PREFACE

This is the 5th edition of road accident analysis of ths year 2020(Upto November 2020) in Tamil Nadu.. This analysis report contains the target fixed for total accidents and accident deaths to be reduced during this year. The total accidents have to be controlled in Tiruchirapalli, Karur, Ramanathapuram, Perambalur, Virudhunagar, Pudukkottai and . In five districts viz.,Perambalur, Pudukkottai, Virudhunagar, Tiruchirapalli , Ramanathapuram both accidents and fatalities have to be controlled. We welcome any Suggestions and recommendations users maylike to make for improving the contents of Road Accident analysis.

1. Introduction

A traffic accident is an unplanned event that results in injury, deaths, damage to property or some other losses which could be due to deliberate or negligent conduct of human beings. Occurrence of accident is an outcome of interplay of a number of factors, which among others include length of road network, vehicle population, human population and adherence/enforcement of road safety regulations etc., Higher exposure of road accident risk may be mitigated by behavioral standards (adherence to road safety regulations) and policy intervention (enforcement). The accident data for the month November 2020 is analysed in this report. 2. Districtwise Total Accidents during the month of Nov 2020

The top 10 districts in total accidents are Chennai City, Coimbatore, Tiruppur, Salem, Madurai, Cuddalore, Erode, Villupuram, Namakkal and Dindigul.

The top 10 districts in total deaths are Chennai City, Madurai, Salem, Coimbatore, Karur,

Tiruppur, Dindigul, Thoothukudi,Chenglepet andVillupuram during the month of Nov 2020.

In five districts, Dharmapuri,Ariyalur, Vellore, Ranipet and The Nilgiris less than 10 fatalities were occurred during the month of November 2020. The average fatalities of the State per day is 29 during the month of November 2020. Ten percent of fatalities in the State occurs in

Chennai city. 2

During the month of November 2020, there are no persons grievously injured in thirteen districts viz., Ariyalur,Erode,Kancheepuram,Karur,Perambalur, Ranipet, Thanjavur, The nilgiris, Theni, Tirupathur, Tiruvannamalai, Vellore, Villupuram . There are less than 5 grievously injured in fifteenn districts. There is the highest number of grievously injured persons 147 in district and followed by 78 in Chennai. But there are no minor injured persons in Kallakurichi district.

The top 10 districts the number of persons minor injured are Chennai city,Tiruppur, Erode, Cuddalore, Madurai, Villupuram,Coimbatore, Salem, Dindigul, Tiruchirapalli and Namakkal.

The fatalities have to be controlled in Districts viz., Chennai City,Salem,,Perambalur, Tirunelveli,Pudukkottai, Virudhunagar, Tiruvannamalai, Tiruchirapalli, Ramanathapuram,Thoothukudi, Cuddalore and Kanniyakumari.

The total accidents have to be controlled in Tiruchirapalli, Karur, Ramanathapuram, Perambalur, Virudhunagar, Pudukkottai and Tiruppur. In five districts viz.,Perambalur, Pudukkottai, Virudhunagar, Tiruchirapalli , Ramanathapuram both accidents and fatalities have to be controlled.

The United Nations Member states including adopted the 2030 Agenda for Sustainable Development at the Sustainable Development Summit includes a set of 17 Sustainable Development Goals (SDGs), 169 Targets and 300 and more Indicators. Among the 17 SDGs, this Department is having Target as follows:- Target 3.6 under SDGs aims halves the number of deaths and injuries from road traffic accidents.

Hence as on November 2020 we have achieved the target of haves the number of deaths from road traffic accidents compared to base year 2016 (upto Nov). But in case of number of persons injured, only (-) 40.41 percent of reduction occurred .

During the month of Nov 2020, both the total accidents and fatalities have been raised in sixteen districts Karur,Thiruvarur,Perambalur, Kanniyakumari, Thanjavur, Virudhunagar, Tiruchirapalli, Tiruppur,Salem,Erode, Krishnagiri, Coimbatore , Dindigul, Thoothukudi, Cuddalore and Madurai when compared to Nov 2019. The fatalities have been increased in four districts inspite of total accidents are in decreasing trend i.e. Thiruvallur,Theni, Pudukottai and Chennai city Districts when compared to previous year Nov 2019. Eventhough the fatalities are in downward trend, the total accidents are in upward trend in Sivagangai, Ramanathapuram, Namakkal, Nagapattinam and Dharmapuri when compared to previous year Nov 2019. In the remaining districts both total accidents and fatalities are in decreasing trend. The Chenglepet, Kallakurichi, Ranipet,Tenkasi and Tirupathur are newly formed districts.

Total accidents upto Nov 2020 are in upward trend in when compared to previous year upto Nov 2019. In The Nilgiris, Ramanathapuram, and Virudhunagar Districts the total fatalities are in increasing trend inspite of total accidents are in decreasing trend when compared to previous year upto Nov 2019. During this year, the highest number of accidents occurred during Nov 2020 i.e. 4828. It is in increasing trend when compared to previous months after the completion of lockdown due to COVID-19 pandamic. Similarly total fatalities are also raised by 28.63 percent when compared to previous year Nov 2019. During this year 2020 (upto Nov ) 12442 accidents were reduced when compared to previous year ( upto Nov 2019). Similarly, 2510 fatalities were reduced when compared to previous year upto Nov 2019. During the month Nov 2020, 876 persons killed out of 826 fatal accidents. More than one person died in some accidents.

During Nov 2020, the maximum accidents are caused by the two wheelers (47.78% of total accidents) and the four wheelers like car, jeep, etc (25.89% of total accidents) stands second .The maximum fatalities are by two wheelers (39.38% ) followed by four wheelers like car, jeep, etc (22.15% ) and third by Goods carriages (17.12%).The maximum fatalities are caused by two wheelers due to non wearing of helmets.

The highest death due to non wearing of helmet was happened at Coimbatore (79), Kanchipuram (65) and Thanjavur (60) followed by Chengletpet(58).

This decrease is due to the lockdown from 25th March 2020 against the prevention and spread of COVID-19, the buses were not operated . Total accidents by three wheelers were dropped by (-)37.17% when comparing to the previous year upto Nov 2019. Similarly total fatalities by three wheelers also dropped by (-)34.05 percent when compared to previous year upto Nov 2019. Total accidents by two wheelers have been decreased by (-) 14.76% and by other vehicles by (-) 20.39%. Accordingly, Death by Government /Private buses have been reduced by (-) 64.81% and (-) 65.19% respectively when comparing to previous year upto Nov 2019. The death by two wheelers was dropped by (-) 18.12 percent when compared to previous year Nov 2019.

From the above table it reveals that during Nov 2020 the most number of accidents occurs in State Highways (33.91%) followed by National Highways (32.21%), other district roads 21.31% and other village roads 12.57%. Similarly accident deaths in State Highways has been reduced by (-)28.03 percent when compared to previous year upto Nov 2019. Accident deaths in National Highways has been reduced by (-)25.37 percent when compared to previous year upto Nov 2019. A total of 40725 road accidents have been reported by the State in the calendar year 2020(upto Nov), claiming 7287 lives and causing injuries to 45286 persons. The Accidental death has reduced around (-) 25.62 percent during the year 2020 (upto Nov) and total accidents have been decreased by (-) 23.40 comparing the previous year 2019 (upto Nov). 19. Highlights

o In Tamil Nadu , around 156 accidents and 28 fatalities were occurred every day during 2019 which has been reduced to 122 accidents (approximately) and 22 fatalities (approx.) were occurred every day during 2020 (upto Nov 2020) o The maximum accidents and fatalities are caused by the two wheelers 44.4 per cent of the Death in two wheelers were occurred due to non wearing of helmets upto Nov 2020. o During Nov 2020 the most number of accidents occurs in State Highways (33.91%) followed by National Highways (32.21%), other district roads 21.31% and other village roads 12.57%.

20. Conclusion

. Various continuous steps on Engineering, Education, Enforcement and Emergency care in

Tamilnadu has reduced the accidents and deaths in TamilNadu during 2020. As on November

2020 we have achieved the millennium goal on Road Safety that the target of haves the number of deaths from road traffic accidents compared to base year 2016 (upto Nov) as per the directions of the Supreme Court Committee on Road Safety. 24
