction and different programs, cost factors of trip tickets, etc. It is proved that the system of organization of doing Hajj in the Republic of Tatarstan as an obligatory ritual for every Muslim is now almost developed. In a short time (since the 1990s.) the stage of formation passed, competence centers are defined, and logistics are established, all the requirements of the Islamic religion, the Russian and international legislation are observed.     Alexei Zverev 4. The Value of the Tatarstan Experience for Georgia and Abkhazia Introduction In the 20th century Russia has seen two changes in the way in which its compo- nent parts are joined. In the first case, in 1917-1922, the Tsarist empire, after two revolutions and a civil war, gave way to the full version of Soviet federalism. The two basic tenets of Soviet federalism were, firstly, the internal division of the state according to the ethno-territorial principle, and, secondly, the theory of dual sov- ereignty.1 The ethno-territorial principle provided for the allocation of territory to each compact ethnic group inhabiting a certain area. It was in this area that the ethnic group in question could organise its administrative bodies and cultural institutions using local languages. The theory of dual sovereignty meant that sov- ereignty was vested both in the federation and in its subjects (members), the Union republics. On the basis of that principle the latter, as sovereign states, had the constitutional right to secede. This right of secession, along with the Treaties of Union between the Union republics, provided for an element of formal con- federalism in the Soviet polity. In contrast to the USSR, which was based on a Treaty of Union, the Russian Soviet Federative Socialist Republic (RSFSR) was considered to be based on the existence of autonomous units (including Tataria, now officially called Tatarstan) created by Bolshevik fiat from above, not by treaty or agreement. The only case (among the republics still forming part of Russia now) where an agreement was initially concluded between an autonomous repub- lic joining the RSFSR and the RSFSR itself was Bashkiria (now officially called Bashkortostan), where fighting against Bolshevik rule in the civil war was particu- larly fierce.

    Islamic Radicalization in Russia Giada Tardivo (Research Assistant, ICT) Spring 2015 ABSTRACT This paper examines the phenomenon of Islamic radicalization in Russia, analyzing the causes, dynamics and implications of the increasing radicalization of Russia’s Muslim community. The paper argues that in the last few years Islam has increased its physical presence in Russia, for example through the construction of new mosques and of educational structures, but it has also increased its online presence. The increase of the international mobility of persons and of ideas, new demographic developments and migration flows have also contributed to the change in the composition of Russia’s Muslim communities and to the spread of Islam to other areas. The growing influence of transnational Islamic networks (Salafism, Muslim Brotherhood) has played an important role in the radicalization of Russia’s local Muslim communities, and it contributed to turn local Islam into a new form of protest against the Russian repressive and authoritarian state, particularly in the Northern Caucasus. Finally, the paper argues Russia has a unique approach towards the new forms of Islam and its increasing presence.     Nominalia of the Bulgarian rulers An essay by Ilia Curto Pelle Bulgaria is a country with a rich history, spanning over a millennium and a half. However, most Bulgarians are unaware of their origins. To be honest, the quantity of information involved can be overwhelming, but once someone becomes invested in it, he or she can witness a tale of the rise and fall, steppe khans and Christian emperors, saints and murderers of the three Bulgarian Empires. As delving deep in the history of Bulgaria would take volumes upon volumes of work, in this essay I have tried simply to create a list of all Bulgarian rulers we know about by using different sources. So, let’s get to it. Despite there being many theories for the origin of the Bulgars, the only one that can show a historical document supporting it is the Hunnic one. This document is the Nominalia of the Bulgarian khans, dating back to the 8th or 9th century, which mentions Avitohol/Attila the Hun as the first Bulgarian khan. However, it is not clear when the Bulgars first joined the Hunnic Empire. It is for this reason that all the Hunnic rulers we know about will also be included in this list as khans of the Bulgars. The rulers of the Bulgars and Bulgaria carry the titles of khan, knyaz, emir, elteber, president, and tsar. This list recognizes as rulers those people, who were either crowned as any of the above, were declared as such by the people, despite not having an official coronation, or had any possession of historical Bulgarian lands (in modern day Bulgaria, southern Romania, Serbia, Albania, Macedonia, and northern Greece), while being of royal descent or a part of the royal family.

    Muslim Iurts of Muscovy: Religious Tolerance of the Steppe in the XV-XVI Centuries 1 BULAT RAKHIMZYANOV This article is dedicated to the study of a unique phenomenon – the mutual relations between the Muscovite state and Tatar ethnic foundations that existed on its territory during the XV-XVI centuries. Being a part and later a successor of a huge empire of the Golden Horde, 2 Muscovy adopted a number of its political and social institutes. One of the most striking examples in this respect is religious tolerance widespread at Steppe and borrowed by Muscovy. Historians of Muscovy commonly portray the period of the XV-XVI cc. as a time of Russian disengagement and retrenchment, as Muscovite leaders fought to preserve their hard-won sovereignty in the face of continuous Tatar aggression. Such por- trayals are accurate, but only to a certain extent. Throughout this period there were numerous Tatar raids into the Muscovite heartland, and Muscovite forces repeatedly joined the battles against Tatar armies throughout the region. However, the analysis of primary sources clearly demonstrates that in general the description mentioned above is unsatisfactory. The relations between these states were very pragmatic and forcedly-friendly; religious and national antagonism played no significant role in their diplomacy. 3 The examination of Tatars residing in Muscovy in the XV-XVI cc. reveals that in practice religious affiliation was not the sole factor that determined acceptance into Muscovite society. Muslim Tatars, represented at both elite and common levels, were not excluded from Muscovite society, but found positions in it and were treated in a manner similar to that of their Orthodox brethren.

Marjani Institute of History, Academy of Sciences of the Republic of Tatarstan) This paper analyzes the problem of interpretation of the chronicle reports about the Moscow-Kazan relations and identifies the semantics of these reports by using the hermeneutic analysis of texts. The author cites the examples of the sources’ misunderstanding. Researchers treated literally reports about the Kazan khanate foundation, which in fact were based on the reminiscences from biblical books and needed an allegorical interpretation. Scholars made similar mistakes in their interpretation of some of the reports about the Kazan campaign in 1467, 1487, 1506, and 1552. In turn, the use of hermeneutic methods allows us to sig- nificantly supplement and even revise the picture of the Moscow-Kazan relations presented in the historians’ works. This paper demonstrates some features of the evolution of Russian chronicle writing that affected the nature of the representa- tion of interstate relations. Period of the last third of the 15 th century is described both by official and independent (provincial) chronicle vaults. In this, these sources describe the events in different ways. Official chronicles represented the Moscow-Kazan war of 1467–1469 as a religious confrontation ended with Rus- sian victory, while independent sources described this war without religious con- notations and pointed to the defeat of Moscow forces. The author also revealed significant differences in the description of the events in 1478 and 1487. In such a way, independent sources refute a number of official reports about the Moscow- Kazan relations in the last third of the 15 th century.

Khvalkov PhD (History), Associate Professor Higher School of Economics, Dept. of History 17, Promyshlennaya Str., Saint Petersburg, 198099, Russia [email protected] This article is based on the Venetian documents coming from the chancery of the Venetian Senate and the notarial deeds drawn by the Venetian notaries Niccolò di Varsis and Benedetto di Smeritis in the 1430s in the Venetian trading station in Tana and it examines the system of inter- national relations in the fifteenth century Mediterranean and Eastern Europe and the place of the Venetian colony in Tana in it. The Venetians and the Genoese began to explore the Black Sea re- gion in the mid-thirteenth century, and by the mid-fourteenth century their colonial expansion in the area resulted in a network of colonies and trading stations. The international situation in the Black Sea region was very complex. The Venetians had to play a hard game among such political actors in the region as the Golden Horde (later the Khanate of Crimea), the Principality of Theo- doro, the Ottoman Empire and the Genoese colonies. While Genoa in fact established a whole co- lonial empire on the shores of the Black Sea and Azov Sea, Venice had to rely on Tana and Trebizond; still Venice managed to maintain parity, to appropriately take care of the security of the colony, and at times to create for Genoa significant difficulties (as in the case of the rebellion in Cembalo).

Islam has also become one of the four traditional religions1 of Russia. The process of the “Islamic Renaissance”2 in Russia has led the Muslim com- munity, in particular the Tatars, to look back and take advantage of the historical experience and achievements of Tatar theological thought in order to utilize it in the process of building the identity of Russian Muslims. In recent years, the most visible element of this process has been an attempt to rethink the con- cept of Jadidism – the reform movement among Muslims in the Russian Empire at the turn of the nineteenth and twentieth centuries. One of the most important figures of this movement was Musa Jarullah Bigiev, a religious scholar, politician, and writer. His works relate to fields such as Islamic jurisprudence, politics, history, law, and economics. The article aims to outline the political thought of Musa J. Bigiev, as expressed in his most significant work Alphabet of Islam, written in 1920. Her dissertation investigates a nature of the ideology in the international affairs and evaluates the role of the ideological factor in building the world order. Her graduate qualification work analysed the role of the religious factor in the modern conflicts of the Caucasus region. Within the International Baccalaureate Diploma Programme she focused on the USSR collapse. She has published articles in such international scientific and practical law journals as Eurasian Law Journal. Russia in Modern World Affairs: Potential of the Islamic Religious Factor Russia plays a big role in a majority of political transformations and changes of the world’s geopolitical picture. To increase its influence as a superpower, it should overcome a number of internal problems and have a successful ideological project. As representatives of Eurasianism, we believe that explaining and defining the past, present and future of the Russian cultural identity mostly by word "Slavs" is incorrect. To describe the Russian nature it is more relevant to use the Christian-Muslim-Jewish alliance having in mind only true Islam. The chaos after the USSR’s collapse severely influenced the Caucasus region. Social injustice, corruption, unemployment, lack of opportunities for self-realization and self-expression, illegal pressure and violence are not just the reason for the growth of anti-Russian, anti-social, extremist views, it actually pushed a young man into the arms of the leaders of radical movements under the “Islamic” slogans.
