19. Private Member’s Resolution — Withdrawn

Further Discussion on the following Resolution moved by Shri S. S. Ahluwalia on the 1st December, 2000, continued:—

"Having regard to the fact that-

(a) three new states namely Jharkhand, Chattisgarh and Uttaranchal have recently been carved out of states of Bihar, Madhya Pradesh and Uttar Pradesh respectively; (b) State Governments too have since been installed in all these three states thereby completing the process of formation of three new States of the Indian Union;

(c) these new States have the potential of being developed as model states incorporating the benefits obtainable in modern days resulting from the advancement of science and technology, particularly in the matter of governance of the states in a transparent manner;

(d) despite having become a reality, these States presently lack the infrastructure of various kinds namely, full fledged capitals with proper locations of Ministries, State Legislatures and Secretariats, High Courts and subordinate Courts and other social and administrative requisites of States;

(e) substantial plan funds are to be provided towards creation of necessary infrastructure in these three new States which have to be provided by Central Government alone; and

(f) also the three respective residual States having become poorer due to their losing major share of revenue income, natural resources, infrastructure assets, shall be needed to provided special support with financial package in order to save their economy from collapsing;

this House urges upon Government to –

(i) prepare overall development plans for the new states of Jharkhand, Uttaranchal and Chhattisgarh, with a view to developing them as model states of India in all respects dedicating it to e-governance, in particular, and provide adequate funds for the new States on priority;

(ii) encourage the new States to develop the basic infrastructure on top priority;

(iii) provide suitable financial packages to the States of Bihar, Uttar Pradesh and Madhya Pradesh in order to compensate them for the loss of revenue resulting from reorganisation of their states and enabling them to re-build their infrastructure and economy.
