Consultees An electronic copy (where possible) of the draft scheme document, proposed fee structure and a covering letter will be sent to key stakeholders and organisations including neighbouring Highway Authorities, Utilities, Road User representative groups, current IT suppliers and non-government organisations. Each organisation may have a number of Consultees within it and where known, those individuals will be contacted directly. Highway contacts within West Sussex County Council will receive the consultation documents along with the Directors or relevant functions within the authority. The National Rail Enquiries (NRE) website appears to have coped well with very high volumes 2. The online real time journey planner on the NRE website did not show correct information for some train operating companies (TOCs) 3. The online journey planners on TOC and third-party websites did not generally reflect the contingency timetables in operation 4. Tickets continued to be available for sale online for many trains that would not run 5. Station displays appear to have reflected formal contingency timetables, except for Southeastern 6. Station displays and online Live Departure Boards did not always keep pace with events 7. The NRE call centres appear to have provided good information, but queuing times of 11 or 12 minutes were common. 1 The National Rail Enquiries appears to have coped well with very high volumes We saw no evidence that the NRE website crashed or was slower than usual, despite a large spike in volume (Chris Scoggins reported that the volume on 2 December was twice the previous record peak on 7 January 2010). 2 The online real time journey planner on the NRE website did not show correct information for some train operating companies NRE had to advise passengers not to use the journey planner for enquiries about East Coast, Southeastern and South West Trains. To counteract falling beach levels, the Environment Agency and local authorities are increasingly resorting to “topping-up” the beaches with additional sand and shingle. Several terms are currently employed to refer to the artificial provision of extra beach material, but there is disagreement about their precise definition. The consultation – closes on 2 March 2020.This report briefs members on the proposed response. RECOMMENDATIONS: That Planning Policy Sub Committee agrees that:- 1) In response to the Crawley Local Plan Regulation 19 consultation, Crawley Borough Council is urged to clearly set out in updated Statements of Common Ground with neighbouring authorities within its Housing Market Area, how its unmet need is to be resolved before the plan is submitted for examination; and 2) In the absence of progress on the LSS3 update, a Statement of Common Ground is agreed specifically with Arun District Council to clarify that no assistance will be required in order to help with the level of unmet need arising from the Borough. PROPOSAL(S): 1.1 The Crawley Reg 19 Publication Local Plan (CLP) is being consulted on for soundness. The consultation closes on 2 March 2020. The CLP is housing supply ‘constrained’ and consequently only sets out provision as follows:- Plan period 2020-25 2025-30 2030-35 2020-2035 Housing +2,500 +2,250 +605 +5,335 Provision OAN 11,280 Requirement Shortfall -5,945 1.2 The planned housing provision of 11,280 dwellings over 15 years 2020-2035 will mean that there is a residual shortfall of -5,945 dwellings compared to the OAN requirement based on the Governments’ Standard Housing Methodology (SHM).
