For information PWSCI(2015-16)9 NOTE FOR PUBLIC WORKS SUBCOMMITTEE OF FINANCE COMMITTEE Annual Report on Capital Works Reserve Fund Block Allocations for the 2014-15 Financial Year We have been compiling exception reports on block allocations under the Capital Works Reserve Fund (CWRF) to account for the difference between the actual programme and the indicative one which we presented to Members for approving the funding allocation. This report covers the 2014-15 financial year. Encls. 1 to 11 Enclosures 1 to 11 provide details on each block allocation under the 11 CWRF Heads of Expenditure and include – (a) a comparison of the approved provision and actual expenditure in 2014-15 and the reasons for those items with variations greater than 15%; (b) a list of minor works projects which were implemented in 2014-15 as planned, including those which had had the works contracts awarded but had not started incurring spending1, and those which were shelved or withdrawn (as compared with the indicative list in PWSC(2013-14)27)2; and (c) a list of new injection items (i.e. items not shown in the indicative list in PWSC(2013-14)27) approved in 2014-15, including those which had had the works contracts awarded but had not started incurring spending. 2. In overall terms, the approved allocation for CWRF block allocations in 2014-15 totalled $12,372.6 million3. The actual expenditure was $9,754.6 million, which was 21.2% below the approved allocation. The approved and actual expenditures of all subheads in 2014-15 are set out in the following table – /Subhead ..... ——————————————————————————————————— 1 Owing to reasons such as change in project programme, or failure to reach agreement on the compensation claims for land compensation payments. 2 Project estimates of some items deviate from those shown on PWSC(2013-14)27. Those shown on the current report reflect the project estimates approved. 3 The Finance Committee (FC) increased the 2014-15 approved allocation of Subheads 4100DX and 9100WX in February 2015 by $107.5 million in total. The Government increased the 2014-15 approved allocation of Subheads 5001BX and 6100TX by $29.5 million in total in December 2014 and Subheads 8100QX and 9100WX in March 2015 by $30 million in total under delegated authority to meet the increased expenditure. The total approved allocation for 2014-15 was therefore increased by $167 million from $12,205.6 million to $12,372.6 million. The actual expenditure was $598.1 million, 78.7% below the approved allocation of $2,812.6 million in 2014-15. 2. For Subhead 1004CA, the underspending was mainly due to failure to reach agreement on the compensation claims and land title issues of the claimants. 3. For Subhead 1100CA, the underspending was mainly due to failure to reach agreement on the compensation claims in relation to the Penny’s Bay reclamation project and lower cashflow requirements of a number of projects. 4. Details on the key expenditure items for each of the above subheads are set ⎯⎯⎯ out at Annexes 1A and 1B respectively.     Citybus Launched New Cityflyer Route A29 To Provide Express Service Between Tseung Kwan O and the Airport & Re-routeing of Route E22P （20 September 2011, Hong Kong ）Effective 25 September 2011 (Sunday), Citybus will introduce a brand new Cityflyer Route A29 to provide express service between Tseung Kwan O and the Airport, while other new service arrangements for several airport routes in Tseung Kwan O will also be implemented. Details are as follows: Route A29 Effective 25 September 2011 (Sunday), the new Cityflyer Route A29 departing from Tseung Kwan O (Po Lam Station), will operate via Hang Hau, Diamond Hill and Wong Tai Sin, omit Kwun Tong and Kowloon Bay, then run via Lung Cheung Road, and proceed direct to Airport (Terminal 1) and (Terminal 2) before terminating at Airport Ground Transportation Centre Bus Station. Departures from Airport Ground Transportation Centre Bus Station will run via Wong Tai Sin, Diamond Hill, Kowloon Bay, Kwun Tong and Hang Hau after arriving the City’s hub to Tseung Kwan O (Po Lam Station). Service hours will be 5:15am to 9:15pm for the journey departing from Po Lam Station, while journey from Airport Ground Transportation Centre Bus Station will be 8:40am to 12:10am daily every 30 minutes. The full fare is HK$42. Passengers using Octopus card to travel on Cityflyer routes for the return journeys on the same day between the Airport and the City’s hub can enjoy 50% discount on the return fare, and free interchange on Route R8 between the City’s hub and Hong Kong Disneyland.

    Agreement No. CE32/99 Kowloon Development Office Comprehensive Feasibility Study for the Revised Scheme of Territory Development Department, Hong Kong South East Kowloon Development 13.5.3 Phasing of Development 13.5.3.1 For the purposes of this study, the SEKD is proposed to be constructed in three key phases. These are as follows: Phase Proposed Construction Date Development Proposed 1 2003 – 2008 NAKTA Development 2 2003 -– 2010 KTAC / KTTS Reclamation 2005 – 2011 Building / Road / Drainage / Open Space / Landscape / etc. Works 3 2005 – 2014 KBR Reclamation 2006 – 2015 Building / Road / Drainage / Open Space / Landscape / etc. Works 13.5.3.2 This phasing the works will affect the impact assessment due to the timing of sensitive receivers being affected and duration of certain impacts. With respect to the landscape, the effects of phasing are less critical as the impacts are more tangible and tend not to be related to timing. However, the effects on the visual impact assessment are more acute due to: (a) Total period of time that VSRs may be affected by construction works within their views; (b) Earlier phases of works may in themselves become VSRs for the later works, e.g. parts of the population intake within Phase 2 NAKTA will be visually sensitive when Phase 3 is constructed; and (c) Conversely, certain VSRs will be screened from Phase 3 works, when Phase 2 is completed. 13.5.3.3 These factors will be considered within the impact assessments as appropriate. 13.6 Planning Review 13.6.1 Introduction 13.6.1.1 In accordance with the Environmental Impact Assessment Ordinance Technical Memorandum Annex 18, a review of the existing statutory planning of the study area has been undertaken.
