ABSTRACT: Quarterly monitoring of Upper Newport Bay, a highly eutrophic southern California estuary, has provided conflicting indicators of nutrient limitation for the seasonal macroalgal blooms in this system. Water column N:P ratios were high, up to 370:1, suggesting phosphorous limitation, while sediment N:P ratios were low, «4:1), suggesting nitrogen limitation. A microcosm experiment was conducted to test whether macroalgal biomass was nitrogen or phosphorous limited in this system. -

3.5 CULTURAL RESOURCES This section of the Program Environmental Impact Report (PEIR) describes cultural resources in the SCAG region, discusses the potential impacts of the proposed 2016 Regional Transportation Plan/Sustainable Communities Strategy (“2016 RTP/SCS,” “Plan,” or “Project”) on cultural resources, identifies mitigation measures for the impacts, and evaluates the residual impacts. Cultural resources were evaluated in accordance with Appendix G of the 2015 State California Environmental Quality Act (CEQA) Guidelines. Cultural resources within the SCAG region were evaluated at a programmatic level of detail, in relation to the general plans of the six counties and 191 cities within the SCAG region; review of general information characterizing the paleontological resources that have been reported from the SCAG region and review of Dibblee maps of geology and soils; general information characterizing prehistoric and historic human occupation within the SCAG region; general sensitivity of the SCAG region with respect to Native American Sacred sites and tribal cultural resources available through coordination with the Native American Heritage Commission (NAHC) and direct outreach to tribal governments within the SCAG region, including two Native American consultation workshops hosted by SCAG during preparation of the 2016 RTP/SCS and related PEIR; and review of known cemeteries in the SCAG region; a review of related literature germane to the SCAG region; as well as a review of SCAG’s 2012 RTP/SCS PEIR.1 Cultural resources within the SCAG region are recorded in the paleontological fossils; archeological sites and artifacts, historic sites, artifacts, structures and buildings; and the built environment. There is a rich record of archived fossils that are estimated to represent over 500 million years.2 The archaeological record provides evidence of over thousands of years of human occupation. -

Appendix A: Watershed Summaries Preface California’s watersheds supply water for drinking, recreation, industry, and farming and at the same time provide critical habitat for a wide variety of animal species. Conceptually, a watershed is any sloping surface that sheds water, such as a creek, lake, slough or estuary. In southern California, rapid population growth in watersheds has led to increased conflict between human users of natural resources, dramatic loss of native diversity, and a general decline in the health of ecosystems. California ranks second in the country in the number of listed endangered and threatened aquatic species. This Appendix is a “working” database that can be supplemented in the future. It provides a brief overview of information on the major hydrological units of the South Coast, and draws from the following primary sources: • The California Rivers Assessment (CARA) database (http://www.ice.ucdavis.edu/newcara) provides information on large-scale watershed and river basin statistics; • Information on the creeks and watersheds for the ESU of the endangered southern steelhead trout from the National Marine Fisheries Service (http://swr.ucsd.edu/hcd/SoCalDistrib.htm); • Watershed Plans from the Regional Water Quality Control Boards (RWQCB) that provide summaries of existing hydrological units for each subregion of the south coast (http://www.swrcb.ca.gov/rwqcbs/index.html); • General information on the ecology of the rivers and watersheds of the south coast described in California’s Rivers and Streams: Working -

Biographical Note Ron Yeo was born on June 17, 1933 in Los Angeles, California. He graduated from the University of Southern California with a Bachelor of Architecture in 1959. He was officially licensed in 1960 as an architect. In 1963, he founded Ron Yeo, Architect, Inc. With his office located in Corona del Mar, he worked on a variety of projects located in and around Orange County. In 1965, he was appointed to be on the board of directors for the University of California, Irvine’s “Project 21,” which had the goal to ensure that Orange County entered the 21st century with a well-planned area. -

Professor Stephen Pitti, Yale University Over the last century, scholars have written dozens of important studies that excavate the deep and diverse histories of Latinos in the United States, and that show the central role that Latinos have played in American history for hundreds of years. Community historians, historical preservationists, museum professionals, and non-academic researchers have been equally important to chronicling and preserving those histories. In 2013, when the National Park Service published the American Latinos and the Making of the United States theme study, it recognized that Latino history is a critical and powerful area of scholarship, one that is vital for twenty-first century historical preservation and interpretation. 5.4 Biological Resources The biological resources analysis was based on a biological survey and memorandum prepared for the subject site by Phil Brylski, Ph.D on May 9, 2011 and is provided in Appendix C. 5.4.1 ENVIRONMENTAL SETTING Local Setting Relationship to the Orange County NCCP/HCP The Natural Community Conservation Act (the Act), codified in Fish and Game Code Sections 2800-2840 and signed into law on October 1991, authorizes the preparation of Natural Community Conservation Plan/Habitat Conservation Plans (NCCP/HCPs). The Act is a State of California effort to protect critical vegetative communities and their dependent wildlife species. Under this program, the County of Orange, other participating agencies and special districts, and participating landowners, worked with the California Department of Fish and Game (CDFG) and United States Fish and Wildlife Service (USFWS) to prepare a coastal sage scrub NCCP/HCP called the Natural Community Conservation Plan and Habitat Conservation Plan and Habitat Conservation Plan, County of Orange Central and Coastal Subregion. The NCCP/HCP was reviewed and approved by the CDFG and USFWS in 1996. It addressed protection and management of coastal sage scrub habitat and coastal sage scrub-obligate species, and other covered habitats and species, and mitigated anticipated impacts to those habitats and species, on a programmatic, subregional level, rather than on a project-by-project, single species basis. The NCCP/HCP identified development areas where impacts to species and habitats receiving regulatory coverage under the NCCP/HCP would be authorized. The HCCP/HCP was analyzed in a joint EIR/EIS prepared under the auspices of the County of Orange and the USFWS as lead agencies, while the CDFG and the City of San Juan Capistrano were responsible agencies. -
