Mqhele Enock‐Hershal Dlodlo (MIEEE) earned a PhD (1996) from Delft University of Technology, a master's degree in electrical engineering (1989) from Kansas State University, and two bachelor's degrees in electrical engineering (1980), mathematics and independent studies in engineering management (1983), from Geneva College, Beaver Falls, PA, USA.

Profile: At University of Cape Town, Rondebosch, South Africa, he is an Associate Professor in telecommunications in the Electrical Engineering Department. His research interests are in communication systems and applications.

He is an active member of the Communications Research Group (CRG) in the Telkom Centre of Excellence (CoE) for Broadband Networks and Applications. His CoE projects have attracted substantial funding to the CoE from industry and THRIP since 2007. The research has led to over eighty international refereed publications, six PhD theses and numerous master's dissertations. Internationally, he is a member of the Region 8, South Africa Section, Integrated Circuits and Applications Society, and Communications Society of the IEEE. He is also a member of the Fulbright Alumni Association.

Experience: Between May 2008 and August 2011, he successfully led a departmental team working on an Innovation Fund (TIA) Project T70026 on low‐bandwidth video streaming, with a spin‐off company and a patent filed in South Africa, and a number of international refereed publications. Team members: An Emeritus Professor, a PhD candidate and four MSc (Eng) students ‐ two of the masters' students graduated with nearly error‐free dissertations. Spin‐off: an online business linked to a consortium consisting of UCT, CSIR (Meraka in Pretoria) and East Coast Access (Pty) Ltd (a media solutions provider in Durban). The research and development consortium handed the project over to a spin‐off company, Tuluntulu (Pty) Ltd. The project brought R 2 477 410 to the department and commercialisation may bring in some profits in the medium term.

Prior to joining UCT, Prof. Dlodlo designed and implemented curricula, taught, consulted, researched, headed departments and a faculty at NUST as well as the Bulawayo Polytechnic over twenty‐one years. Some of this involved national coordination leadership.

He was nominated and participated in the 1999 constitutional commission work in Zimbabwe in his capacity as an academic in the professions. In 2003, he became a Fulbright Senior African Scholar at Virginia Tech in America, studying Learning and Information Technology Initiatives for academic leadership in research, learning, and fundraising. Between May 2004 and August 2004, he represented NUST in a series of UNDP/UNDESA‐driven Conflict Resolution and Peace‐Building Workshops in Kampala, Uganda and Legon, Ghana, respectively. Thereafter, he and other NUST ICT colleagues jointly led the national eReadiness Survey of Zimbabwe, geared at formulating the national ICT policy in the framework of the UN Millennium Development Goals.

MOTIVATION Based on my record of innovative leadership at executive, middle and shop‐level management in higher education I submit my application for the opportunity, privilege and challenge of leading NUST to new heights as its third substantive vice‐chancellor. You will note that I made significant contributions in tertiary and higher education both nationally and internationally.

 Coordinating the nationalisation of the Zimbabwean technician and artisan training programmes, as Head of Department, Electrical Craft, at the Bulawayo Polytechnic,  Actively participating in the Association for a University in Bulawayo (AUB) lobby,  Leading the team designing both the undergraduate and postgraduate Electronic Engineering curricula at NUST first as acting Chairman and subsequently as substantive Chairman,  Championing the inauguration and and coordinating fine‐tuning of the industrial attachment programme up to the time served as Dean of FIT at NUST,  Contributing to the drafting of the Zimbabwe Evangelical Theological University Charter and strong business model, and  Initiating the accredited taught masters’ degree programme in telecommunications at the University of Cape Town as the inaugural Convenor.

ACADEMIC MANAGEMENT, LEADERSHIP AND ADMINISTRATION – UCT

1. Serving on the University of Cape Town (UCT) Senate as a member since 2005. The main mandate of a Senator is to uphold the academic standards of UCT through either direct or delegated authority (through various committees and boards). We debate and approve (1) academic policy proposals, (2) the introduction or discontinuation of new programmes by Faculties (through an accreditation process), (3) the appointment of a Vice‐Chancellor, Dean, academic Director, or Head of Department, (4) approve for graduation those final‐year students meeting Senate requirements, and (5) safeguard the academic freedom and institutional integrity of the University. 2. Serving as the Department of Electrical Engineering founder and Programme Convenor for the Master of Engineering with a specialisation in Telecommunications, MEng(Telecom), since 2014. I successfully spearheaded the creation of this programme and steered it through the UCT curriculum accreditation process within the South African Higher Education Qualifications Framework (HEQF). It was the first such programme in the Department to obtain full accreditation and incorporation into the General Operating Budget (GOB) without probation. The rest are still on probation. 3. Serving as the Faculty of Engineering and the Built Environment (EBE) Assistant Dean for Internationalisation, 2011‐2014. My mandate was to define the portfolio, set the parameters of its functions in strengthening the internationalisation activities of the EBE Faculty in line with the vision of turning UCT into a world class research‐led university. The model was well received by the Faculty Board and active researchers throughout the EBE. 4. Participating in the meetings of the EBE Deanery (i.e., the Dean, Deputy Deans and Assistant Deans) and the Executive Committee, 2011‐2014. This management committee consists of the Dean, Deputy Deans and Assistant Deans (with a specialised portfolio). In collaboration with the Research and Innovation Office I carried out some four‐year research on the academic activities of colleagues at institutions of higher education throughout Africa and those on other continents where UCT had collaborative activities. The research results mainly indicated the dire need for developing the research capacity of engineering academics throughout the African Union. Only thereafter could strong collaborative research projects be considered. 5. Serving as the Dean’s representative on the Internationalisation Management Advisory Group (IMAG) – part of the Assistant Dean’s responsibilities. This meant contributing to

the high‐level decisions that the Deputy Vice‐Chancellor with the Internationalisation portfolio needed to make in consultation with Faculty Deans and academic Directors of Institutes. 6. Serving as the Dean’s representative on University Science Humanities & Engineering Partnerships in Africa (USHEPiA) – part of the Assistant Dean’s responsibilities. This meant facilitating the participation of the EBE academics in capacity building activities among continent‐wide member institutions. 7. Participating in the worldwide activities of IAPO on behalf of the Dean – part of the Assistant Dean’s responsibilities. This meant serving on interviews for Semester Study Abroad opportunities for top UCT students, promoting the participation of the Engineering and the Built Environment(EBE) in sending and hosting students. 8. Electrical Engineering Department Representative to the Faculty Library Committee since 2007 means representing the Department in the committee that guides the acquisition policies and manages the associated budgets. It also means motivating and reporting back to academics and postgraduate students on the state of library holdings in their research fields. 9. Serving on the Faculty of Engineering and the Built Environment Selection Committees, 2005 – 2008, meant enabling the Faculty to decide who can teach and what they may teach within the ambit of academic freedom under the constraints of national employment equity targets. 10. Serving on the EBE Human Resources Committee and its subcommittees, 2006 ‐ 2008. 11. Serving as the Master of Engineering – Telecommunications Programme Convenor, 2008 – 2010 meant seeing to the successful conclusion of the pilot programme. 12. Serving as the Electrical and Computer Engineering Programme Convenor, 2007 – 2008, meant assuming responsibility for maintaining the accreditation of the undergraduate degree programme. 13. Serving as the Electrical Engineering Department’s Final‐Year Project Coordinator, 2006 – 2008, meant coordinating and participating in the supervision of final‐year undergraduate thesis projects. 14. Serving as a Fourth‐year Student Advisor, Department of Electrical Engineering since 2005 means offering career guidance and ensuring that final‐year students meet all graduation and professional registration requirements. 15. Representing the Head of Department in a 2009 EBESCO‐IEEE meeting with librarians and engineering department representatives from all South African universities on a consortium‐based package for full access to the IEEE Digital Library dating back to 1913.

ACADEMIC MANAGEMENT, LEADERSHIP AND ADMINISTRATION – NUST (1992‐2004)

1. Chaired (in an acting capacity) the Electronic Engineering Department in 1992 when the Bachelor of Engineering Honours degree was being developed to replace the Bachelor of Technology degree. Developed much of the Communication Engineering course sequence and content, and taught all the courses. 2. Shaped staff development policy as a faculty representative on the Staff Development Fellowship Committee up to the end of 1993. 3. Livened debate and contributed to academic program development as Departmental Representative in the Senate up to the end of 1993. 4. Chaired the Electronic Engineering Department – Sept. 1997 to Aug. 2000. Developed the Post‐Graduate Research and Teaching Programme in Communication Systems

Served on the Student Affairs Committee as the Senate Representative and Chairperson till August 2000, offering new ideas on creative student leadership. 9. Instigated debate on the Techno park development concept through an internal paper, "Suggestions for the Formulation and Implementation of a Techno Park". The Techno Park was inaugurated in 2002. 10. Instigated debate on sensible rationalisation of courses at NUST through the paper, "Makings of a Graduate", 1998. 11. Contributed to the formulation of a fitting first‐year programme for Part 1 in Electronic Engineering by drafting a contiguous curriculum that ripples through all the 5 years. The format was accepted by the Departmental Board and the Industrial Advisory Committee in 1998. It was implemented in 2003. 12. Set up the inaugural structures and programme for the Centre for Continuing Education and Life‐Long Learning in 2001. The project was a success. 13. Led the Faculty of Industrial Technology on the reorganisation of the First‐Year Undergraduate Programmes for all the departments in the 2001‐2002 academic year. The proposals were implemented in 2003. 14. Served as Dean of the Faculty, May 2002 – December 2003 before proceeding on Sabbatical leave to Virginia Polytechnic and State University (USA) as a Fulbright Senior African Scholar. INDUSTRIAL TRAINING MANAGEMENT, LEADERSHIP AND ADMINISTRATION; COMMUNITY and NATIONAL SERVICE (Up to 2004)

Held elective office as Executive Secretary, Brethren In Christ Church Zimbabwe General Conference, Box 711, Bulawayo. September 1990 to August 1992. Contributions included the introduction and promotion of a scientific approach to the management of the church as a non‐governmental charitable institution. 4. Active member of the Ndebele Language Development Association since 1989 with contributions towards the development of a scientific and mathematical vocabulary. 5. Active member of the Old Students Association of Matopo with the goal of developing the science laboratory facilities to produce quality students for higher and vocational education as well as employment. 6. Member of the Church Committee of the local Congregation of the BIC with a mandate to spearhead the completion of the construction project and equipping the sanctuary up to 1998. 8. Participated in ZIMTEL'98 at the Harare ICC to thrash out the technical problems in the Communications Bill, 1998. The bill aimed at establishing a regulatory authority that will regulate and license telecommunication systems, postal and service providers. 9. Participated in national service as a Constitutional Commissioner from 21 May to 30 November 1999. 10. Drew up the business plan and draft charter for the University of Matopo as consultant to Brethren in Christ Church Old Students Association of Matopo on university models, 1998‐1999. Chaired the Brethren in Christ Church University of Matopo Trust, mid‐1999‐ 2004. Coordinated successful feasibility studies and led in the set‐up of worldwide fundraising structures. This project drew the attention of other evangelical churches. 11.
