Language Development and Language Revitalization in Asia1
Language development and language revitalization in Asia1 Suwilai Premsrirat Institute of Language and Culture for Rural Development, Mahidol University—Salaya (Thailand Dennis Malone SIL International—Asia Abstract Language revitalization and minority language education programs face serious obstacles when the minority language has not yet been developed beyond its traditional oral state. Language development activities, therefore, must precede and contribute to the literacy and mother tongue education components of a language revitalization program. The minority community faces a serious challenge when, for example, no writing system exists for the ethnic language, or when, for whatever reasons, an existing writing system is no longer appropriate for the language. However, practitioners in applied linguistics and minority language education are developing participatory ways of assisting such communities in the process of language development. These include collaborations in designing or revising appropriate writing systems for the languages and for promoting mother tongue literature. This paper presents, in two parts, (I) an overview of language development efforts around the world, emphasizing the interactive aspects of language development and the facilitation of minority language literature development; and (II) a description of the Chong language development and language revitalization project in Thailand. Part I. Language development and language revitalization around the world The world’s linguistic diversity is under siege. That is certain. Whether the numbers are linguist Michael Krauss’s vision of catastrophic loss at 90 percent or some of the more optimistic projections that see “only” half of the world’s language dead or dying by the end of the century, no one is suggesting that the danger is a hoax. -
Contesting Regimes of Variation: Critical Groundwork for Pedagogies of Mobile Experience and Restorative Justice

Train Sonoma State University, California CONTESTING REGIMES OF VARIATION: CRITICAL GROUNDWORK FOR PEDAGOGIES OF MOBILE EXPERIENCE AND RESTORATIVE JUSTICE Abstract: This paper examines from a critical transdisciplinary perspective the concept of variation and its fraught binary association with standard language as part of the conceptual toolbox and vocabulary for language educators and researchers. “Variation” is shown to be imbricated a historically-contingent metadiscursive regime in language study as scientific description and education supporting problematic speaker identities (e.g., “non/native”, “heritage”, “foreign”) around an ideology of reduction through which complex sociolinguistic and sociocultural spaces of diversity and variability have been reduced to the “problem” of governing people and spaces legitimated and embodied in idealized teachers and learners of languages invented as the “zero degree of observation” (Castro-Gómez 2005; Mignolo 2011) in ongoing contexts of Western modernity and coloniality. This paper explores how regimes of variation have been constructed in a “sociolinguistics of distribution” (Blommaert 2010) constituted around the delimitation of borders—linguistic, temporal, social and territorial—rather than a “sociolinguistics of mobility” focused on interrogating and problematizing the validity and relevance of those borders in a world characterized by diverse transcultural and translingual experiences of human flow and migration. This paper reframes “variation” as mobile modes-of-experiencing- the-world in order to expand the critical, historical, and ethical vocabularies and knowledge base of language educators and lay the groundwork for pedagogies of experience that impact human lives in the service of restorative social justice. The author's assumption is that linguistics is "irrelevant to the aims, and inapraicable to the tasks of such teaching," and agrees with linguists such as Rosenbaum that the goal of linguistic science is "to determine inductively the laws governing the behavior of observable data." Developments in linguistics during thepast 100 years can be grouped into three main movements: (1) Neogrammarianism, which introduced rigorous requirements ofan exact science into historLcal linguistics by concentratingon the observation of phonetic phenomena; (2) Structuralism, which forcefully promoted the anthropological view that all human languagesare equal in complexity of structure, and was responsible for the widely accepted view that linguistics is a panacea for all problems inevery type of language-teaching activity; and(3) Transformationalism, which has not yet contributed anything new to an understanding of natural languages but has put linguistics in some theoretical perspective and freed it from the excessive preoccupation of the structuralists with taxonomic procedure. Some time ago, language teachingwas freed from philology; quite recently language teachingwas freed from literary studies; it should now be freed from linguistics. -

Machine translation for language preservation Steven BIRD1,2 David CHIANG3 (1) Department of Computing and Information Systems, University of Melbourne (2) Linguistic Data Consortium, University of Pennsylvania (3) Information Sciences Institute, University of Southern California [email protected], [email protected] ABSTRACT Statistical machine translation has been remarkably successful for the world’s well-resourced languages, and much effort is focussed on creating and exploiting rich resources such as treebanks and wordnets. Machine translation can also support the urgent task of document- ing the world’s endangered languages. The primary object of statistical translation models, bilingual aligned text, closely coincides with interlinear text, the primary artefact collected in documentary linguistics. It ought to be possible to exploit this similarity in order to improve the quantity and quality of documentation for a language. Yet there are many technical and logistical problems to be addressed, starting with the problem that – for most of the languages in question – no texts or lexicons exist. In this position paper, we examine these challenges, and report on a data collection effort involving 15 endangered languages spoken in the highlands of Papua New Guinea. Abstract A major effect of globalization is one that occurs on the self-concept. This is especially the case for young consumers and particularly for millennials. Despite this cohort’s idiosyncrasies, little attention has been paid to the study of their consumer identities, an important aspect of self-concept. The current research addresses this gap by examining the way millennial consumers’ global and national identities help explain two attitudinal outcomes associated with globalization: materialism and consumer ethnocentrism. Conceptual and Methodological Issues in the Use of Race as a Variable: Policy Implications DORIS Y. WILKINSON and GARY KING University of Kentucky; Westat, Inc. he classification of populations into discrete categories based on phenotypic or genotypic criteria is an accepted Tpractice in the physical and social sciences. In attempting to explain diverse physical characteristics and sociogeographical experiences among populations, the term “ race** has been employed for taxonomic purposes. In most scientific research, however, controversy and confusion have surrounded its use (Fortney 1977). For many scientists such as biologists, geneticists, and physical anthropologists, definitions have consisted primarily o f biological subject matter (e.g., gene pools, blood type, skin color). Social scientists, in contrast, have used the term to refer to behavioral practices (e .g ., cultural patterns, language), social factors (e.g., stratification, income status, discrimination) as well as phenotypic characteristics (e.g. hair texture, skin color, facial features). Yet, neither the biological nor sociological approach to racial classification is devoid o f serious theoretical and methodological shortcomings. Depending on the contextual application, the classification, definition, and recording o f data by race have important implications for health research and health policy. The social science translation has involved considerable complexity and varied theoretical and empirical emphases. Although the concept permeates social and behavioral science as well as epidemiologic research, its meaning is rarely specific or precise with respect to its components and the possible consequences of defining it in a particular way. Back in the Summer of.7973,when I firstbegan research on Arizona Tewa, I was often asked such questionsby a variety of villagers.I found this strange,even disconcerting,since the questionspersisted after I explainedmy researchinterest as residing in the language "itself', or in "just the language,not the culture".My academicadvisors and a scholarlytradition encouraged meto attributethis responseto a combination of secrecyand suspicionregarding such culturallysensitive topics as ceremonial language.Yet despite my careful attempts to disclaimany researchinterest in kiva speech (te'e hi:li) and to carefully distinguish betweenit and the more mundane speech of everyday Arizona Tewa life, I still experiencedthese periodic questionings.Did thesequestions betray a native confusion of thelanguage of the kiva with that of the home and plaza? Was there a connection betweenthese forms of discoursethat was apparent to most Tewa villagersyet hidden fromme? In the past few years, after almost two decadesof undertaking various studiesof fuizonaTewa grammar, sociolinguistic variation, languagecontact, traditional nanatives,code-switching, and chanted announcements,an underlying pattern of languageuse has gradually emerged which, via the documentary method of interpretationhas allowed me to attribute a new meaning to these early intenogations.2The disparatelinguistic and discoursepractices, I contend, display a commonpattern of influencefrom te'e hi:li "kiva speech".The more explicit rules for languageuse in ritual performance provide local models for the generation and anluationof more mundanespeech forms and verbal practices. Linguistic Revitalization Despite a wide range of speaker fluency, the now emblematic Tewa language that their Languages as Emblems of Identity ancestors transported from the Rio Grande Valley almost 325 years ago, is widely valorized Language Ideologies within the community. However Language factions have emerged andtheir debates and Speech/Language Community Tewa contestations focus on legitimate language learning and the proper maintenance of their emblematic language. Boundary creation and crossing are featuresof discourses that rationalize possible forms of language revitalization and construct communities across temporal barriers. Introduction As in many communities faced with language endangerment, discourses of language and identity have been multiplied and magnified by contemporary transformations in the Village of Tewa. But this is a community wherein language and group identity have an especially long and rich history of linkage in actual practice and in indigenous metalinguistic commentary. Schaengold, M.A. ***** The Ohio State University 2004 Dissertation Committee: Approved by Professor Brian Joseph, Advisor Professor Donald Winford ________________________ Professor Keith Johnson Advisor Linguistics Graduate Program ABSTRACT Many American Indian Languages today are spoken by fewer than one hundred people, yet Navajo is still spoken by over 100,000 people and has maintained regional as well as formal and informal dialects. However, the language is changing. While the Navajo population is gradually shifting from Navajo toward English, the “tip” in the shift has not yet occurred, and enormous efforts are being made in Navajoland to slow the language’s decline. One symptom in this process of shift is the fact that many young people on the Reservation now speak a non-standard variety of Navajo called “Bilingual Navajo.” This non-standard variety of Navajo is the linguistic result of the contact between speakers of English and speakers of Navajo. Similar to Michif, as described by Bakker and Papen (1988, 1994, 1997) and Media Lengua, as described by Muysken (1994, 1997, 2000), Bilingual Navajo has the structure of an American Indian language with parts of its lexicon from a European language. “Bilingual mixed languages” are defined by Winford (2003) as languages created in a bilingual speech community with the grammar of one language and the lexicon of another. My intention is to place Bilingual Navajo into the historical and theoretical framework of the bilingual mixed language, and to explain how ii this language can be used in the Navajo speech community to help maintain the Navajo language.
