Waibakul City, Central Sumba Regency, East Nusa Tenggara Province, Indonesia is affected by floods every year that comes from overflow of drainage channels. The area of Waibakul is 76, 44 km^2 and dominated by agricultural land. The drainage system is incorporated into the irrigation system, thus forming a complex network of channels. The topography of the area is very flat, with slope (0 to 3) % reaching 78.56% and forming natural basins that are used as rainwater catchment reservoirs. The results of evaluation show that the majority of channel capacity is not roportional to the burden that must be discharged. The reservoir performance is not maximal because the water discharge system only relies on natural water absorption into the soil, so if there is a successive rain then the reservoir is full thus the reservoir control capacity becomes very small. The recommendation for flood control strategies are: (1). Divide the catchment area into sub-catchment areas based on the drainage service area, so the problems can be more easily solved and completed gradually. (2). Increase the capacity of multiple channels. (3). infiltration wells as a means of reservoir water drainage.(4). Control the burden of flood discharge to the office area by making a shotcut. (5). Control the flood water level in rivers that is crossing central office area by making long storage with spillway. 1. Introduction The urban area of Waibakul Regency of Central Sumba, East Nusa Tenggara Province, Indonesia lies in the valley and mostly (78.56%) has a very flat topography slope (0-3)% [1] Waibakul urban area is 76,44 km2[2] and dominated by productive rice fields that become the mainstay to meet food needs. In some locations, natural hollows are formed that accommodate surface runoff water. Waibakul city drainage system is integrated with its rice field irrigation system, and forms a fairly complex network of channels. Routine floods occur annually in several locations, including central office areas. Flooded puddle is [1] lower agricultural productivity, and disrupt economic activity and service to citizens. Flat topography and dual function demands on the channel, conditioning the water level elevation on the drain must be maintained so that when functioning as a water irrigation it can flow into the gravity field. [5] This affects the velocity of the water in the channel becomes very low, and the discharge capacity becomes very small. It causes great sedimentation and channel function as the discharge system becomes [5] not maximal. The flood prevention efforts are carried out by utilizing several natural basins as reservoirs [6] of flood waters and improving the condition of some channels. However, the results obtained have not been significant, since the improvement plan has not been based on appropriate strategies and sufficient [22] technical analysis. In this study, the flood control strategy is prepared with a conservation orientation and does not use modern buildings or tools. Concept Development In efforts to control flood in urban areas is doing an approach which is combination of channel capacity improvement with existing structural optimization efforts to restore natural flow patterns before urbanization [3]. The approach in flood solving in Waibakul urban area is oriented towards: simplification of problems, improvement of flood channeling system performance, and decrease of flood discharge peak. [6] The simplification of the complexity of the channel network system and the extent of the Water Catchment Area (DTA) is solved by dividing the DTA into several Sub-catchments (Sub DTA). The channel network [41] system is also parsed and grouped into each DTA.

    Languages of Sumba: State of the field Joseph LOVESTRAND SOAS University of London This paper reviews the state of documentation and description of the languages of Sumba, an island located in the province of Nusa Tenggara Timur (NTT) in Indonesia. Sumba is home to a population of over 800,000 people. The languages of Sumba can be divided into eight or more distinct languages. Language documentation and description in Sumba began in the 19th century with the arrival of the Dutch. The most well-described language of Sumba is Kambera, spoken by 150,000 or more people occupying the eastern half of the island (Klamer 1998a). There is much less documentation and grammatical description of the languages of West Sumba. with the exception of two recent MA theses. There are also many word lists, as well as orthographically transcribed ritual texts included in publications by anthropologists interested in this aspect of the culture. Video documentation of the languages of Sumba is almost completely lacking. Language vitality in Sumba remains relatively high, however, there are signs of a possible shift to Indonesian. This increases the urgency of the need for language documentation and description, as well as investment in programs that facilitate ongoing local language use. 1. Background This paper provides a concise summary of the current state of published, academic knowledge of the languages of Sumba.1 Figure 1 shows the location of the island of Sumba in the province of Nusa Tenggara Timur (NTT), Indonesia.     predatory voyeurs: tourists and “tribal violence” in remote Indonesia JANET HOSKINS University of Southern California Tourism has been theorized in a new ethnography of modernity, stressing the museumization of the premodern and its production as spectacle. In this arti- cle, I explore the voice and perspective of the “tribal culture” recently ex- posed to a new type of gaze. Tourists are perceived as predatory voyeurs on Sumba, a once remote area now receiving increasing numbers of foreign visi- tors. An idiom of visual consumption encodes a critical awareness of global inequities in access to and use of technology, and a history of changing self- perceptions. The cameras that every tourist brings to capture images of head- hunters and primitive violence become the very emblems of the exotic vio- lence that they are designed to capture. For years, the most common fear was of white headhunters, who would come in the dry season and raid villages to steal children. The children could be sold as slaves or beheaded and used to fortify the foundations of large construction projects (dams, hospitals, cathedrals, or government offices). Ethnographic reports of these fears include Haddon’s account of white headhunters in Sarawak in 1894 (Had- don 1901:173–175); Tsing’s (1993, 1996) and Drake’s (1989) reports of government headhunters in Borneo in the 1980s; Barnes’s (1993), Erb’s (1991), and Forth’s (1991) accounts from Flores; and Needham’s story of a “penyamun scare” in Kodi, Sumba in the 1950s (Needham 1983).

Bloody Thursday On November 5, 1998, there was an outbreak of violence in Waikabubak, the district capital of West Sumba. The next day CNN reported: "Tribal battle in Eastern Indonesia kills 19, police say." This news message followed: Thousands of rival tribesmen fought a pitched battle with spears and knives on a remote eastern Indonesian island, killing at least nineteen people, police said on Friday. The fighting on Thursday in the western part of Sumba, a barren and inhospitable island southeast of Bali, had been brought under control with police reinforcements, Colonel Engkesman Ehilep, the chief of East Nusa Tenggara province, said. He told Reuters that nineteen people were killed in the fighting between members of the Loli and Wewewa tribes but had no word how many were injured. Ehilep said about 3,000-4,000 people were involved in the battle attacking each other with rocks, knives, and spears. Tension mounted in the area on Wednesday after rumours spread that one tribe was planning an attack, he said. Ehilep said about 150 policemen were usually posted on the island and they had been supported by reinforcement of about sixty more troops.
