ABRIDGED CV : FIRST PAGE Mqhele Enock‐Hershal Dlodlo (MIEEE) earned a PhD (1996) from Delft University of Technology, a master's degree in electrical engineering (1989) from Kansas State University, and two bachelor's degrees in electrical engineering (1980), mathematics and independent studies in engineering management (1983), from Geneva College, Beaver Falls, PA, USA. Profile: At University of Cape Town, Rondebosch, South Africa, he is an Associate Professor in telecommunications in the Electrical Engineering Department. His research interests are in wireless communication systems and applications. He is an active member of the Communications Research Group (CRG) in the Telkom Centre of Excellence (CoE) for Broadband Networks and Applications. His CoE projects have attracted substantial funding to the CoE from industry and THRIP since 2007. The research has led to over eighty international refereed publications, six PhD theses and numerous master's dissertations. Internationally, he is a member of the Region 8, South Africa Section, Integrated Circuits and Applications Society, and Communications Society of the IEEE. He is also a member of the Fulbright Alumni Association. Experience: Between May 2008 and August 2011, he successfully led a departmental team working on an Innovation Fund (TIA) Project T70026 on low‐bandwidth video streaming, with a spin‐off company and a patent filed in South Africa, and a number of international refereed publications. Team members: An Emeritus Professor, a PhD candidate and four MSc (Eng) students ‐ two of the masters' students graduated with nearly error‐free dissertations. Spin‐off: an online business linked to a consortium consisting of UCT, CSIR (Meraka in Pretoria) and East Coast Access (Pty) Ltd (a media solutions provider in Durban). The research and development consortium handed the project over to a spin‐off company, Tuluntulu (Pty) Ltd. The project brought R 2 477 410 to the department and commercialisation may bring in some profits in the medium term. Prior to joining UCT, Prof. Dlodlo designed and implemented curricula, taught, consulted, researched, headed departments and a faculty at NUST as well as the Bulawayo Polytechnic over twenty‐one years. Some of this involved national coordination leadership. He was nominated and participated in the 1999 constitutional commission work in Zimbabwe in his capacity as an academic in the professions. In 2003, he became a Fulbright Senior African Scholar at Virginia Tech in America, studying Learning and Information Technology Initiatives for academic leadership in research, learning, and fundraising. Between May 2004 and August 2004, he represented NUST in a series of UNDP/UNDESA‐driven Conflict Resolution and Peace‐Building Workshops in Kampala, Uganda and Legon, Ghana, respectively. Thereafter, he and other NUST ICT colleagues jointly led the national eReadiness Survey of Zimbabwe, geared at formulating the national ICT policy in the framework of the UN Millennium Development Goals. MOTIVATION Based on my record of innovative leadership at executive, middle and shop‐level management in higher education I submit my application for the opportunity, privilege and challenge of leading NUST to new heights as its third substantive vice‐chancellor. You will note that I made significant contributions in tertiary and higher education both nationally and internationally. These include: Coordinating the nationalisation of the Zimbabwean technician and artisan training programmes, as Head of Department, Electrical Craft, at the Bulawayo Polytechnic, Actively participating in the Association for a University in Bulawayo (AUB) lobby, Leading the team designing both the undergraduate and postgraduate Electronic Engineering curricula at NUST first as acting Chairman and subsequently as substantive Chairman, Championing the inauguration and and coordinating fine‐tuning of the industrial attachment programme up to the time served as Dean of FIT at NUST, Contributing to the drafting of the Zimbabwe Evangelical Theological University Charter and strong business model, and Initiating the accredited taught masters’ degree programme in telecommunications at the University of Cape Town as the inaugural Convenor. Serving on the University of Cape Town (UCT) Senate as a member since 2005. The main mandate of a Senator is to uphold the academic standards of UCT through either direct or delegated authority (through various committees and boards). We debate and approve (1) academic policy proposals, (2) the introduction or discontinuation of new programmes by Faculties (through an accreditation process), (3) the appointment of a Vice‐Chancellor, Dean, academic Director, or Head of Department, (4) approve for graduation those final‐year students meeting Senate requirements, and (5) safeguard the academic freedom and institutional integrity of the University. 2. Serving as the Department of Electrical Engineering founder and Programme Convenor for the Master of Engineering with a specialisation in Telecommunications, MEng(Telecom), since 2014. I successfully spearheaded the creation of this programme and steered it through the UCT curriculum accreditation process within the South African Higher Education Qualifications Framework (HEQF). It was the first such programme in the Department to obtain full accreditation and incorporation into the General Operating Budget (GOB) without probation. The rest are still on probation. 3. Serving as the Faculty of Engineering and the Built Environment (EBE) Assistant Dean for Internationalisation, 2011‐2014. My mandate was to define the portfolio, set the parameters of its functions in strengthening the internationalisation activities of the EBE Faculty in line with the vision of turning UCT into a world class research‐led university. The model was well received by the Faculty Board and active researchers throughout the EBE. 4. Participating in the meetings of the EBE Deanery (i.e., the Dean, Deputy Deans and Assistant Deans) and the Executive Committee, 2011‐2014. This management committee consists of the Dean, Deputy Deans and Assistant Deans (with a specialised portfolio). In collaboration with the Research and Innovation Office I carried out some four‐year research on the academic activities of colleagues at institutions of higher education throughout Africa and those on other continents where UCT had collaborative activities.
