Minutes of the previous meeting (Pages 7 - 12) To approve the minutes of the meeting held on 16 December 2019 as an accurate record. 3. Disclosure of Interests In accordance with the Council’s Code of Conduct and the statutory provisions of the Localism Act, Members and co-opted Members of the Council are reminded that it is a requirement to register disclosable pecuniary interests (DPIs) and gifts and hospitality to the value of which exceeds £50 or multiple gifts and/or instances of hospitality with a cumulative value of £50 or more when received from a single donor within a rolling twelve month period. In addition, Members and co-opted Members are reminded that unless their disclosable pecuniary interest is registered on the register of interests or is the subject of a pending notification to the Monitoring Officer, they are required to disclose those disclosable pecuniary interests at the meeting. This should be done by completing the Disclosure of Interest form and handing it to the Democratic Services representative at the start of the meeting. The Chair will then invite Members to make their disclosure orally at the commencement of Agenda item 3. Completed disclosure forms will be provided to the Monitoring Officer for inclusion on the Register of Members’ Interests. 4. The Leader of the Council signed the minutes as an accurate record. 112/19 Disclosure of Interests There were none. 113/19 Urgent Business (If any) There were no items of urgent business. 114/19 Place Regeneration The Cabinet Member for Environment, Transport & Regeneration (voting – Job Share) introduced the report stating that the intention of Place Plans was to work with local communities to support good growth in the area. Pilots had taken place in South Norwood, Kenley and Selsdon which had seen local communities work to develop and mould their areas. In response to questions, Members were informed that Place Plans had facilitated areas being awarded large grants for projects as the groups were able to evidence community engagement. Additionally, the Cabinet Member noted that Place Plans could help areas to access CIL Page 7 (Community Infrastructure Levy) and Section 106 funding for projects to develop the areas. Whilst it was the desire that Place Plans were developed in each of the 16 areas of the borough, it was recognised that each Plan would be unique and it was the intention that the council would support all areas to develop their Plans. The Cabinet Member for Economy & Jobs noted that the reports aligned with the Economic Strategy which had been agreed by Cabinet in November 2019 as it would support developing areas and bringing more jobs and opportunities to areas. Cabinet Members stated that it was their ambition to work together in a holistic manner to create a more inclusive Croydon. The Leader of the Council delegated authority to the Cabinet to make the following decisions: RESOLVED: To 1. Endorse the Council’s approach to place regeneration; 2. Delegate to the Cabinet Member for Environment, Transport and Regeneration (Job Share) approvals of the Place Profiles before publication; and 3. Delegate the approval of the emerging Place Plans to the Cabinet Member for Environment, Transport and Regeneration (Job Share) in consultation with the local elected members and key stakeholders for each ‘place’. 115/19 Pan-London Dockless Vehicle Hire Byelaw The Cabinet Member for Environment, Transport & Regeneration (non- voting – Job Share) informed Members that dockless bikes had been introduced in parts of London from 2017, however there had been no means to regulate their use. Some boroughs had experienced issues with the bikes, including them being dumped, and to facilitate regulation across the capital it was proposed that a byelaw be introduced. The London Council’s Transport & Environment Committee was to be delegated

    CHASE Residents’ Association Via: www.chaseresidents.org.uk CHASE Residents’ Association submission to the Local Government Boundary Commission for England’s consultation on proposed changes to ward boundaries within the London Borough of Croydon We wish to draw the Commission’s attention to difficulties that would be posed by putting into practice draft recommendations for changes to ward boundaries within the Addiscombe area of Croydon Central. We propose an alternative re-drawing of boundaries, a position we believe is in keeping with the views of a number of neighbouring residents’ associations and individuals. Established communities The notional boundaries of the “community” of Addiscombe are distinct from the present electoral ward of Addiscombe in that the community includes a sizeable part of the present Ashburton Ward. Addiscombe Road forms the southern boundary, in both electoral and community terms, for both wards. Residents of Fairfield Ward to the south do not identify with the community of Addiscombe. Within the current electoral wards of Addiscombe and Ashburton there is a more distinct community-based division between: • The western end, where residents living near East Croydon Station gravitate towards shops, schools, churches and facilities in the area between Cherry Orchard Road and Clyde Road. • The eastern side, where the Lower Addiscombe Road is the main district centre serving a community extending from east of Ashburton Park to Elgin Road to the west. Difficulties presented by the proposed boundaries Creating the proposed new wards of Addiscombe West & Park Hill and Addiscombe East by imposing an arbitrary border between Addiscombe/Ashburton and extending these wards south of Addiscombe Road would include areas with no natural affinity with Addiscombe.

I outline below my close knowledge of the 2 wards and my objections to the merger proposals. When my wife and I first moved to Croydon some 45 years ago we lived in Canning Road (Addiscombe) and the last 35+ years in Chepstow Road, Saville Gardens and the Fairfield ward. Our children went to local primary schools and both my wife and I have participated in local charitable, social and political groups in support of actions in the Fairfield ward. From our earliest involvement in Croydon, the 2 wards ( Addiscombe and Fairfield ) have had separate needs, acted differently and approached local planning and local government proposals and actions from completely different perspectives. As the rationale for having local leaders is to precisely and fairy represent the views of their residents and their needs, merging of the 2 current wards would represent the denial of two very different sets of residents views and needs an imposition of centralised bureaucratic thinking in local government measures.

Having already completed his theory for his 1st Dan he can now wear his belt (subject to confirmation by the Dan grade registrar). 1st Dan for Nathaniel Farmer (Sovereign) won at the Budokwai at his first attempt, winning all his contests including a lineup. He also completed his theory on the day. Peter Vincent (Westcroft) added his BJA Dan Grade to his BJC Dan Grade following the National Grading at High Wycombe on Saturday 10th April 2010. This is a great achievement holding two Dan grades at 15 years of age. Peter passed his Dan Grade in a line up beating the final opponent in the last 15 seconds with a yoko tomonoeage ippon throw. Peter won his fights with three ippon throws, one hold down and an armlock.

    EXPLANATORY MEMORANDUM TO THE LONDON BOROUGH OF CROYDON (ELECTORAL CHANGES) ORDER 2017 2017 No. 1125 1. Introduction 1.1 This explanatory memorandum has been prepared by the Local Government Boundary Commission for England and is laid before Parliament by Command of Her Majesty. 2. Purpose of the instrument 2.1 The Order provides for new borough wards and numbers of councillors for the London Borough of Croydon at the borough elections in 2018 and thereafter. 3. Matters of special interest to Parliament Matters of special interest to the Joint Committee on Statutory Instruments 3.1 None. Other matters of interest to the House of Commons 3.2 As this instrument is subject to the negative procedure and has not been prayed against, consideration as to whether there are other matters of interest to the House of Commons does not arise at this stage. 4.
