It is now just 3 months ago that I packed my valise and said good bye to Askov to make a journey to Denmark. It was with some mixed feelings. Half my life I have lived here and my other half over there in the old country. Ah, but off on the "steam horse" I went to Minneapolis where my daughter, Astrid, and I paid a visit to the Scandinavian-American Line's Office ~nd were received very kindly by Mr. Ellingsen, the line agent. He gave me a lot of good advice and recommendation letters to take with. That night we traveled on to Chicago where we arrived the next morning. I belong to the D. -

The Danish-German border: Making a border and marking different approaches to minority geographical names questions Peter GAMMELTOFT* The current German-Danish border was established in 1920-21 following a referendum, dividing the original duchy of Schleswig according to national adherence. This border was thus the first border, whose course was decided by the people living on either side of it. Nonetheless, there are national and linguistic minorities on either side of the border even today – about 50,000 Danes south of the border and some 20,000 Germans north of the border. Although both minorities, through the European Union’s Charter for Regional and National Minorities, have the right to have signposting and place-names in their own language, both minorities have chosen not to demand this. Elsewhere in the German- Scandinavian region, minorities have claimed this right. What is the reason behind the Danish and German minorities not having opted for onomastic equality? And how does the situation differ from other minority naming cases in this region? These questions, and some observations on how the minorities on the German-Danish border may be on their way to obtaining onomastic equality, will be discussed in this paper. INTRODUCTION Article 10.2.g. of the Council of Europe’s European Charter for Regional and National Minorities (ETS no. 148) calls for the possibility of public display of minority language place-names.1 This is in accordance with the Council of Europe’s Convention no. 157: Framework Convention for the Protection of National Minorities. Here, the right for national minorities to use place-names is expressed in Article 11, in particular sub-article 3,2 which allows for the possibility of public display of traditional minority language * Professor, University of Copenhagen, Denmark. -

Appendix List of Challenger Parties Operationalization of Challenger Parties A party is considered a challenger party if in any given year it has not been a member of a central government after 1930. A party is considered a dominant party if in any given year it has been part of a central government after 1930. Only parties with ministers in cabinet are considered to be members of a central government. A party ceases to be a challenger party once it enters central government (in the election immediately preceding entry into office, it is classified as a challenger party). Participation in a national war/crisis cabinets and national unity governments (e.g., Communists in France’s provisional government) does not in itself qualify a party as a dominant party. A dominant party will continue to be considered a dominant party after merging with a challenger party, but a party will be considered a challenger party if it splits from a dominant party. Using this definition, the following parties were challenger parties in Western Europe in the period under investigation (1950–2017). The parties that became dominant parties during the period are indicated with an asterisk. Introduction Fig. 1: freight and persons crossing the Danish borders, 2006 and 2009/2011 The Danish-German border is short in comparison to other EU internal borders. Still it is relevant also as the border between the continent and Scandinavia, or the countries within the Nordic Council. The border’s history is conflict ridden. It was drawn in 1920, together with other new borders drawn in connection with the post WW-I order in Europe, reflecting (not only) the result of a plebiscite. The decades from 1920 to the 1950’s witnessed a bordering process with clear demarcation as well as the introduction of strict visa regimes and migration restriction, accompanied by the cut of economic flows and continued political challenges to the exact location of the border. Especially Denmark was interested in securing the border from possible German claims of revision. This changed only after Denmark joined the EC in 1973. Infrastructure investments as a freeway (opened fully in 1983) connecting the Jutland peninsula with the Hamburg metropolitan area and its seaport (2nd-3rd in Europe), the shorter “line as the birds fly” rail and road connection across Fehmarn-Lolland, disrupted by a 1 h ferry passage (1963), the introduction of frequent ferry services on the Rostock-Gedser route after German reunification (1990) and the planned fixed link under the Fehmarn Belt together with railway and road improvements on both shores (opening in the 2020’s) have made the region the major transport corridor between Europe and Scandinavia. -

4 Denmark Alexandra Andhov, Jakob Wested and Rasmus Kristian Feldthusen 4.1 Introduction Before we start to describe and analyse the legal and economic back- ground for start-up formation, we would like to briefly introduce you to the Kingdom of Denmark and provide you with some basic information and business and cultural context. The Kingdom of Denmark (Denmark) is a Scandinavian country in Northern Europe bordering the Baltic and North Seas. The country consists of a large peninsula and more than 100 islands referred to as the Danish Archipelago, including the territories of Greenland and the Faroe Islands, and the capital is Copenhagen. Other large cities include Aarhus, Odense, Aalborg and Esbjerg. Denmark has great business relationships with its neighbours, Germany, Sweden and Norway. The population of Denmark is above 5.8 million (July 2018 estimate) and lives on a total area of 43,096 square kilometres. The official language is Danish. Other minority languages in Denmark are Faroese, German and Greenlandic. Additionally, there is a great English language competency in Denmark and the majority of the population speaks English. It is important to emphasize that it is possible to communicate with public officers in English and many official documents are in English, which represents a great advantage for businesses and entrepreneurs from all over the world. Since 1849, the government system is a constitutional monarchy with the Queen as the chief of state and the prime minister as the head of government. This is done through an analysis of the institutions and mechanism with which the state and land governments preserve the minority culture in the region today. The article uses as point of reference the 2005 OHCHR Plan of Action: Protection and Empowerment, which states that human rights are best protected when people are empowered to assert and claim their rights. The OHCHR plan further claims that, while human rights are universally accepted theoretically, there exists an implementation gap in practice. This article shows that this is not true for the Danish-German border region. The first part of the paper outlines the meaning of the expressions “protection” and “empowerment” as they are used in the OHCHR plan. The analytical part later shows how national minorities in the Danish- German border region are “protected” and “empowered” by the Danish and German governments. The paper further describes the mechanisms for the protection and empowerment of both minorities in the region, and how the institutions promoting minority cultures are organized and structured. The case study is well-suited to show how the theoretical empowerment of national minorities can be transformed into genuine minority empowerment. -

Discussion Paper Series CPD 19/16 Refugee Migration and Electoral Outcomes Christian Dustmann, Kristine Vasiljeva and Anna Piil Damm Centre for Research and Analysis of Migration Department of Economics, University College London Drayton House, 30 Gordon Street, London WC1H 0AX www.cream-migration.org Refugee Migration and Electoral Outcomes§ Christian Dustmann, Kristine Vasiljeva and Anna Piil Damm August 2016 Abstract: To estimate the causal effect of refugee migration on voting outcomes in parliamentary and municipal elections in Denmark, our study is the first that addresses the key problem of immigrant sorting by exploiting a policy that assigned refugee immigrants to municipalities on a quasi-random basis. We find that – in all but the most urban municipalities - allocation of larger refugee shares between electoral cycles leads to an increase in the vote share not only for parties with an anti- immigration agenda but also for centre-right parties, while the vote share for centre-left parties decreases. However, in the largest and most urban municipalities refugee allocation has – if anything – the opposite effect on vote shares for anti-immigration parties. We demonstrate response heterogeneity according to municipal characteristics, with a more pronounced response in less urban municipalities in which the pre-policy shares of both immigrants and the more affluent is high, and in urban municipalities with high unemployment. At the same time, higher pre-policy crime rates are associated with more support for anti-immigration parties in response to refugee allocation in both urban and non-urban municipalities. We also find some evidence that refugee allocation influences voter turnout. Moreover, it has a large impact on the decision of anti-immigration parties’ choice of where to stand for municipal election.
