McCaul of Texas. The Committee Membership, was set at 30 Members; with 18 Republicans, and 12 Democrats. The Committee established six Subcommittees: The Sub- committee on Counterterrorism and Intelligence; the Subcommittee on Border and Maritime Security; the Subcommittee on Cybersecu- rity, Infrastructure Protection and Security Technologies; the Sub- committee on Oversight and Management Efficiency; the Sub- committee on Transportation Security; and the Subcommittee on Emergency Preparedness, Response, and Communications. Res. 5, the Rules of the House of Rep- resentatives for the 114th Congress, agreed to on January 3, 2015. The jurisdiction of the Committee is as follows: HOUSE RULE X ORGANIZATION OF COMMITTEES Committees and their legislative jurisdictions 1. There shall be in the House the following standing committees, each of which shall have the jurisdiction and related functions assigned by this clause and clauses 2, 3, and 4. All bills, resolutions, and other matters relating to subjects within the jurisdiction of the standing committees listed in this clause shall be referred to those committees, in accordance with clause 2 of rule XII, as follows: (I) Committee on Homeland Security (1) Overall homeland security policy. (2) Organization, administration, and general management of the Department of Homeland Security. (3) Functions of the Department of Homeland Security relating to the following: (A) Border and port security (except immigration policy and non-border en- forcement). (B) Customs (except customs revenue). (C) Integration, analysis, and dissemination of homeland security information.
