Agenda Item C.4.B, Supplemental Agenda Item C.4.b Supplemental Public Comment 2 April 2018 Full Electronic Version 111 SW Columbia Street, Suite 200 March 29, 2018 Portland, Oregon 97201 pewtrusts.org Mr. Phil Anderson, Chair Pacific Fishery Management Council 7700 NE Ambassador Place, Suite 101 Portland, OR 97220-1384 RE: Agenda Item C.4 Process for Review of Reference Points for Monitored Stocks Dear Chair Anderson and Council Members, The Pew Charitable Trusts is submitting public comment on behalf of 31,888 ocean advocates in support of ecosystem-based fisheries management for northern anchovy. The petition itself is included here, along with a compilation of the names, cities and states of individual signers that were submitted to the Council. Thank you for your time and consideration. We appreciate the opportunity to work with you to maintain sustainable fisheries and healthy ocean ecosystems. Bobby Hayden Senior Associate, U.S. Oceans, Pacific The Pew Charitable Trusts [email protected] 1 March 29, 2018 Mr. Phil Anderson, Chair Pacific Fishery Management Council 7700 NE Ambassador Place, Suite 101 Portland, OR 97220-1384 RE: Agenda Item C.4 Process for Review of Reference Points for Monitored Stocks Please protect anchovies and the marine wildlife that depend on them Dear Chair Anderson and Council Members: I am writing to ask the Pacific Fishery Management Council to adopt an ecosystem-based approach to managing northern anchovy. As you know, northern anchovies are among the most important forage fish in the Pacific Ocean, but existing management of the stock is based on decades-old information. True ecosystem-based management of this fishery requires that catch limits and other measures are based on the best available science, and are responsive and adaptive to changing environmental conditions. Northern anchovies are too important to other fisheries and the broader marine ecosystem to be managed passively. Only by ensuring that management of this essential forage fish is based on the best available science, and considers the broader marine ecosystem, can this Council can help maintain both a healthy ocean and productive and sustainable fisheries. For these reasons, I encourage you to act. Sincerely, We the undersigned 2 First Last City State First Last City State Allen A. San Francisco CA Jackson NeilAbarilles Mountlake TerraceWA Sylvia A. Terraciano, Chair My project traces the evolution of the Zapotec cultural practice of guelaguetza, an indigenous sharing system of collaboration and exchange in Mexico, from pre-Columbian and colonial times to the present. Ironically, the term "guelaguetza" was appropriated by the Mexican government in the twentieth century to promote an annual dance festival in the city of Oaxaca that has little to do with the actual meaning of the indigenous tradition. My analysis of Zapotec-language alphabetic sources from the Central Valley of Oaxaca, written from the sixteenth to the eighteenth centuries, reveals that Zapotecs actively participated in the sharing system during this long period of transformation. My project demonstrates that the Zapotec sharing economy functioned to build and reinforce social networks among households in Zapotec communities.

  • Ranking the Greatest Cyclists of All Time
The Outer Line The External Perspective On Pro Cycling Rankinghttps://www.theouterline.com The Greatest Cyclists Of All Time Who are the greatest male cyclists of all time? That would make a good trivia question at the cycling club’s annual dinner, and it’s sure to provide fodder for unending debate. Think about it: How many of us in America know enough cycling history to even come up with five good names? Sure, you could list the men who have won five Tours de France: Anquetil, Merckx, Hinault, and Induráin. (I’m omitting Armstrong, whose seven victories were officially annulled.) But that’s only four names. And Le Tour, of course, is only one race. Most of us don’t know our cycling like we know our baseball. Any baseball fan past infancy knows the names Ruth and Gehrig, Mantle and Mays, Clemens and Bonds. But American cycling fans would be hard- pressed, I think, to remember — let alone spell — the names Joop Zoetemelk and Roger de Vlaeminck. Both of those men, as it turns out, probably belong on any list of all-time greats. Zoetemelk was a Dutch ironman who started and finished the Tour 16 times (and won it once). De Vlaeminck was a Belgian steam engine who won the brutal Paris-Roubaix four times, the marathon Milano-Sanremo three times, and Tirreno-Adriatico, the Race of the Two Seas, six times. I know all of this thanks to CyclingRanking.com, a well-researched and well-documented site that attempts to list, in order, the greatest professional men’s cyclists of all time. The site is a labor of love by a Dutch family that started out as a kitchen-table exercise in the 1970s, and it will humble even the most studious cycling fans.

Questions about a Champion "If a misdeed arises in the search for truth, it is better to exhume it rather than conceal the truth." Saint Jerome. "When I wake up in the morning, I can look in the mirror and say: yes, I'm clean. It's up to you to prove that I am guilty." Lance Armstrong, Liberation, July 24,2001. "To deal with it, the teams must be clear on ethics. Someone crosses the line? He doesn't have the right to a second chance!" Lance Armstrong, L'Equipe, April 28, 2004. Between the World Road Champion encountered in a Norwegian night club, who sipped a beer, talked candidly, laughed easily and never let the conversation falter, and the cyclist with a stem, closed face, who fended off the July crowd, protected by a bodyguard or behind the smoked glass of the team bus, ten years had passed. July 1993. In the garden of an old-fashioned hotel near Grenoble, I interviewed Armstrong for three hours. It was the first professional season for this easygoing, slightly cowboyish, and very ambitious Texan. I left with a twenty-five-page interview, the chapter of a future book11 was writing about the Tour de France. I also took with me a real admiration for this young man, whom I thought had a promising future in cycling. Eight years later, in the spring of 2001, another interview. But the Tour of 1998 had changed things. Scandals and revelations were running rampant in cycling. Would my admiration stand the test? In August 1993, it was a happy, carefree, eloquent Armstrong, whom Pierre Ballester, met the evening after he won the World Championship in Oslo.

  • Le Tour De France
1 Local Culture Report: Le Tour de France Guillaume Lemaˆıtre Heriot-Watt University, Universitat de Girona, Universite´ de Bourgogne [email protected] I. INTRODUCTION The Tour de France is ”Grand Tour” equivalent of the Vuelta Espana or the Giro di Italia. However, the Tour de France is the most popular race in the world without hesitation. In the mind of racers, it is more important to win a Tour de France than a world championship. Win Tour de France shows polyvalent qualities of the winner. II. HISTORY A. Creation of the Tour de France The foundations of the Tour de France takes place on a national French scandal. At the end of the year 1984, Alfred Dreyfus who was captain in the French army at this time and by the way was Jew, was convicted to have given secret information to Germans. After several years and several justice judgements, it was proved that Alfred Dreyfus was not the author of the supposed high teason. However, France was separated in two parts: the dreyfusards and the antidreyfusards. The second important fact was that at this time, it was existing only one sport newspaper named ”Le Velo”. Pierre Giffard, the editor-in-chief, was politically committed and was writing in his sheet to denfend Dreyfus. However, his newspaper was financed through the advertisement by car industrials who were antidreyfusard. The Comte de Dion, who was the representative of car industrials, chose Henry Desgrange in order to create a rival newspaper named ”L’Auto-Velo”. A feature of this sheet is that it was published on a yellow paper which will be the colour of the leader jersey of the Tour de France.
