List of the studies identified in the landscape analysis 181 ACKNOWLEDGEMENTS 208 5 LGBTI+ Youth in Ireland and across Europe: A two-phased Landscape and Research Gap Analysis Executive Summary Introduction Individuals who identify as lesbian, gay, bisexual, trans or intersex, or belong to other sexual or gender minorities (LGBTI+) have worse health and life outcomes than those who identify as heterosexual and/or whose sex assigned at birth and gender identity are aligned to each other. These inequalities have been confirmed by examination of the lived experiences of, and scientific research with, sexual and gender minority (SGM) people. Since the 1980s, in many countries there has been a growing tolerance and acceptance towards LGBTI+ persons, yet many SGM people face rejection, harassment or physical violence and stigmatisation. It seems that their poor health indicators can at least partly be attributed to chronic minority stress and its negative consequences. Many SGM people report that they began to recognise their sexual orientation or gender identity during adolescence. Due to developmental- psychological reasons, this is the life stage where they are the most vulnerable to negative health outcomes from adverse experiences such as bullying, harassment, and social exclusion by their peers or others. While warm, caring and accepting families can, to some extent, buffer the negative impact of such experiences, many LGBTI+ individuals also report negative relationships within their families. Adverse childhood and adolescent experiences, through stigmatisation and minority stress, have a long-lasting impact on SGM people. Research also demonstrates that many SGM individuals encounter a lack of understanding and respect in educational, health and social services. Providers of such services, in turn, often report that they lack adequate information and training on LGBTI+ issues. Research shows that these effects are embedded within a complex network of psychosocial determinants, including socio-economic status. They are interwoven with other dimensions of inequality, including gender, ethnic or cultural background, residence, immigration, or chronic conditions. For instance, SGM adults are more likely than heterosexual and cisgender people to live in poverty and have poor health status. People with multiple, intersecting minority statuses are more likely than others to face inequalities. The normative and developmental stress of adolescence is further increased if somebody identifies as SGM: this is the effect we refer to as ‘additionality’ in this report. Decision-makers need to consider these complexities and facilitate evidence-based initiatives that help SGM young people live in more understanding and tolerant societies which are attentive to their specific needs. 6 LGBTI+ Youth in Ireland and across Europe: A two-phased Landscape and Research Gap Analysis It is important to recognise that many SGM young people report warm and loving parents and family, supportive friends and teachers, and have a full and healthy life. Therefore a merely ‘victimising’ narrative is not helpful in understanding their experiences. It should be recognised that SGM youth “can flourish when they have consistently positive interactions with those around them and supportive experiences in the services with which they most engage” (DCYA, 2018, p. IV). In 2018, the Department of Children and Youth Affairs of Ireland published the LGBTI+ National Youth Strategy 2018-2020, the world’s first governmental strategy document that aims to improve the lives of LGBTI+ young people. It was built on the foundations of Better Outcomes, Brighter Futures, the national policy framework for young people in Ireland. It is an action-oriented plan built around three goals. These goals are further broken down to 15 objectives, and each objective contains one or more concrete actions. They are aligned with the Irish Better Outcomes, Brighter Futures (BOBF) national youth policy framework. The three overarching goals and the 15 objectives of the strategy and their alignment with the BOBF national outcomes are presented in Table 1. The actions assigned to the individual objectives are presented in the introductory parts of Subsections 3.1–3.15. Altogether these constitute a comprehensive action plan that involves legislative changes and policy development as well as allocating additional financial resources to provide training, create or enhance interventions, develop or transform curricula, and strive for a more accepting and inclusive society. The objectives and actions were generated through consultations with LGBTI+ young people as well as various other stakeholder groups and were based on the best available scientific evidence. 7 LGBTI+ Youth in Ireland and across Europe: A two-phased Landscape and Research Gap Analysis Table 1. Marshal, PhDa BACKGROUND AND OBJECTIVES: Emerging evidence indicates transgender adolescents (TGAs) exhibit abstract elevated rates of suicidal ideation and attempt compared with cisgender adolescents (CGAs). Less is known about risk among subgroups of TGAs because of limited measures of gender identity in previous studies. We examined disparities in suicidality across the full spectrum of suicidality between TGAs and CGAs and examined risk for suicidality within TGA subgroups. METHODS: Adolescents aged 14 to 18 completed a cross-sectional online survey (N = 2020, including 1148 TGAs). Participants reported gender assigned at birth and current gender identity (categorized as cisgender males, cisgender females, transgender males, transgender females, nonbinary adolescents assigned female at birth, nonbinary adolescents assigned male at birth, and questioning gender identity). Lifetime suicidality (passive death wish, suicidal ideation, suicide plan, suicide attempt, and attempt requiring medical care) and nonsuicidal self-injury were assessed. RESULTS: Aggregated into 1 group, TGAs had higher odds of all outcomes as compared with CGAs. Within TGA subgroups, transgender males and transgender females had higher odds of suicidal ideation and attempt than CGA groups. CONCLUSIONS: In this study, we used comprehensive measures of gender assigned at birth and current gender identity within a large nationwide survey of adolescents in the United States to examine suicidality among TGAs and CGAs. TGAs had higher odds of all suicidality outcomes, and transgender males and transgender females had high risk for suicidal ideation and attempt.

The defendant claiming this defense will say that the discovery that the victim was biologically male provoked him into a heat of passion causing him to lose self-control. If the jury finds that the defendant was actually and reasonably provoked, it can acquit him of murder and find him guilty of the lesser offense of voluntary manslaughter. The trans panic defense strategy is troubling because it appeals to stereotypes about transgender individuals as sexually deviant and abnormal. This qualitative study investigated recommendations offered by LGBTQ patients with cancer for improving cancer care. Methods Two hundred seventy-three LGBTQ people across the USA who had been diagnosed with cancer completed an online survey that included open-ended questions. Using responses to these questions, two researchers independently conducted open coding. A code book was generated collaboratively and the data were coded independently. Codes were clustered and refined and the data were independently re-coded. Results Five themes emerged. LGBTQ patients with cancer: (1) are affected by providers’ LGBTQ-specific knowledge and skills, assumptions, and mistreatment; (2) negotiate disclosure of identities based on safety of clinical encounters; (3) have differing experiences based on multiple intersecting identities; (4) receive more effective care when members of their support networks are included; and (5) are self-advocates and undergo transformative experiences in the face of morbidity and marginalization.

In the space of twenty years we have seen the decriminalisation of homosexuality and the introduction of a sophisticated equality infrastructure, with the Employment Equality Act 1998 and the Equal Status Act 2000 having been at the forefront internationally in naming sexual orientation as a specific equality ground and in extending its scope outside the field of employment. More recently, in 2010 comprehensive Civil Partnership legislation was introduced and the Government is determined to bring forward legislation later this year to provide for the recognition of the acquired gender of transgender people, on the basis of the recommendations of the Gender Recognition Advisory Group published in June.

In our analysis of a large, population-based sample, we found transgen- der and GNC adults were more likely to be uninsured and have unmet health care needs, and were less likely to have routine care, compared to cisgender (nontransgender) women. Our findings varied by gender r identity. More research is needed on transgender and GNC populations, includ- ing on how public policy and provider awareness affects health care access and health outcomes differentially by gender identity. Context: Very little population-based research has examined health and access to care among transgender populations. This study compared barriers to care between cisgender, transgender, and gender nonconforming (GNC) adults using data from a large, multistate sample. Methods: We used data from the 2014-2015 Behavioral Risk Factor Surveil- lance System to estimate the prevalence of having no health insurance, unmet medical care needs due to cost, no routine checkup, and no usual source of care for cisgender women (n = 183,370), cisgender men (n = 131,080), transgender women (n = 724), transgender men (n = 449), and GNC adults (n = 270). The LGBTQ+ community is diverse, yet we are all facing government-sanctioned violence against us while this law is in place. HB 73 will be a step towards liberating LGBTQ+ Texans from violence and harassment, and will ensure that those who stand against us will face legal repercussions as a result of the atrocities committed by them against us. Please vote to end violence against vulnerable Texans. Rachel Weir self Austin, TX Inflicting violence on someone because of their sexual orientation or gender identity is a hate crime. Period. One's own prejudice and ignorance should NEVER be a valid excuse harming anyone, much less a whole group of people who are already marginalized and discriminated against in our society. It is absolutely absurd, not to mention EXTREMELY homophobic and transphobic that a violent act committed on the basis of someone's sexual orientation or gender identity could be forgiven in the eyes of the law, no matter the circumstances. To blame the victim of violence, and at worst, a murder victim, for the harm caused them is absolutely despicable. Because of this, I support HB 73.
