Question for written answer E-002283/2021 to the Commission Rule 138 Thomas Waitz (Verts/ALE), Monika Vana (Verts/ALE), Jutta Paulus (Verts/ALE), Viola Von Cramon-Taubadel (Verts/ALE), Sarah Wiener (Verts/ALE), Michèle Rivasi (Verts/ALE) Subject: Earthquake risk in connection with the Paks II nuclear plant According to the information available1, a significant discrepancy has emerged from the location approval process for the Paks II nuclear plant between the results obtained by baseline studies on the earthquake risk of the site and the official application submitted by the MVM II company for site approval by the Hungarian nuclear supervisory authority. This is because findings from the basic paleoseismic data collected were omitted from the application which suggest that the active Dunaszentgyörgy-Harta (DH) fault runs beneath the Paks site, and this has been corroborated by a new study2. The current recommendations of the IAEA and Hungarian Government Regulation 118/2011. (VII. 11.) state that no nuclear plant may be constructed on a fault designated as active. 1. Does the Commission share the view that the DH fault is active? 2. What is the Commission’s assessment of the omission of paleoseismic findings on the DH fault from the baseline studies in the application submitted by the MVM II company, and will the Commission arrange for an independent evaluation of the Hungarian location approval process to take place? 3. Will the Commission take action to ensure that the path of the DH fault under the planned construction site is verified in a transparent manner when the excavation pit for Paks II is dug out? In Romania, deforestation caused by illegal logging is continuing on an alarming scale. It threatens the last and irreplaceable primary forests in the EU, which are more crucial than ever in the fight against climate change and for the preservation of biodiversity. According to expert estimates, up to two thirds of the EU’s remaining primary forests are located in Romania. Largely untouched areas in the Romanian Carpathian Mountains and the Făgăraș Mountains have survived until today – a European if not global heritage of invaluable ecological value. Some of these forests are also included in the List of World Heritage Sites UNESCO.1 Now, ruthless greed and large-scale corruption are seriously endangering these European natural treasures and the time for protective measures is running out. If no immediate action is taken, the still existing forests will soon be lost forever. Since the launch of the European Commission’s infringement procedure against Romania on 12 February 2020 for failing to establish effective measures against illegal logging2, thousands more hectares were destroyed.

Dear Colleagues, Dear Friends Since I Launched My
Dear colleagues, Dear friends Since I launched my candidacy for the co-spokesperson of the European Greens for the period of November 2019 to spring 2022, this document shall provide some background information on me as a person, the way I view Green European politics, and what I believe could be the next steps in developing the role of EGP within the “orchestra” of European green parties. First some history: Thomas Waitz, born in 1973 in Vienna as child of a rail worker and a farmers daughter, three children age 19 to 25, organic farmer since 1994, beekeeping and forestry as the main work fields, been with the Austrian Greens since 1999, I have served on all political levels, locally, in the region of Styria, as a farmers parliamentarian in the chamber of farmers, in regional and national boards, seven years as treasurer in a green foundation, as an Austrian EGP -delegate since the founding of the EGP in 2004 (with a break of approximately three years), since 2017 as committee member, end of 2017 to 2019 as a member of the European parliament. If Brexit happens, I will return to the EP as the 19th Austrian MEP. The last European elections showed that - if we do our job right - our voters potential rose towards 20%. This is true for the member states of the EU where the green parties have an established traditional basis, where we have been active and present in parliaments and sometimes in governments. Some may say, we have arrived at the center of the political spectrum.

In the face of the coronavirus crisis, the biggest challenge Europe has faced in peacetime, with devastating consequences and a shock to the economy tougher than the 2008 crisis, Ministers from 11 countries, 79 cross-party MEPs from 17 Member States, 37 CEOs, 28 business associations representing 10 different sectors, trade union confederation representing members from 90 national trade union organisations and 10 trade union federations, 7 NGOs and 6 think tanks, have committed to working together to create, support and implement solutions to prepare our economies for the world of tomorrow. This first pan-European call for mobilisation on post-crisis green investment packages will work to build the recovery and transformation plans which enshrine the fight against climate change and biodiversity as a key pillar of the economic strategy. Sharing the belief that the economic recovery will only come with massive investments to protect and create jobs and to support all companies, regions and sectors that have suffered from the economy coming to a sudden halt, the alliance commits to contribute to the post-crisis investment decisions needed to reboot and reboost our economy. Covid-19 will not make climate change and nature degradation go away. The fight against this crisis will not be won without a solid economic response.

We welcome the commitment and energy you are putting into the implementation of the Green Deal. In order to achieve a carbon-neutral European Union until 2050 with a clean, resource efficient and competitive economy, you are focusing on fair and inclusive transitions for everyone. One of the main European Treaties, the EURATOM-Treaty, diametrically opposes your efforts. On 25 March 1957, the treaty for establishing the European Atomic Energy Community (EURATOM) was signed in Rome - at the same time as the treaty establishing the European Economic Community (EEC). The "Roman Treaties" are the foundation of today's European Union. While the EEC-Treaty has been reformed several times (EEC - EC - TFEU-Treaty), the EURATOM-Treaty has remained unchanged since 1957. Its main aim is the development of a powerful European nuclear industry. Nuclear energy "represents an essential resource for the development and invigoration of industry and will permit the advancement of the cause of peace" - up to this day. This also applies to 14 member states that have never operated nuclear power plants or that have decided to phase out nuclear energy as well as to those that reject the technology constitutionally.
