Confirmation of the Preliminary Minutes of the 7 th Meeting of the Syndicate held on 28.12.2019 - reg. (Ac.A.I) The Syndicate considered and approved the Preliminary Minutes of the 7th Meeting of the Syndicate held on 28.12.2019 with the following modifications: Item No.07.02 Minutes of the Meeting of the Syndicate held on 22.11.2019 vide Item No.06.62.32 Resolution be corrected as ‘ RESOLVED that the word in the recommendation ‘ camps’ be corrected as ‘events (Sports/ Arts)’. FURTHER RESOLVED that special examination will also be conducted to those candidates who had attended such events of State/ National/ International Levels. (M &C1) Item No.07.02 Minutes of the Meeting of the Syndicate held on 22.11.2019 vide Item No.06.65 Resolution be corrected as ‘RESOLVED to suspend the issuance of the original BA Degree Certificate to Smt. Jissy Jose for two years from December, 2018 and to permit Akhi A B and Gokul Krishna J to write the S3 BA Degree Examination after two years from December, 2018’. (M &C1) 2 Item No.07.03 Sl.No.12 Date in the Appendix to item No.07.03 (Sl. No.12) be corrected as ‘11.12.2019’. Sl.No.13 ‘Dr.Manju V.N’. be corrected as ‘Smt.Manju.V.N’. (Ad.D.II) Item No.07.36.05 Resolution of corrected as “Resolved that the item be referred to the Standing Committee of the Syndicate on Staff, Equipment and Buildings”. (Ad.AVI) Item No.07.36.09 The word ‘Executive’ in the recommendation be deleted. (Ad.AVI) Item No.07.44 Resolution be modified as ‘National Seminar organized by Dr.Suja Kurup P.L be rescheduled from 14-16 November 2019 to 15-17 November 2019 and National Workshop organized by Dr.Shifa S be rescheduled from 25-28 November 2019 to 06-09 January 2020. (Pl.B) Item No.07.61 Additional 2 Delete the word ‘ Supervisor ’ from the recommendation of the Executive Committee of the CGA held on 04.12.2019 (Ac.B1) Item No.07.63.A1 The name ‘Dr.J.Suresh’ be corrected as ‘Dr.Suresh.J’ (Ac.E1) Item No.07.63.D8 Resolution be modified as “Further Resolved that the item be referred to the Standing Committee of the Syndicate on Academics and Research”. (Ac.E1) Item No.07.59.10 Resolution be modified as ‘to include the Convenor, Standing Committee of the Syndicate on Affiliation of Colleges’. (Ac.BII) Item No.07.59.12 Resolution be modified as ‘ RESOLVED to constitute a Sub- Committee consisting of the Convenor, Standing Committee of the Syndicate on Affiliation of Colleges, Dr.K.B.Manoj, Dr.M.Vijayanpillai, Dr.S.Nazeeb and Prof.K.Lalitha, Members Syndicate to study the matter regarding the extension of autonomous status and submit a detailed report of the same before the next Standing Committee of the Syndicate on Affiliation of Colleges. (Ac.BII) Item No.07.76.02 ‘It is also recommended to revoke the earlier decisions taken by the Standing Committee of the Syndicate on Students’ Discipline in imposing a fine of Rs.25000/- each against the two candidates Sri.Binson.T and Sri.Sharon.K.Unni and inform the Higher Education Department accordingly’ be deleted from the recommendation. Appointments/Career Advancement Promotion, if any – reg. (Ad.H/Ad.D.II Section) Resolution of the Syndicate NIL ======================================================================= Item No. 08.03 Sharing of Software Module for Online Examination to Kannur University – Consideration of- reg. (CE’s Section 1) The Hon’ble Vice-Chancellor, Kannur University has forwarded a letter to the Vice- Chancellor, University of Kerala requesting to share with the Kannur University the software module for conduct of Online Examination available in the University of Kerala free of cost. Since, the online software for conducting online examinations of the University of Kerala was developed by the Kerala University Computer Centre, the file was forwarded for the remarks of the Director, Computer Centre for sharing the software module to the Kannur University. The Director, Kerala University Computer Centre has remarked as follows: ‘The Online Examination Software was developed for the conduct of B.Ed 4 th Semester examination. Software has 3 modules – question upload, actual examination conducts and invigilator management. Success of examination depends on the quality of network both at the data centre of University and respective colleges where students attend the examination, thorough inspection of the 3 hardware infrastructure at the side of colleges is mandatory which may be achieved through multiple inspections. This software is designed to suit the requirements of B.Ed. 2 year course regulation. Extensive customizations may be required to make it suitable for other courses. Also there are some modules which are to be developed to facilitate the smooth management of the software like fully automated result computation module, additional privileges for invigilator and question management. Development of these modules are kept on hold due to shortage of technical staff. It is requested to confirm if the code base related to the project is to be handed over with the current status. As per the orders of the Hon’ble Vice-Chancellor, the remarks of the Director, Kerala University Computer Centre and the request of the Vice-Chancellor, Kannur University is placed before the Syndicate held on 12.06.2019 (item no. 10.32) and the Syndicate resolved to authorize a Committee consisting of the Pro-Vice-Chancellor, the Registrar and the Director, KUCC and the Convenors of the Standing Committee of the Syndicate on Finance and Examinations to execute an MoU with the Kannur University regarding sharing of Examination Software developed by both the Universities. The file was forwarded for implementing the above resolution of the Syndicate and the Hon’ble Vice-Chancellor has ordered that the decision taken by the Syndicate may be discussed further in the context of the reporting of anomalies in the examination software. As per the orders of the Hon’ble Vice-Chancellor, the matter is placed before the Syndicate for further consideration. Resolution of the Syndicate RESOLVED that the item be referred to the Standing Committee of the Syndicate on Examinations. ======================================================================= Item No.08.04. Re-Printing of Text Books of First Degree Programme under CBCSS and Career related courses – Request from the Director, Department of Publication - Consideration of – reg. (Ac. A IV) The Director, Department of Publications had requested for necessary administrative sanction for reprinting the text books for First Degree Programme under CBCSS and Career related courses. As per the orders of the Vice Chancellor, it was placed before the Standing committee of the Syndicate on Departments and Other Institutions of the University held on 30/09/2019 .The Syndicate at its meeting held on 30/10/2019 vide item no: 05.177.04 resolved to approve the recommendations of the Standing committee on the matter of re-printing of text books and recommended to forward a proposal along with a detailed statement of the availability of the books already printed and the student strength to the Syndicate. Proposal for Re- appropriation of Funds - School of Distance Education- Consideration of –reg. (Ad BIII) The Director, School of Distance Education has submitted a request on 05.11.2019 for the urgent sanction of Re-Appropriation of the budget heads “ Remuneration toLesson Writers" , with an additional amount of Rs.7,00,000/- (Rupees Seven Lakhs Only) and "Office Expenses & Miscellaneous" with an additional amount of Rs. 25,000/- (Rupees Twenty Five Thousand Only) to meet the remaining expenditure during the current Financial Year.
