Aim and scope Series „Administratio Locorum” is concerned with the social, economic, geographic, legal, environmental and planning aspects of land administration. The aim of the journal is to provide an interdisciplinary platform for the exchange of ideas and information among scientists representing various disciplines, whose ideas and discoveries tribute to effective land administration. Thus, journal publishes both reviews and empiri- cal studies presenting the results of surveys and laboratory works. Topics covered by our Authors include, i.e.: land administration, technical and social infrastructure, spatial economics, social-economic geography, land management, real estate management, rural areas, environmental protection, protection of historical buildings, spatial planning, local and regional development, sustainable development, urban studies, real estate market, transport systems, legal regulations for the land administration, and spatial management. The primary aim of the journal and its mission are to spread information and guidance relevant both for authorities responsible for the effective land administration (local, regional and central), scientists and teachers. Four issues are published every year. Trzeci numer Acta Sci. Pol. Administratio Locorum w 2019 roku obfituje w artykuły naukowe, w których przedmiotem badań są zagadnienia prawno-finansowe gospodarki przestrzennej. Zagadnienia te stanowią nieodłączną część wszystkich procesów przestrzeni prawnej. Szczególnie zachęcam do lektury publikacji Edyty Jóźwiak z Wydziału Prawa i Administracji UWM w Olsztynie na temat reprywatyzacji mienia osób fizycznych oraz procesów związanych z jej przeprowa- dzeniem. Opierając się na zagadnieniach prawnych i podatkowych, a także na sytuacji politycznej Polski, autorka przybliżyła skutki reprywatyzacji w Polsce w wymiarze jednostkowym, czyli opisała jak jej prze- prowadzenie działa na pojedynczych obywateli, oraz generalnym, czyli jak to wygląda w stosunku do całej gospodarki. Autorka na przykładzie sytuacji nieruchomości położonych w Warszawie wyjaśniła znaczenie reprywatyzacji jako podstawy do budowy nowej gospodarki, jej istotę, cel oraz skutki. Pozostając w temacie, zapraszam do lektury opracowania Anity Kwartnik-Pruc oraz Anety Mączyń- skiej z Akademii Górniczo-Hutniczej w Krakowie na temat analizy warunków wykorzystania przepisów Kodeksu cywilnego Napoleona jako podstawy wpisu w księdze wieczystej prawa własności nieruchomości na rzecz Skarbu Państwa. Autorki przeanalizowały orzecznictwo Sądu Najwyższego pod kątem wskaza- nia dokumentów oraz procedury niezbędnej do wpisu prawa własności w księdze wieczystej w oparciu o art. 713 Kodeksu Napoleona na rzecz Skarbu Państwa. Dowiodły, że dopuszczenie regulacji stanu prawnego nieruchomości na podstawie Kodeksu Napoleona przez uchwałę Sądu Najwyższego daje szansę uregulowania stanu prawnego wielu nieruchomości. Zapraszam do zapoznania się także z pozostałymi ciekawymi artykułami. Wszystkie stanowią oryginalne opracowania naukowe poruszające istotne problemy dotyczące zagospodarowania przestrzeni w Polsce. Kraśnicka 2 CD, 20-718 Lublin, Polska ABSTRAKT Artykuł dotyczy budżetu obywatelskiego (BO), rozumianego jako jedna z form partycypacji społecz- nej, dzięki której mieszkańcy mogą w sposób bezpośredni (przez głosowanie) wpływać na wydatki z budżetu swojego miasta, gminy czy województwa. Celem pracy jest wykazanie, że BO jest cennym narzędziem poznania preferencji społecznych w zakresie kształtowania krajobrazu. W toku postępo- wania badawczego przeprowadzono ogólną analizę BO w Polsce, a następnie na przykładzie projek- tów wybranych w kolejnych edycjach BO Lublina rozpoznano, jakie są potrzeby mieszkańców wobec kształtowania krajobrazu ich miasta. W szczególności zwrócono uwagę na ich stosunek do poprawy estetyki miasta i roli obszarów zielonych w mieście. Wykazano, że choć wśród projektów BO zdo- bywających największe poparcie dominują zadania infrastrukturalne (dotyczące dróg czy sportu), to coraz większe zainteresowanie zyskują projekty związane z estetyką i zielenią. Słowa kluczowe: krajobraz, przestrzeń publiczna, zieleń miejska, partycypacja społeczna, Lublin WPROWADZENIE szkolnej oraz poprawę funkcjonalności przestrzeni publicznych (Kębłowski 2013). Among other, the platform presents demographic data on the positive Covid-19 cases and divides them by municipality. According to Koios figures, 90% of positive cases are Cypriot citizens and 10% are foreigners. 53.03% of cases are women and the rest are men. Charts show that most cases are from Aradippou and Paphos Municipalities.
