FOR MEETING HELD ON THURSDAY 11TH JANUARY 2018 AT 8.00PM IN CASTLE CAMPS VILLAGE HALL

PRESENT: Sue Herbert (Chairman) Chris Basham (Vice Chairman) & Terry Chapman. In attendance: Mel Laing (Parish Clerk and 13 parishioners The meeting started at 8.00pm

1.Apologies and reasons for absence Dan Hoddinott and Clive Germany both sent apologies due to work commitments. Apologies were accepted. Resignations have been received from Bev Garbutt and Terry Mann. Councillors thanked Bev and Terry for their active participation on the council and all the input they had made. Resignations were accepted. 2. Approve minutes of meetings Parish Council Meeting Thursday 9th Nov 2017. Proposed by Sue Herbert, seconded by Terry Chapman Planning Meeting Thursday 14th Dec 2017. Proposed by Sue Herbert, seconded by Terry Chapman All Minutes were agreed and signed 3. Co opt new Councillors Sue Herbert proposed Mike Pierson and Roy Harper be co-opted as new councillors, seconded by Terry Chapman, agreed by Chris Basham. Deceleration’s of Acceptance of Office were signed 4. To make any declarations of interest Roy Harper declared an interest in Planning item 7.1 The Cottage 5. District and County Council items of interest Apologies were sent by Richard Turner and Andrew Fraser. Henry Batchelor yet to arrive 6. Parishioners Question Time Points raised and discussed were – Number of council positions available and ability to co opt 2 councillors. Compliments were given to the Clerk for recent communications shared with the Parish 7. Discuss and vote on Planning applications 7.1 Parish Council Reference Address Proposal S/4299/17 Land off Bartlow Rd, Application for reserved matters of appearance, layout, scale and Castle Camps landscaping following outline planning permission S/0415/17/OL for the erection of up to 10 Councillors rejected this application due to the Highway Report available to view online is not for this application. Parishioners haven’t had access to the correct information and the material conditions of Traffic, Parking and Pedestrian safety are a high priority for this application. S/4411/17 2 Springfield Cottages, Part single storey extension on front and part two storey side extension High St with integral garage. Parking space with dropped kerb Councillors voted to support this application Roy Harper left the room due to declaring an interest in the next planning application S/4107/17 The Cottage, High St Demolition of existing garage & erection of a new detached garage with store room above Councillors voted to support this application Roy Harper rejoined the meeting S/4469/17 Land South of Bartlow Proposed Outline Application with All Matters Reserved Residential Rd development of 0.42 hectares to include the erection of up to 5 dwellings and other associated works

Pavements needed to join near 8 Bartlow Rd. Safe crossing area for pedestrians Outside speed limit. Speed survey carried out during half term not realistic Access visibility and turning into/out onto faster traffic. Previous rejection was based heavily on all the above. Lack of sustainability. Outside the village boundary and framework Concerns of development of land behind the plot of land If this application were to get approval a condition saying the developers should pay to move the 30mph speed limit to the far side of Pond Farm. County Councillor Report - Henry Bachelor Budget has yet to be agreed. Greater Partnerships are going to subsidise the parking charge at Park & Ride sites so from April it will once again be free to park at the facilities. Supported Lodgings - A relaunch of the Supported Lodgings scheme is looking for people with a spare room or annex who can support a young person leaving care aged 16-21. An allowance of £250 per week is granted to anyone offering this support. More information available on the Supported Lodgings section of the County’s website or speak with the fostering service on 0800 052 0078. Greater Partnerships – Their project aiming to provide better public transport, walking and cycling options for those who travel along the A1307 improving journey times, and linking both communities and employment sites in the area to the south east of Cambridge, will be consulting on all three strategies identified and developed during Local Liaison Forums and workshops. Meeting was opened again for Parishioners Question Time. Questions for Henry were about the Local Plan and it’s relevance to applications discussed tonight. Henry replied that South Cambs and Cambridge City have joined together and submitted their 5 Year Land Supply proposal to fulfil the current requirement needed, although this proposal hasn’t yet been approved, the Inspector hasn’t requested any modifications. SCDC have sought legal advice on whether this indication on fulfilling the requirement of Land Supply can be used in consideration towards current applications but unfortunately it can’t. Also due to SCDC Planning Dept losing a large percentage of appeals recently their power to make decisions on future applications may be removed. The agreement of the Local Plan is now thought to happen in June and will be in place for 30 years.

8. Report from Parish Tree Warden Tree Warden training has been organised. There is an issue with ownership of trees near Park Farm and response for SCDC is that until there is a problem no work will be carried out. 9. Matters Arising – For information only 9.1 Woodland Trust / Millennium Wood willow cutting around pond, work has been completed 9.2 Telephone Box conversion to community space and defib unit. Quote agreed. 9.3 Progress of Dog poo bin at Byway 7 entrance and footpath entrance near 1 Bartlow Road - none 9.4 Move bench from Church footpath tunnel to more open location nearby. Sue Herbert will follow up

9.5 Speed Indicator Device progress update. Devices have now been purchased and are currently being tested in West Wickham. Brackets to mount the units are ready for collection. Suitable location poles need to be agreed with Josh Rutherford, Highways Officer. Insurance cover for units when they are in the parish has been obtained. Contracts of shared ownership have been drawn up and agreed and will be signed by all Parish Council Chairmen shortly 9.6 SpeedWatch Training took place on 3rd Dec and was well attended. There are enough people to form a village Speedwatch Team. Suitable locations have been identified and once agreed by the Police a date can be arranged to commence. More team members are welcome – contact the Clerk to organise receiving relevant training. 9.7 Local Highways Initiative funding (LHI) application. Sue Herbert will put forward our project at the presentation on 5th Feb. 9.8 CCTV update. Clerk met with Dickie Moore and Suzie Culpin to discuss the location of the equipment and request formal permission to proceed. They agreed in principal to the proposal and will present the item at the next Village Hall meeting on 24th Jan. Once a decision has been made the Parish Council may proceed with installation. 9.9 Village survey results. Sue Herbert has received a small amount of completed surveys. Clerk to follow up status of surveys to be carried out by past and present councillors not in attendance .

10. Matters for the council to discuss / vote on 10.1 Figure for Precept 2018/19 was discussed and agreed at £17,500. Clerk reported that over past 4 years the Parish Council had roughly spent the following on Community Projects: Total £55,813 less grants, funding and VAT reclaim of £36,840 giving an actual spend of £18,973 10.2 Quote for fitting defib unit and fitting new electrical box at Multisport Area was agreed. Parishioner will forward details to Clerk of charity funded defib unit in Sewards End 10.3 Bollards have been agreed to be installed on Green. Clerk to get quotes

11. Playground 11.1 Metcraft have been contacted to go ahead with fencing as per quote and soft close arm mechanism for pedestrian gate. Installation will be around 7 – 8 weeks’ time
