The other three volumes contain the Schedules of the tariff con­ cessions negotiated at Geneva. These volumes are available in English or Frenoh from United Nations Sales Agents, $5.00 the set. Since that time the text of the Agreement has been amended. (b) The present operative text of the GATT, containing all amendments to date. is published by the GATT secretariat in Basic Instruments and Selected Documents of the Contracting Parties, Volume I. See page 4 of this list. It contains the Final Act adopted at the Ninth Session, the Protocol amending Part I and Articles XXIX and XXX, the Protocol amending the Preamble and Parts II and III, the Protocol of Organizational Amendments, and the Agreement on the Organization for Trade Cooperation. English and French versions are combined in one volume, obtainable only from the secretariat. Price 4 Sw. frs. (or oquivalent). Volume I, entitled Text of the Agreement and Other Instruments and Procedures, contains the present operative text of the General Agreement, the Annecy and Torquay Protocols, the Protocol of Provisional Application, and the Final Acts of Geneva and Torquay. It also contains the Rules of Procedure for Sessions of the Contracting Parties (including procedures for inter- sessional meetings), Procedures for Tariff Negotiations, and lists of all the Protocols and the signatories thereto. Volume I (revised) contains the text of the jigreement as it will be after the amendments drawn up at the Ninth Session enter into force, together with the Agreement on the Organization for Trade Cooperation. Volume II contains selected Decisions, Declarations, Resolutions, Rulings and Reports of the Contracting Parties, as well as Reports of Working Parties. Three Supplements to the Basic Instruments have been published. The First Supplement, published in March 1953# «ontains important Decisions, Resolutions, Recommendations and Working Party Reports which were adopted by the Contracting Parties between May and October 1952. The Second Supplement. published in January 1954; contains similar material for the period November 1952 to December 1953. CONSOLIDATED SCHEDULES The Schedules to the GATT record the bound rates of customs duties resulting from the concessions negotiated by the governments which are con» tracting parties to the GATT, at the Geneva (1947), Annecy (194-9) and Torquay (1950-51) tariff conferences. The three sets of schedules resulting from these conferences, which are annexed to the Agreement and to the Annecy and Torquay Protocols, respectively, together with the rectifications and modifica­ tions which have been made effective through various protocols, up to and including those agreed at the Sixth Session, have been consolidated in a single text, the Consolidated Schedules of Tariff Concessions, which was published by the Contracting Parties in January 1952. So far, four Protocols of Rectifications and Modifications have been drawn up. In June 1955 a Protocol of Terms of .accession of Japan to the GATT was drawn up. This, together with Annexes setting out the tariff concessions of contracting parties and Japan, respectively, is available only from the GATT secretariat. English or French. Price fw. The United Kingdom informed the secretariat on 1 June 1961 (GATT/AIR/238 (SECRET)) that they wished to "modify the binding on item 08.01 (B) in the United Kingdom tariff, fresh bananas, and subsequently to invoke in respect of this item the Decision of the CONTRACTING PARTIES of 5 March 1955 (BISD, 3rd Supp., page 21), and the Decision of 24 October 1953 (BISD, 2nd Supp., page 20), as amended on 5 March 1955 (BISD, 3rd Supp., page 25)". 2. The Government of Brazil asked to be consulted with regard to the invocation of the Decisions referred to in paragraph 1. The Government of the United Kingdom agreed to this request. 3. At the request of the Government of the United Kingdom the item was put on the agenda of the nineteenth session of the CONTRACTING PARTIES. As the United Kingdom had not yet at that time completed the renegotiations under Article XXVIII with Brazil and as the date of the next meeting of the CONTRACTING PARTIES was not definitely known, the United Kingdom delegation requested that authority be delegated to the Council to take a decision on the application of the Decisions mentioned above when the renegotiations between Brazil and the United Kingdom had been completed (L/1674). 4. The CONTRACTING PARTIES agreed on 9 December 1961, in accordance with paragraph 4 of the Procedure relating to paragraph 3(1) of the Decision of 5 March 1955, to authorize the Council to deal with the question as suggested by the United Kingdom delegation (SR.19/12, page 203).

    23 February 1955 SWEDISH ANTI-DUMPING DUTIES Report adopted on 26 February L/328 - 3S/81 INTRODUCTION 1. The Panel on Complaints examined with the representatives of Italy and Sweden the complaint of the Italian Government that the Swedish anti-dumping regulations were not consistent with the obligations of Sweden under the General Agreement and that the administration of these regulations impaired the benefits which should accrue to Italy under that Agreement1. The Panel heard statements from the two parties and obtained from them additional information to clarify a number of points. On the basis of that documentation, the Panel considered if and to what extent the Swedish Royal Decree of 15 October 1954 regarding the levying of anti-dumping duties with respect to the importation of ladies stockings of nylon or similar synthetic fibres was consistent with the provisions of the General Agreement. It considered further whether and to what extent the administration of that decree had actually impaired the benefits accruing directly or indirectly to the Government of Italy under General Agreement. Finally, the panel agreed on the text of a recommendation which, in its opinion, would best assist the Italian and Swedish Governments in arriving at a satisfactory adjustment of the question submitted by Italy to the CONTRACTING PARTIES. FACTS OF THE CASE 2. On 29 May 1954, the Swedish Government introduced anti-dumping duties on the importation of nylon stockings. In accordance with this Decree, an anti-dumping duty was levied whenever the invoice price was lower than the relevant minimum price fixed by the Swedish Government, the importer being entitled to obtain a refund of that duty if the case of dumping was not established.
