The report suggests that a Tees Valley Industrial Strategy should be centred on creating and sustaining more and better-quality local jobs stimulated by the distinct locational assets of Tees Valley and to realise its potential as a major international and national industrial hub for a just transition to the low carbon economy. The report also suggests that a Tees Valley Industrial Strategy should seek to build an economy that works for all people, especially those living in communities facing the acute consequences and implications of de-industrialisation, global financial crisis, recession and austerity. The Government has proposed a new Industrial Strategy based on a framework that identifies a more active role for the state in developing long-term, sustainable and inclusive growth in the UK’s nations, regions and localities. International evidence suggests that all governments should embrace more thoughtful, longer-term, evidenced- based strategic thinking about how public bodies, at all geographical levels, could work towards achieving desired outcomes, including improved productivity, higher levels of economic growth, and reduced social and spatial disparities. Building a strong geographical or place-based dimension into the new UK Industrial Strategy is essential in order to spread prosperity more evenly across the country. A more spatially-sensitive approach to industrial policy and strategy requires decentralised forms of industrial strategy, such as a Tees Valley Industrial Strategy. An analysis of the Tees Valley economy reveals that Tees Valley’s labour market shows many of the continued impacts of de-industrialisation, including high joblessness in a low-skill and ageing workforce. Tees Valley’s high CO2 emissions per capita (at over three times the national average) presents economic and environmental challenges, but also presents a real opportunity for Tees Valley to play a leading role in supporting the UK’s just transition towards a low carbon economy. 2 The report sets out an analytical framework to identify the strategic dimensions, tools and actors that are expected to provide the foundations of a decentralised industrial strategy for Tees Valley. We argue that the overriding aim of creating more and better jobs in Tees Valley should see the Industrial Strategy focus on improving industrial competitiveness and building and maintaining inclusive growth. A series of tools (e.g. Carbon Capture and Storage, skills, inward investment, infrastructure, funding, etc.) are proposed, and there is a pivotal role for actors, such as local authorities, the Tees Valley Mayor, Combined Authority and trade unions. This is not to downplay or diminish the role and value of other tools and actors, but instead it recognises that the TUC and unions (nationally and regionally) will need to be smart in how they allocate their resources and capacity to influence the Tees Valley Industrial Strategy, especially as trade unions have, to date, been at the margins of the new and emergent devolved governance arrangements in Tees Valley. We propose 22 recommendations, underpinned by the findings, evidence and the analytical framework set out in this report, on how the over-arching aims and objectives of the Tees Valley Industrial Strategy could be realised. The recommendations, in part, support some of the policy priorities being pursued by the Tees Valley Mayor and Combined Authority, and are directed towards Government, Tees Valley’s devolved governance institutions, local authorities and the TUC itself (nationally and regionally). Included in the recommendations are proposals for: - The Government to give its formal support for the business case prepared by Teesside Collective setting out the rationale for Tees Valley to play a leading role in UK CCS technology and industry. - The Government to support the H21 project to feed hydrogen into the national gas grid, as part of a strategy to develop the hydrogen economy. - The Government to encourage more investment in ‘waste from energy’ jobs and industry. - The Metro Mayor and Combined Authority to explore the opportunity to develop a Tees Valley Wealth Fund to manage physical assets and generate new revenues and capital to reinvest in the Tees Valley economy. - The Government to fully devolve the Adult Education Budget to Tees Valley from the start of academic year 2018. 3 - The Government and Metro Mayor Combined Authority to develop an integrated and locally-led careers support mechanism in Tees Valley covering all age groups. 1. Introduction 1.1 This is the final report of a project undertaken by the Centre for Urban and Regional Development Studies (CURDS), Newcastle University, on behalf of the TUC, which has examined the case for developing a new ‘Regional Industrial Strategy for Tees Valley’. The study is one of three pieces of research commissioned by the TUC; the other two projects are focused on the Liverpool City Region and East Anglia. In May 2017, Tees Valley was one of six city- regions in England to elect new ‘Metro Mayors’ to lead Combined Authorities, and each place has negotiated a series of devolved powers and resources from Government. 1.2 This study has been conducted against the background of the Government publishing a framework for a new UK Industrial Strategy, which advocates more specific and targeted public and private sector interventions to support industrial and economic development at national, regional and local levels. An Industrial Strategy Green Paper was published in January1 and a White Paper is expected to be published around the time of the Budget later this year. One of the fundamental questions facing the Industrial Strategy is the extent to which a national strategy can be ‘place-based’ and is able to reflect diverse regional and local economies, and the new spatial realities of devolved governance arrangements in England. Pillar ten of the Industrial Strategy Green Paper outlines some of the institutional arrangements that the Government believes are needed to bring sectors and places together under the umbrella of the UK Industrial Strategy. We have made the following interventions to support businesses and residents manage the immediate impacts, in addition to those previously reported. • Obtaining Cabinet approval to implement a town centre free parking scheme covering all five local authority areas in the Tees Valley, the scheme will encourage people to support local shops, cafés and businesses, as restrictions allow. • Securing £75,000 of funding to support transport demand management ahead of an anticipated “return to the workplace” in coming months. • Securing a further £631,012 of funding to support home to school and college transport in the January/February half-term, bringing the total amount received by to almost £1.75m.

As part of the deal there was a requirement for a directly elected mayor. 4. On 1 April 2016 the new Tees Valley Combined Authority came into being. In July 2016 the Order establishing that elections for a mayor for the Tees Valley Combined Authority will take place on 4 May 2017, was laid before Parliament. In September 2016 the first tranche of funding of £15m was transferred to the Combined Authority as a flexible revenue grant directed to the Tees Valley’s priorities. 5. A key priority and responsibility of the Corporation is to secure the comprehensive regeneration of the land within its area ("the Area"). Fundamental to achieving this objective is acquiring the necessary land interests within the Area. 2. As the Board is aware, the Corporation has already entered into discussions with landowners with a view to acquiring their land interests by private negotiation. However, mindful that such negotiations may take some time and may ultimately be unsuccessful, in February 2018 the Corporation made an in-principle resolution to make a compulsory purchase order ("CPO") to acquire any land interests compulsorily should it become necessary. 3. Since February, discussions with landowners have continued in tandem with preparation of the CPO. However, whilst discussions with some landowners are progressing well, it has not yet been possible to acquire the necessary land interests by agreement. Market interest in bringing forward development across the Area is high but the Corporation is concerned that delays in securing land assembly could lead to developers looking elsewhere for land which is more readily available. 4. This paper accordingly seeks authority for the Corporation to proceed to make the CPO and to refer the CPO to Tees Valley Combined Authority ("TVCA") for consent to submit the CPO, once made, to the Secretary of State for confirmation. Chair’s Executive Summary Women and minorities have historically been under-represented in public life. Whilst devolution deals offer a new way forward for public services, they have so far done nothing to make public bodies more representative of the communities they serve. In June of 2018 the Cabinet of the Tees Valley Combined Authority requested that the Overview and Scrutiny Committee carry out an in-depth scrutiny study into the diversity of its membership, struck by how appointments to its statutory and non-statutory committees were extraordinarily male-dominated and undeniably unrepresentative of our region’s population. Over the past year a working group of three councillors, supported by two officers, has taken evidence from the Mayor of the Tees Valley, the Leaders and Mayor of its constituent authorities, the Chair of the Local Enterprise Partnership, the Chief Executives and Managing Director of its constituent authorities, a survey of 78 local councillors and 7 individual members of the Local Enterprise Partnership and the Regional Secretary of the Trades Union Congress. The working group has also examined relevant academic research and studied best practice from other Combined and Local Authorities.     Teesworks Heritage Taskforce Recommendations to the Tees Valley Mayor, Ben Houchen January 2021 1. Background The Teesworks Heritage Taskforce was established by Mayor Houchen in September 2020 to capture and celebrate the unique history of the former Redcar steelworks. The role of the Taskforce is to consult and explore ways to capture, record and recognise the cultural, economic and industrial heritage of the Teesworks site in Redcar which has been part of Teesside’s long and rich iron and steelmaking heritage. In addition to this, the Taskforce was asked to consider and make recommendations to Mayor Houchen as to how this heritage can make a meaningful contribution to the delivery of jobs and sustainable economic growth in the Tees Valley. The Taskforce is co-chaired by Redcar MP Jacob Young and Kate Willard OBE, who has a wealth of experience in heritage and arts. It is comprised of experts, including Tees steel industry veteran John Baker, Teesside steel historian Dr Tosh Warwick and a representative of Redcar and Cleveland Borough Council. The Taskforce oversaw two main phases of consultation, both of which were broad based and encompassed representatives from the public, private and not-for-profit sectors along with local residents and stakeholders. The first phase consisted of an online form on the Teesworks website open to all members of the public to submit comments from 15 August 2020 to 10 November 2020, which was widely shared online. A second phase ran from 26 November 2020 to 9 December 2020 and was conducted by the Taskforce identifying a range of key stakeholders, a minority of whom were respondents to the first consultation as well, asking them to complete a detailed survey through the Survey Monkey platform.

The transport objectives were set within the local, sub-regional, regional and national context and the delivery programme and targets were agreed within the indicative budgets set by the Department for Transport. In line with guidance issued by the Department for Transport, this Delivery Report provides: • an update on progress to date, including performance against targets; • a brief review of the strategy, objectives and approach in the current context of local, regional and national context, to ensure that the direction of travel is still right for Darlington; and • a risk assessment of the programme and targets over the remaining 3 years of the plan.
