The National Rail Enquiries (NRE) website appears to have coped well with very high volumes 2. The online real time journey planner on the NRE website did not show correct information for some train operating companies (TOCs) 3. The online journey planners on TOC and third-party websites did not generally reflect the contingency timetables in operation 4. Tickets continued to be available for sale online for many trains that would not run 5. Station displays appear to have reflected formal contingency timetables, except for Southeastern 6. Station displays and online Live Departure Boards did not always keep pace with events 7. The NRE call centres appear to have provided good information, but queuing times of 11 or 12 minutes were common. 1 The National Rail Enquiries appears to have coped well with very high volumes We saw no evidence that the NRE website crashed or was slower than usual, despite a large spike in volume (Chris Scoggins reported that the volume on 2 December was twice the previous record peak on 7 January 2010). 2 The online real time journey planner on the NRE website did not show correct information for some train operating companies NRE had to advise passengers not to use the journey planner for enquiries about East Coast, Southeastern and South West Trains. Purpose 1.1 To advise the Committee of developments relating to Milton Keynes’ rail services. 2. Summary 2.1 West Coast Main Line Modernisation and Upgrade is now in the active planning stage. It will result in faster and more frequent train services between Milton Keynes Central and London, and between Milton Keynes Central and points north. Bletchley and Wolverton will also have improved services to London. 2.2 Funding for East-West Rail is now being sought from the Shadow Strategic Rail Authority (SSRA) for the western end of the line (Oxford-Bedford). Though the SSRA have permitted a bid only for a 60 m.p.h. single-track railway, excluding the Aylesbury branch and upgrade of the Marston Vale (Bedford-Bletchley) line, other Railtrack investment and possible developer contributions (yet to be investigated) may allow these elements to be included, as well as perhaps a 90 m.p.h. double- track railway. As this part of East-West Rail already exists, no form of planning permission is required; however, Transport and Works Act procedures are to be started to build the missing parts of the eastern end of the line. 2.3 New trains were introduced on the Marston Vale line, Autumn 1999. A study of the passenger accessibility of Marston Vale stations identified various desirable improvements, for which a contribution of £10,000 is required from this Council.

GLOSSARY CTB - Council Tax Benefit. CTR - The Local Council Tax Reduction Scheme which replaced CTB from 01.04.13. Data Matching – An electronic comparison of Council records to those of other Council’s and participating organisations. The aim is to identify and investigate discrepancies and minimise overpayments of benefits. There are two main types of Data Matching: HBDMS - The Housing Benefit Data Matching Service are part of the DWP. Each month they compare Council Benefit records to those of the other Council’s, DWP, Retirement Pension, Royal Mail, and Her Majesty’s Revenue and Customs. HBDMS highlights actual discrepancies. NFI - The National Fraud Initiative is a bi-annual exercise coordinated by the Audit Commission. They compare all Council records both internally and externally to other Councils and participating organisations. Records compared include Payroll, Pensions, Housing Rents, Taxi Licenses, Personal Alcohol Licenses, Student Loans, and Immigration. NFI simply highlights matches rather than actual discrepancies. Further evaluation is required to determine if benefits have been paid correctly or not.
