Area Assessment

The subject area (about 0.2 ha) involves an 8-storey industrial building of 52 years old under multiple ownership and in fair condition. The area is mainly surrounded by residential and commercial developments, government, institution and community facilities and open spaces. MTR Station is on the opposite side of Road to the southwest (Plan C7).

All concerned GFA of the subject industrial building is occupied. No subdivided unit was found in the concerned industrial building. About 85.0% of the GFA is for Warehouse/Storage use. “Other Uses” take up about 15.0% of the GFA, including shop and services (about 9.9%) and religious institutions (about 5.1%).

In terms of employment, about 81 workers are estimated to be engaged in the occupied units of the subject industrial building, all in the non-manufacturing business. The overall figure is very insignificant when compared to the total of 306,960 persons engaged (other than those in civil service) in various business/industries in the identified by C&SD in June 2014.

So far, the area has no planning permission or building plan approval for redevelopment/wholesale conversion of the existing building.

Noting that the area is the only industrial site in the concerned residential community, it could be retained as “R(A)” to encourage redevelopment for residential use which will help reduce I/R interface problems.

Recommendation

To retain the area as “R(A)”.
