    Oxford Stadium – Factual Report and Assessment of Significance for Oxford Heritage Assets Register Review Panel Introduction and Background Oxford Stadium has been nominated by the public as a potential addition to the Oxford Heritage Assets Register. The register is a locally maintained list of non-designated heritage assets that the Council have recognised as having a degree of significance meriting consideration in planning decisions because of their heritage interest as described in the National Planning Policy Framework. Inclusion of non-designated heritage assets on the register is dependent on their fulfilling criteria adopted by the City Council and will be subject to review by a panel of City Councillors prior to adoption. An adopted nomination form sets out grounds on which a nominated heritage asset may be deemed to fulfil these conditions. For further details of the Oxford Heritage Assets Register, the criteria and nomination, review and adoption process please see the project website at: http://www.oxford.gov.uk/PageRender/decP/HeritageAssetRegister.htm This report has been prepared to inform the review of the nomination of the Greyhound Stadium for registration as a heritage asset.     National Inquiry At their meeting on: 16/10/2008 The following inquiries were held: Stadium/Greyhound: Kinsley Stadium, MAY WEATHER Trainer: Racecourse Executive The racecourse executive of Kinsley Stadium were found in breach of rules 48, 102A and 152(i) & (ii) and professional trainer Mr Steven Carrington was found in breach of rules 48 and 152(i) & (ii) in respect of the circumstances that allowed the greyhound MAY WEATHER to compete in a race at Kinsley Stadium on 7 March 2008 when not qualified to do so, its final qualifying trial not having been run within 21 days prior to its Results: first graded race. The racecourse executive of Kinsley Stadium was not represented at the inquiry and having considered their written explanation together with the circumstances of the case, the Stewards ordered that they be reprimanded and fined the sum of £500. Mr Carrington was not in attendance and having considered his written explanation together with the circumstances of the case, the Stewards ordered that he be cautioned and fined the sum of £250.     The Banbury Bulletin President Richard Watts Published monthly by the Rotary Club of Banbury, District 1090 R.I.B.I Club no. 147 April 2009 Lucy Curtis is the Banbury Young Millie Greedy won the Junior Musician of the Musician of the Year for 2009 Year and was presented with the Humphris Family Trophy by Rotarian Maurice Humphris. Millie played Sonata by M. Clement in the junior piano section. The 27 trophies made a spectacular display before being presented by various dignitaries to the winning contestants. These trophies have been presented for many years, some of which date back to the 1950’s when they were part of the Banbury Arts and Crafts festival which was held for many years in Banbury Town Hall. The main sponsor for the past 18 years of the competition has been Banbury Charities and the Rotary Club of Banbury is extremely indebted to them for their support without which the event would not be possible. th Saturday 7 March saw a capacity audience of The event is also supported by the Bluecoat over 200 people gather at Sibford School for a Foundation, Banbury Town Council, Cherwell spectacular evening of musical entertainment at District Council , Sibford School, The Inner Wheel the Rotary Club of Banbury Young Musician of Club of Banbury, One Man Band and many the Year finals for 2009. EXECUTIVE SUMMARY The Save Coventry Speedway and Stox Campaign is an umbrella grouping of people who wish to see the long heritage of Speedway and Stock Car Racing in Coventry / Rugby continue, and be returned to the iconic Brandon (aka Coventry) Stadium as soon as possible. The Save Coventry Speedway and Stox Campaign wishes to place on record the strongest possible objections to Planning Application R18/0186, which would result in the loss and redevelopment of Brandon Stadium. The grounds of objections are as follows: 1. The proposals are directly contrary to the provisions of both the existing development plan (the Core Strategy, adopted 2011) and its emerging review (the Rugby Borough Local Plan, 2011- 2031, Publication Draft, September 2016). 2. The housing proposals conflict with the Green Belt designation of the site. 3. The housing proposals are contrary to the provisions of national planning policy, which seeks to protect sports facilities from development. 4. Whether the Plan’s allocation policies are positively worded enough to encourage the delivery of beneficial developments on the sites concerned and whether they would allow sufficient flexibility in the face of future changes in circumstances 2. Whether the Plan’s approach towards the amount of development and the balance of land uses (and where relevant open space and sports provision) on the following sites is sound: 6J: Policy SP52: Oxford Stadium Question 1 1.1 The Plan’s allocation policies are not worded positively enough. An example of this is Policy SP52 that relates to the Oxford Stadium, which constrains and limits opportunities for use of the site and accordingly does not afford any flexibility should circumstances change in the future. 1.2 Policy SP52 identifies that the Stadium will reopen for greyhound and speedway racing, or failing that as a venue for community or leisure uses. However Appendix A of the HELAA Final Report of March 2019 (PSD.2) concludes that reinstatement of these uses is “non- viable” (although consultants advising the Council – presumably Five Lines – took a different view): see relevant extracts at (Appendix 9). 1.3 As set out in the response to question 2 below, Cowley Investments’ own assessment makes it clear that the stadium will never be reinstated in the manner envisaged by Policy SP52. Even if a source of funding were to be identified that would be capable of addressing the capital costs associated with reinstatement, then it is clear that the Stadium could not operate as a viable trading entity either for speedway and greyhound racing or as a venue for community / leisure uses.
