1. PURPOSE AND SUMMARY OF REPORT

1.1 To identify proposed names for the development sites(s) detailed below and for Committee to select the names(s) to be assigned.

2. RECOMMENDED ACTION

2.1 The Committee select a minimum of 10 street names for use within the development at Kennet Island.

2.2 The Committee select a minimum of 10 street names for use within the development at Dee Park.

2.3 In the event that none of the proposed names are considered suitable Committee to select names from the Street Names Proposals list at Appendix 3, as previously approved by Committee.

3. BACKGROUND

3.1 Addressing of new build properties is often perceived as one of the finishing actions but for a number of reasons it is preferable to assign new addresses to plots as soon as possible. 3.2 Part of the existing Street Naming and Numbering process involves the creation of the “Plot to Postal” file which is supplied by the Council to developers, utilities and emergency services in order to ensure correct transitional of information from plot numbers to official addresses. The document includes the new street name as approved by Committee. 3.3 The developers at both Kennet Island and Dee Park have already been in discussion with us regarding the address information and both are keen to be supplied with the official addresses in the near future as the information is used at an early stage to liaise with utilities.

3.4 The two sites detailed below involve the construction of multiple new roads over phased periods and therefore a theme for the road names is preferred in both cases.

3.5 Kennet Island

3.6 At a previous Committee on 26th May 2010 a proposed list of Isles around the UK was submitted as this extended the existing theme. Committee did not select the theme and requested that officers investigate possible street names with local connections to the , nearby village names or other local linkage. It was found that insufficient village names could be selected so names of locks along the Kennet and Avon canal were offered as an alternative.

3.7 During the standard two weeks consultation with Ward Councillors and the Lead member for Planning and Transport preferences for names were identified by one Councillor, and one additional suggestion was submitted in response. The original consulted names with the Councillors preferences identified and the newly proposed name are offered for selection.

3.8 Dee Park

3.9 The theme for the streets in Dee Park was proposed by the Community Regeneration Action Group (CRAG) as it was felt that a number of existing road names were of Scottish origin. This group consists of residents and workers from Dee Park estate who work together on the Dee Park Regeneration Project.

3.10 During the standard two weeks consultation with Ward Councillors and the Lead member for Planning and Transport no comments were received from Councillors.

4. THE PROPOSAL 4.1 That Committee select names for each of the sites from the suggested names listed below.

4.2 Names approved by Committee will be reserved for each development and will be assigned to new streets in consultation with either the Kennet Island Residents Association or the Community Regeneration Action Group as relevant to each site. Based on the most recent plans we estimate that 10

4.3 As new roads are constructed and the need arises to assign a new name we would not expect to return to Committee for further approval.

4.4 Kennet Island names (A minimum of 10 names required). As the need to assign the approved Committee names to individual streets arise, we intend to do so in consultation with the Kennet Island Residents Association.

4.6 In the event that Committee consider none of the above names to be acceptable, it is suggested that names be selected from the Approved Street Names list in Appendix 2
