The snow date is 2/28/18 at the same time and place. While attendance at the Pre-Bid conference is not mandatory, this is the offeror’s opportunity to raise questions and/or issues of concern regarding the project. CONTRACT NO. BA6095180 NOTICE TO CONTRACTOR The existing structural steel coating system on this bridge contains toxic metals. Take precautionary measures to ensure protection of workers, work area and environment as specified in 436. Work on or around existing structural steel with coatings containing toxic metals may include but is not limited to structural steel removal, concrete deck removal, addition, extension or modification of shear studs developers, addition of deck pans, welding or cutting, modifying existing structural connections, cleaning for painting etc. Activities involving removal or disturbance of coatings containing toxic metals shall be performed by using MOSHA/OSHA approved techniques, equipment and safeguards for all workers and environment. Dispose of removed material in accordance with EPA requirements. For more information refer to 436. Before placing new concrete deck clean top of flanges of the existing steel that were originally encased in concrete as specified in 436.03.10 (d). For areas that require welding, like for steel studs shear developers or stay in place forms perform cleaning as specified in 436.03.10 (f) using vacuum shrouded power tools. The requirements of SSPC QP-1 and QP-2 are waived. Work on or around existing structural steel with coatings containing toxic metals will not be measured but the cost will be incidental to the pertinent Superstructure Concrete or Structural Steel item. The payment will be full compensation for all materials, labor, equipment, tools, and incidentals necessary to complete the work. 07-05-17 NOTICE TO CONTRACTORS CARGO PREFERENCE ACT (CPA) All Contractors and Sub-Contractors are to be in compliance with the requirements of 46 CFR Part 381 and incorporate by reference the recommended clauses in 46 CFR 381.7(a)-(b) - ("Contractor and Subcontractor Clauses. "Use of United States-flag vessels") (a) Agreement Clauses. "Use of United States-flag vessels: "(1) Pursuant to Pub. L. 664 (43 U.S.C. 1241(b)) at least 50 percent of any equipment, materials or commodities procured, contracted for or otherwise obtained with funds granted, guaranteed, loaned, or advanced by the U.S. Government under this agreement, and which may be transported by ocean vessel, shall be transported on privately owned United States-flag commercial vessels, if available. "(2) Within 20 days following the date of loading for shipments originating within the United States or within 30 working days following the date of loading for shipments originating outside the United States, a legible copy of a rated, 'on-board' commercial ocean bill-of-lading in English for each shipment of cargo described in paragraph (a)(1) of this section shall be furnished to both the Contracting Officer (through the prime contractor in the case of subcontractor bills-of-lading) and to the Division of National Cargo, Office of Market Development. Maritime Administration, Washington, DC 20590." (b) Contractor and Subcontractor Clauses. "Use of United States-flag vessels: The contractor agrees- "(1) To utilize privately owned United States-flag commercial vessels to ship at least 50 percent of the gross tonnage (computed separately for dry bulk carriers, dry cargo liners, and tankers) involved, whenever shipping any equipment. material, or commodities pursuant to this contract, to the extent such vessels are available at fair and reasonable rates for United States-flag commercial vessels. "(2) To furnish within 20 days following the date of loading for shipments originating within the United States or within 30 working days following the date of loading for shipments originating outside the United States. a legible copy of a rated, 'on-board' commercial ocean bill-of-lading in English for each shipment of cargo described in paragraph (b) (1) of this section to both the Contracting Officer (through the prime contractor in the case of subcontractor bills-of-lading) and to the Division of National Cargo, Office of Market Development, Maritime Administration, Washington, DC 20590. "(3) To insert the substance of the provisions of this clause in all subcontracts issued pursuant to this contract”. It is not applicable to goods or materials that come into inventories independent of an FHWA funded-contract.
