From: Caine, Daphne (MHK) Sent: 05 April 2017 09:04 To: Phillips, Roger Cc: ; Chief Minister; Martyn Perkins Subject: Nomination of candidate for Legislative Council vacancy

Dear Roger

I would like to nominate Mrs Jane Poole-Wilson for the vacancy on the Legislative Council.

Bill Shimmins MHK has agreed to second her nomination, which is supported by MHK and Martyn Perkins MHK.

Manxborn and raised, Mrs Poole-Wilson is a qualified solicitor who has worked as an employment lawyer and HR training specialist working with a variety of mainly financial services companies in the United Kingdom, Europe and Asia. Alongside her international consultancy work, she was the Legal Aid Deputy Certifying Officer from 2007 to 2010.

She has also gained experience in volunteering roles, most recently as a Trustee of St Christopher’s Isle of Man and Parent Governor at School.

Knowing Jane from thespian circles and aware that she intended to take a break from her high- flying career to focus on family responsibilities, I approached her to request she consider allowing me to put her name forward for consideration by Members for the Legislative Council vacancy.

I am certain Jane’s quick understanding, legal background, communication skills, wide interests and her compassion and enthusiasm for the Isle of Man make her an ideal candidate for the upper chamber and I would ask Members to see the attached biography for more information.

Daphne Caine MHK for Legislative Buildings Finch Road Douglas Isle of Man IM1 3PW British Isles Jane Poole-Wilson (nee Kissack)

Born and grew up on the Isle of Man. Trained and qualified as a solicitor in London. After working in London for 11 years as an employment lawyer I returned to live on the Isle of Man in 2005. Since then I have worked designing and delivering training on HR and employment law matters to staff, managers and HR specialists in a variety of financial services organisations and large corporates.

Education

Ballakermeen High School (1982-89);

St Catherine’s College, Oxford University (1989-92) (MA Oxon Modern History);

Chester College of Law (1992-94) (CPE law conversion course and Legal Practice Course);

Legal training contract with Eversheds, London (1994-96). Admitted as a Solicitor in England & Wales.

Wide employment experience

Eversheds, London ( 1996-2001)– associate solicitor specialising in employment law advice. Work covered both litigation and advisory support to clients. I was involved in liaising with clients to respond to the UK government consultation on the implementation of the Working Time Directive into national law. Six month secondment to UK Financial Services Authority during 2000 – this involved advising on the employment aspects of merging the various regulatory bodies that pre- existed the FSA;

Simmons & Simmons, London (2001-2003) – associate solicitor in Employment Group. Work involved the full range of employment law advice as well as designing and delivering bespoke training on HR matters. Six month secondment to UBS Investment Bank during 2003;

UBS Investment Bank (2003-2005) - principal in house employment lawyer with responsibility for overseeing and advising on HR matters across the Europe, East and Africa region of the Bank;

Byrne Dean Associates Ltd (2005 – 2016) – I worked initially as an associate and from 2009 as executive manager for this consultancy specialising in providing employment related support and training for multi-national organisations;

Isle of Man Legal Aid Deputy Certifying Officer (2007 – 2010) - the role involved considering the legal merits of Civil Legal Aid applications, reviewing aspects of Criminal Legal Aid applications and liaising with Advocates and Civil Servants involved in Legal Aid administration.

I am used to working with and advising board level/senior executives in large financial and other multi-national organisations, and working in different jurisdictions ( although based in the Isle of Man since 2005, I have travelled regularly for face to face client work to London, Continental Europe and made several trips to Asia Pacific and the US). Working as the Deputy Legal Aid Certifying Officer, particularly as a result of considering the family related and care proceedings cases, I gained an insight into some of the challenges faced by people in more vulnerable situations on the Island and the agencies seeking to help them.

My skills include the ability to assimilate and analyse information in order to assess legal merits and provide legal advice, reviewing and advising on primary and secondary legislation and its implications, and presentation and speaking skills in a variety of forums (from Board and senior executive strategy meetings, through employee forum meetings, to training sessions ranging in size from 10 to over 100 participants).

Having decided to take a career break to focus more on family responsibilities, I am currently self- employed, providing employment training advice and support, as well as engaged in voluntary roles on the Island.

Voluntary experience

Trustee for St Christopher’s Isle of Man (since July 2016) Trustee work including visiting the residential care facilities, secure facility and Aftercare services provided for young people has shown me the incredible work St Christopher’s staff are doing to help vulnerable young people and highlighted the difficulties faced by some. It has also shown how the charity sector can partner effectively with Government Departments;

Parent Governor at Marown Primary School (since September 2016);

Regularly volunteer at Marown School (supporting the School Council, public speaking, swimming, school productions, school trips and fund raising events);

1st Marown Beaver Scout Leader (2011-2016) organised and ran Beaver Scout meetings and activities;

Involved in supporting other community groups including Marown Youth and Community Players, Crosby Cricket Club and Western Vikings RUFC.

Personal

I live in and am married with two sons, aged 12 and 8. Both sons regularly play rugby for Western Vikings RUFC and cricket for Crosby Cricket Club. My eldest son is a member of the Isle of Man Cricket Squad.

I sing with local choir, Musicale – we regularly perform concerts for charity groups and churches on the Island, as well as participating in the Manx Music Festival. Past extensive involvement in local theatre including many productions at the Gaiety Theatre and Villa Marina with the Douglas Choral Union, Service Players, and Christine Wild Theatre School. I continue to support the Arts as much as I can.

I enjoy Pilates, swimming and walking – and have made it to Peel twice in the Parish Walk!

The Early Years

Born in London 1958

I moved to the Isle of Man in 1968 when my parents settled in Ramsey. Several holiday jobs whilst a teenager including the Tourist industry and fish processing industry.

I joined the Isle of Man Police service in April 1978, I served for over 25 years in all areas of the Island finishing my career in .

Education

King Williams College (1971-1976)

Open University (1991 -1999) BA Hons Technology

Employment Experience

Isle of Man Constabulary 1978 to 2003- I served as police constable in Douglas Onchan and Peel. During my time in the Constabulary I was used to working across government with other departments before the multi agency buzzword was introduced. I gained a real insight to the problems that families faced on a daily basis in the Isle of Man. I also became used to primary and secondary legislation through its daily use and also through using legislation within a training environment for new officers. Through my studies for my degree that I undertook whilst working shifts, I became exposed to more global issues and how they can affect the Island this included environmental management and sustainability, change management, innovation design and cradle to grave lifecycles. It also gave me a broader aspect of the upcoming challenges which the Island now faces and how best to hopefully move forward.

E.R.M.S (IoM) Ltd In 2003 I left the Police Service and started my own business as a Health Safety and Environmental Consultant. This process gave me exposure to the difficulties that start up businesses face on the island and this sector of the economy is one that we are fortunate, as an island has continued to grow and diversify the economy. Luckily my previous knowledge in legislative matters was of great assistance to me whilst running the company.

Isle of Man Government

In 2011 I joined the Isle of Man Civil Service working in the Land and Deeds Registry, I have enhanced my skills and knowledge of how Government works and have participated in a number of change management projects including the transfer from the General Registry to the Department of Economic Development. I have worked in the Investors in People group within the Department and this has given me greater insight into the potential that lies within Government to push forward to make our Island one that is inclusive and caring for our people, an Island of opportunity and enterprise, responsible, sustainable and a safe and healthy place for the population and its visitors. The Island faces more challenges with Brexit and it’s impact upon all areas of the Islands economy and people.

Skills My skills include the ability to assimilate information to come to an informed view on the situation at hand. I also have the ability to see both sides of the story, I enjoy playing the devils advocate and am not afraid to ask difficult questions to get the answers I am looking for. I have a lot of exposure to change management and its processes. I have recently taken part in an internal review of our IT systems in order to understand the massive changes that come from a simple sentence ‘ Let’s upgrade the bespoke systems’. This included the insight into proposed legislative changes along with the actual software analysis and business requirements. I am an active listener. I have been told I have plenty of common sense! Union Representation

I served on the Executive Committee of Prospect the union for the Isle of Man for two years; this and other roles within the union gave me a unique insight into the workplace problems that can affect the wellbeing of not only individuals but also the impact it can have on parts of government. It also gave me insight into the negotiating machinery with regards to the latest Pay and Conditions for new Starters and the latest pensions review .I stood down from the Executive Committee in 2016 but currently remain a member. Personal

I made my home in Peel in 1981 and have two grown up children. I am a supporter of Peel Football club and had the distinction of serving on the Committee for over ten years latterly as Chair for four years. I stood down in 2015 in order for younger members with fresh ideas to take on the challenge of leading one of the Islands most successful football clubs. I also had the privilege during my time to represent the club at the County Football Association level.

I enjoy walking with my two dogs and can often be seen around the town and its outskirts enjoying the surrounding amenities I also enjoy swimming and cycling. I have finished the Parish Walk to Peel. I am also a keen photographer and enjoy all aspects of it especially recording our heritage for posterity.
