Its position in the heart of Europe allows Alsace to benefit from a direct proximity with Germany, Switzerland, Luxembourg and Belgium. There are two departments, the Bas-Rhin and the Haut-Rhin which divide the region.     LE RISQUE MOUVEMENT DE TERRAIN 1. Qu’est-ce qu’un mouvement de terrain ? Les mouvements de terrain sont des phénomènes naturels d'origines diverses, résultant de la déformation, de la rupture et du déplacement du sol. Leur apparition est conditionnée par les contextes géologiques, hydrogéologiques et topographiques, aggravés par les conditions météorologiques et l’action de l’homme. Les mouvements de terrains comprennent : les chutes de blocs, les effondrements et affaissements de cavité souterraine, les glissements de terrains et les phénomènes de tassements différentiels appelés aussi retrait-gonflement, ces derniers ne représentent pas de danger direct pour l’homme mais endommagent les constructions. Ces phénomènes d’ampleur variable ont des répercussions tant sur les biens que sur les personnes. Sur le département du Haut-Rhin, plus de 200 évènements ont été recensés lors de l’inventaire des mouvements de terrains réalisé par le BRGM entre 2003 et 2005. 2. Les principaux types de mouvements de terrain dans le Haut-Rhin 2.1. Les chutes de blocs Le phénomène de chutes de blocs se manifeste par le dérochement d’éléments d’une falaise. Il est conditionné par la nature géologique de la roche, son état d’altération et de fissuration et par le profil topographique préexistant. Cette évolution naturelle d’une falaise peut être accélérée par des secousses sismiques, une amplification de l’érosion, le phénomène de gel-dégel, et par le terrassement de talus trop raides. Les blocs déstabilisés, dont le volume est très variable, peuvent s’accumuler au pied de l’escarpement ou dévaler un talus sur une grande distance.

    INTRODUCTION La sous-série 6 E des Archives départementales du Haut-Rhin regroupe en principe les minutes (originaux d'actes) et répertoires de plus de cent ans de date de tous les notaires ayant exercé leurs fonctions dans les limites de l'actuel département depuis le 1er avril 1791 . En sont exclues les archives des notaires résidant dans le Territoire de Belfort, détaché du Haut-Rhin en 1871 . Le parti pris dans les deux départements alsaciens de constituer deux sous-séries distinctes, l'une pour le notariat d'Ancien Régime, l'autre pour le notariat public à proprement parler, se justifie par l'originalité que l'institution conserva en Alsace, même après le rattachement de la province au royaume de France, et par une véritable rupture à la Révolution française . Un rappel historique est ici nécessaire . HISTORIQUE DE L'INSTITUTION A- FIXATION DES RÉSIDENCES, CONDITIONS D'ACCES AUX FONCTIONS DE NOTAIRE 1 - De 1791 à 1803 La loi des 29 novembre-6 octobre 1791 est à l'origine du notariat moderne, organisé de manière uniforme pour la France entière, avec la volonté affirmée de mettre fin aux particularismes locaux . Elle avait pour principal objet la suppression de la vénalité et de l'hérédité de tous les offices existants de notaire, et l'institution de notaires publics, fonctionnaires nommés à vie, chargés de recevoir tous actes jusque là «du ressort des notaires royaux et autres, et de leur donner le caractère d'authenticité attaché aux actes publics».
