Agenda of Council Meeting Notice of Meeting A meeting of the Tararua District Council will be held in the Council Chamber, 26 Gordon Street, Dannevirke on Wednesday 26 May 2021 commencing at 1.00pm. Bryan Nicholson Chief Executive Agenda 1. Present 2. Council Prayer 3. Apologies 4. Public Forum A period of up to 30 minutes shall be set aside for a public forum. Each speaker during the public forum section of a meeting may speak for up to five minutes. Standing Orders may be suspended on a vote of three-quarters of those present to extend the period of public participation or the period any speaker is allowed to speak. With the permission of the Mayor, members may ask questions of speakers during the period reserved for public forum. If permitted by the Mayor, questions by members are to be confined to obtaining information or clarification on matters raised by the speaker. 5. Notification of Items Not on the Agenda Major items not on the agenda may be dealt with at this meeting if so resolved by the Council and the chairperson explains at the meeting at a time when it is open to the public the reason why the item was not listed on the agenda and the reason why discussion of the item cannot be delayed until a subsequent meeting. Minor matters not on the agenda relating to the general business of the Council may be discussed if the chairperson explains at the beginning of the meeting, at a time when it is open to the public, that the item will be discussed at that meeting, but no resolution, decision or recommendation may be made in respect of that item except to refer it to a subsequent meeting. 6. Any Matters Arising from the Minutes not otherwise dealt with in the Agenda 9.1 Emergency Management (Item 11.3.5.1) 9.1.1 Thanks are conveyed to Stephen Dunn (formerly this Council’s Emergency Management Advisor who is now Horizons Regional Council Emergency Management Coordinator - Resilience) for attending the Civil Defence Emergency Management community meeting in Pahiatua, and introducing Peter Sinclair as the replacement Emergency Management Advisor appointed to that position. 10. Community Boards and Community Committees Reports 10.1 Dannevirke Community Board 10.1.1 That the report of the Dannevirke Community Board meeting held on 6 April 2021 (as circulated) be received. Crs Peeti-Webber/Isaacson Carried 10.1.2 Carnegie Building 10.1.2.1 Council is working through the process to implement its decision to demolish the Carnegie building and retain the facade, with funding included in year one of the 2021/2031 Long Term Plan to progress its intentions and determine options for the site. Crs Peeti-Webber/Isaacson Carried 10.3 Pahiatua On Track 10.3.1 That the report of the Pahiatua On Track meeting held on 7 April 2021 (as circulated) be received. Crs Peeti-Webber/Isaacson Carried 10.3.2 Smith’s Track 10.3.2.1 Tararua Alliance is looking at the request from Pahiatua On Track to close Smith’s Track to vehicular traffic for the purpose of providing a proposed walkway and cycleway. 10.4 Woodville Districts' Vision 10.4.1 That the report of the Woodville Districts’ Vision meeting held on 6 April 2021 (as circulated) be received. Crs Peeti-Webber/Isaacson Carried 10.4.2 Term Deposit Analysis Report 10.4.2.1 Woodville Districts’ Vision Chairperson Vicky Tomlinson clarified a term deposit analysis was undertaken to make the society’s funds held in its accounts more transparent. 10.4.3 Solid Waste Management Services 10.4.3.1 Cr Peter Johns is requested to provide clarification at Woodville Districts’ Vision next meeting regarding Council’s proposed future intentions for providing solid waste management services in the district. 11. Reports 11.1 Review of Water Supply Bylaw - Initial Section 155 Determinations 11.1.1 That the report from the Manager Strategy and Climate Change dated 21 April 2021 concerning the review of the water supply bylaw - initial Section 155 determinations (as circulated) be received, and Meeting of Tararua District Council – 26 May 2021 Page 7 That pursuant to Section 155(1) of the Local Government Act 2002, the Council determines that a bylaw is the most appropriate way of addressing the perceived problem of providing a dependable, cost-effective, efficient water supply system that maintains public health, safety and the environment, and That pursuant to Section 155(2)(a) of the Local Government Act 2002, the Council determines that a standalone bylaw is the most appropriate form for a water supply bylaw, and That pursuant to Section 155(2)(b) of the Local Government Act 2002, the Council agrees that it is not anticipated the water supply bylaw will give rise to implications under the New Zealand Bill of Rights Act 1990, and That the Chief Executive is instructed to prepare a new water supply bylaw that addresses the perceived problem of providing a dependable, cost-effective, efficient water supply system that maintains public health, safety and the environment, with an accompanying statement of proposal for Council to consider prior to a decision to consult, and That it is noted that Council will revisit at the time the Chief Executive reports on the new proposed water supply bylaw whether: (a) The draft bylaw is the most appropriate form of water supply bylaw under Section 155(2)(a) of the Local Government Act 2002; and (b) The draft water supply bylaw gives rise to implications under the New Zealand Bill of Rights Act 1990 under Section 155(2)(b) of the Local Government Act 2002.

    221 THE 1934 PAHIATUA EARTHQUAKE SEQUENCE: ANALYSIS OF OBSERVATIONAL AND INSTRUMENTAL DATA Gaye Downes1' 2, David Dowrick1' 4, Euan Smith3' 4 and Kelvin Berryman1' 2 ABSTRACT Descriptive accounts and analysis of local seismograms establish that the epicentre of the 1934 March 5 M,7.6 earthquake, known as the Pahiatua earthquake, was nearer to Pongaroa than to Pahiatua. Conspicuous and severe damage (MM8) in the business centre of Pahiatua in the northern Wairarapa led early seismologists to name the earthquake after the town, but it has now been found that the highest intensities (MM9) occurred about 40 km to the east and southeast of Pahiatua, between Pongaroa and Bideford. Uncertainties in the location of the epicentre that have existed for sixty years are now resolved with the epicentre determined in this study lying midway between those calculated in the 1930' s by Hayes and Bullen. Damage and intensity summaries and a new isoseismal map, derived from extensive newspaper reports and from 1934 Dominion Observatory "felt reports", replace previous descriptions and isoseismal maps. A stable solution for the epicentre of the mainshock has been obtained by analysing phase arrivals read from surviving seismograms of the rather small and poorly equipped 1934 New Zealand network of twelve stations (two privately owned). The addition of some teleseismic P arrivals to this solution shifts the location of the epicentre by less than 10 km. It lies within, and to the northern end of, the MM9 isoseismal zone. Using local instrumental data larger aftershocks and other moderate magnitude earthquakes that occurred within 10 days and 50 km of the mainshock have also been located.

Best copy available. ABSTRACT Castlecliffian deposits of the Mangatarata Formation are widespread in the Dannevirke Basin, a fault angle depression on the east coast of ~orth Island , New Zealand . The basin is 80km long and 19-24km wide, is bounded to the east by the upthrust Waewaepa-Oruawharo High and lo the west by the upthrust front of the Ruahine Ranges. The basin floor is br Jken by three major axial-trending anticlinal folds. Basin development began during early Pliocene times with subsidence continuing into the Nukumaruan. Uplift during Castlecliffian time was accompanied by deposition of the Mangatarata Formation. Four facies associations are recognised in deposits of the Mangatarata Formation. r.:~ies association one comprises greywacke rubble and gravel deposited in proximal ") distal alluvial fan environments. Facies association two is dominated by fluvially ucposited, cross-bedded sand and gravelly sand with associated overbank fine deposits. Facies association three is generally a fossiliferous, flaser bedded silt to fine grained san~. deposited in a tidal/estuarine environment. Facies association four is a rarely fossiliferous, fine grained, centimetre bedded silt deposited in a locally subsiding, interfluvial lacustrine ~nvironment.

Often the Public Works Department would run goods and passenger services whilst the list was still in their custody. These services were operated by the Public Works Department's ballast engine. Goods were carried in Working Railway's wagons. Occasionally a passenger car or covered wagon fitted with seats were provided, but most times passengers were carried in Public Works' ballast wagons. I have included the stations on the lines owned by the government railways, and private lines where government rolling stock was run thereon. This is an on-going work as I am still looking through files and am finding more names and other information to include in this document. Revised versions will be issued from time to time, the frequency depending upon the new information I find. We are in good hopes that it will be ready by the latter end of spring. 28th November 1883 Mr McCardle’s offer of two acres for school site at Pahiatua was accepted with thanks 8th December 1883. Mr Wm. Bogle has offered to give an acre of land in Pahiatua, in a convenient position, for a school site, and a petition favouring the erection of a school upon it, has been largely signed by the settlers.
