Waste Water Plant Upgrade Ribbon Cutting

The and Pinole City Council will gather outdoors for a formal ribbon-cutting to mark the final completion of the joint waste water plant upgrade this weekend. Given the COVID Pandemic and restrictions on gatherings, the event will be taped and made available via our Cable Channels in the near future.

Mail-In Ballot Drop Off Box

Contra Costa Elections has installed a Mail-In Ballot Drop Off Box in front of the Hercules Library. The Mail-In Ballot Drop Off Box will be unlocked on October 5th and remain available for ballot drop-off until 8:00 p.m. on November 3, 2020.

Council Meeting Public Participation

PUBLIC PARTICIPATION DURING COUNCIL MEETINGS DURING THE COVID-19 PANDEMIC

Under the Governor’s Executive Order, City Council meetings may be conducted utilizing teleconferencing or other electronic means consistent with State of California Executive Order N- 29-20 dated March 17, 2020, regarding the COVID-19 pandemic. The live stream of the meeting may be viewed on television Comcast Channel 28 and/or online at https://hercules.legistar.com/Calendar.aspx.

In accordance with Executive Order N-29-20, the public may only view the meeting on television

and/or online and not in the Council Chamber.

Due to the current health pandemic, Hercules City Hall is closed to the public during Council Meetings, however members of the public can participate electronically by following the instructions on the very first page of each City Council Agenda. Hercules City Hall and Police Department are open to the public during normal business hours with face coverings and social distancing requirements. Normal business hours are Monday-Thursday 8:00 a.m. – 5:00 p.m.

In compliance with the Americans with Disabilities Act, if you need special assistance to participate in this meeting, please contact the office of the City Clerk (510-799-8215). Hercules Commission Vacancies

The Hercules City Council is currently recruiting residents for appointment to the Planning Commission, Community and Library Services Commission and the Finance Commission. Applicants must be residents of the City of Hercules, 18 years of age or older and registered to vote with the exception of the Student Commissioner which must be a high school student and a resident of Hercules. Planning Commission – Three (3) Vacancies with terms ending with terms ending December 2020, One (1) Vacancy with an unexpired term ending December 31, 2021 The Planning Commission meets the first and third Mondays of every month at 7 p.m. The Commission is advisory to the Council and has statutory duties imposed by State law. The Commission:

• Performs all functions assigned to it by the zoning and design review ordinances of the City. • Reviews and makes recommendations to the Council on the general plan, specific neighborhood plans, tentative subdivision maps, environmental impact reports, and planned unit developments. • Reviews the capital improvements program and makes recommendations to the Council. • Provides design review of proposed buildings and other construction projects and reviews landscape plans. • Grants use permits and variances.

Community & Library Services Commission – Three (3) Vacancies with terms ending December 31, 2020, One (1) Student Commissioner Vacancy with an unexpired term ending December 31, 2021 The Community and Library Services Commission meets on the second Monday of every month at 7:00 p.m. in the Hercules City Council Chambers located at 111 Civic Drive, Hercules, CA 94547. The Commission is advisory to the Council and has the following duties:

• Develop plans and recommendations for parks, playgrounds, recreational facilities, and use of community buildings. • Work with the Parks and Recreation Department on the development and evaluation of recreation programs and community activities/events. • Provide assistance and support in the planning and operation of City sponsored community events. • In cooperation and consultation with the Parks and Recreation Department, make recommendations to the City Council with respect to priorities for recreation, library, and community services expenditures in the City’s capital improvement program. • Review and comment on the annual operating and capital improvement budgets for the Parks and Recreation Department. • Make recommendations with respect to community service needs such as child care, youth summer employment, senior activities/programs, and recreational programs. • Review and make recommendations with respect to fees for the use of parks, playgrounds, recreational facilities, and community buildings. • Advise on matters of policy and public interest related to the management, use and preservation of library facilities and property. • Render such other specific services as are consistent with the role of an advisory board on the library system, to include recommendations and advice to the county librarian on matters related to the Hercules library. • The Commission member serving as the City’s Area Representative to the Contra Costa County Library Commission shall routinely report to the entire Community and Library Services Commission on actions taken at the Contra Costa Library Commission meetings. • Review and make recommendations regarding the Arts in Public Places Program and exhibits at the Hercules Public Library. • Oversee the Heritage Memorial Garden Plaque Program which is designed to recognize Hercules residents or civic leaders and enhance the historical aspect of the garden. • Oversee the Library Art Exhibition Program which is designed to review art pieces submitted by participants of the program to be allowed to display their art pieces at the Hercules Public Library. • Such other duties relating to recreation activities and community and library service needs as may be directed by the City Council.

Finance Commission – Three (3) Vacancies with terms ending December 31, 2020, One (1) Vacancy with an unexpired term ending December 31, 2021 The Finance Commission meets the bi-monthly on the third Wednesday at 7 p.m. The Commission is advisory to the Council and has the following duties:

• Quarterly review of City’s financial status; review and comment on audit reports, the proposed operating budget and the capital improvement program budgets. • Makes recommendations to the Council with respect to budget priorities. • Advises the Council on matters of policy and public interest related to the management of the City’s finances and budget. • Serves as the Oversight Committee for Measure “A,” including providing an annual report, to ensure that utility user tax funds are spent in accordance with the voter approved measure adopted in June 2013.

• Serves as the Oversight Committee for Measure “O,” including providing an annual report, to ensure that the sales tax revenues approved by Hercules voters are spent in accordance with the voter approved measure adopted in June 2012.

City Meeting Schedules

City Council Meetings The Hercules City Council meets regularly on the 2nd and 4th Tuesdays of the month. **Please Note that for the month of November and December the City Council will meet on the 2nd Tuesday only. The 4th Tuesday in November and December have been canceled.

Community and Library Services Commission Meetings The Hercules Library and Community Services Commission meets regularly on the 2nd Monday of the month.

Finance Commission Meetings The Hercules Finance Commission will meet regularly every other month on the 3rd Wednesday. The Finance Commission 2020 meetings will be held on January 15th, March 18th, May 20th, July 15th, September 16th, and November 18th.

Planning Commission Meetings The Hercules Planning Commission meets regularly on the 1st and 3rd Mondays of the month. To view live broadcasts of Hercules City Council and Planning Commission meetings tune in to Hercules Government Channel 28 on Comcast Cable.

Planning Commission • Because there are no available agenda items, the regularly scheduled Planning Commission meeting on Monday, October 19, is cancelled. • At its next regularly scheduled meeting on Monday, November 2, the Planning Commission will hold a hearing to discuss and consider recommending to City Council a draft ordinance aligning the City’s regulation of accessory dwelling units with current state laws.

Grading Work on the Willow Storage Facility Project

Maintenance & Operations

Staff completed their regularly scheduled custodial and facility-related tasks in public parks, buildings, and sewer lift stations. They cleaned up numerous illegal dumping, removed fallen tree limbs, repaired street lights throughout town, replaced street signs at miscellaneous locations, repainted the traffic striping in the business park and John Muir Parkway, coordinated with Engie on the Energy Generation and Conservation Project, and are repairing 2 park tables in Refugio Park.

Engineering

Construction continues on the future Safeway, located at the southeast corner of San Pablo and Sycamore Avenue, and the grading work is on-going at the Willow Storage Project. The public improvement are underway for the Bayfront Development Blocks Q&R while the plans are under review for the associated abandonment of the terminus of Linus Pauling. The design plans are also under review for Sycamore Crossing and Hilltown. Design is underway for the mile long segment of replacement sewer trunk main leading into the Pinole-Hercules Water Pollution Control Plant. The financial study for the sewer fund is nearing completion. The construction contract for the pedestrian enhancement project at Sycamore/Civic with HM Construction, a local contractor, is being executed and construction is anticipated to start soon. Design on the Regional Intermodal Transportation Center (RITC) is advancing. The 90% design work was completed for the Sycamore Avenue Resurfacing Project, which is scheduled for construction in Summer 2021.

Scarecrow Contest The Hercules Scarecrow Contest is in full swing. This is the last chance to enter your homemade scarecrow into the contest. The event is FREE for the community. There are two categories: Traditional and Interpretive. We have some fun prizes for each category. The winning entry will be chosen by the people. So, build your entry, submit your photos, and find out who is the people’s choice for 2020! Scarecrows need to be displayed outside the week of October 26-31.

To participate you must complete and submit the 2020 Scarecrow Contest entry form to the Hercules Parks and Recreation Department. The deadline has been extended to Wednesday,

October 21. The forms can be found on the City’s website at the following link…HerculesScarecrowContest. Email completed entry forms to [email protected].

Below are a couple previews of scarecrows worked on by P&R Staff, and the Senior Center Staff and volunteers. We sure hope that these scarecrows will help “scare” 2020 out of here!!!

Fall Programs

Dynamite Adventures Block 2 of Dynamite Adventures Camp is coming to an end. Campers are decorating the classroom in preparation of Halloween! Campers have been busy with making bats, pumpkins, and scary ghosts! In addition, they are creating their entry to the scarecrow contest to represent our program in the 2020 Hercules Scarecrow Contest. Our campers are getting excited for Halloween and we will be doing a lot more games, activities, and art projects throughout the fall season. If you are interested in joining the Dynamite Adventure Camp, we still have availability for block 3 and 4. Competitive Swim Camp A new session of the Competitive Swim Camp began last week. There are 58 participants registered for the session. Competitive Swim Camp is a 4-week camp, featuring several different pods. Some of the pods swim 3 days a week, while other pods swim 2 days a week. The Competitive Swim Camp program continues to follow all of the best practices as outlined by the County Health Official. Each pod reports at an assigned time ready to swim, all swimmers go through a screening and temperature check prior to entering the facility. Fee Classes

Online Virtual Programming The National Academy of Athletics offers a Virtual After School club that is the perfect solution for families who enjoy sports and exercise, but are not comfortable with, or do not have access to, in person instruction. This entire program is designed to be done in the comfort of your own home! To register for these programs, please visit www.herculesrec.com.

Skyhawks Sports Build your own schedule with individual classes or go with the flexibility and value of a season pass! There will be three (3) virtual class series such as Active Series, Mind & Body Series, and SuperTots Series, which all serve ages 3-12. Kids Love Soccer Kidz Love Soccer offers several livestream programs that are 30-minutes in length, and they are presented over the internet. Participants join the class using the ZOOM meeting client and connect through any web browser. This program is not only convenient, but affordable. No equipment is provided or required to participate.

To ensure the security of the class, each week families are emailed a security code they will need to log into the class. In the security email, they’ll also receive a list of common household items they’ll use in class. To register for any Kidz Love Soccer programs, please visit www.herculesrec.com.

Seniors

CC Café The CC Café continues to provide weekly meal service to the Hercules Senior Center every Tuesday. Meal service includes 5 meals with a loaf of bread, fresh fruit, and a half gallon of milk.

When the pandemic hit, the numbers of people requesting meal service skyrocketed from a daily average of around 30 to more than 60. Over the past month, we have noticed a steady decline. Where the numbers were hovering around 40 weekly, they have now dropped down to the 30’s where we were pre-pandemic. There were 30 for lunch last week (10/6), and 32 this week (10/13).

Food Bank The Contra Costa Food Bank continues to distribute FREE food at the Hercules Senior Center on the first and third Tuesday of each month from 11:00am to 12:00pm. The Food Bank was here last week on Tuesday, October 6, and there were 246 people that received fresh fruits, vegetables and canned goods. The next scheduled day for food distribution is October 20.

American Red Cross Blood Drive The City of Hercules has once again partnered with the American Red Cross to bring a blood drive to the City. Our next blood drive will be held on Wednesday, October 21, from 1-6pm at the Senior Center. The most recent blood drive yielded 22 units of blood which potentially helped save up to 66 lives. If you are interested in participating in the blood drive next week, please schedule your appointment on the American Red Cross website at www.RedCrossBlood.org, and enter the sponsor code: HERCULES. Or call 1-800 RED CROSS (1-800-733-2767). The next blood drive will be Tuesday, December 15.

Senior Outreach Program This week the Senior Center staff handed out their 21st activity packet for the Senior membership at the Tuesday lunch program food pickup. These activity packets are a great way to help keep seniors busy and keep their mind active. This week’s packet focused on a Fall theme. The packet was full of games, puzzles, word searches, and scrambles. Staff distributed the 21st activity packet this past Tuesday at the food pick/up and distribution events. In addition, the Friends of the Hercules Senior Center continue to do wellness checks with Senior Center members. This has proven to be a great way to check with the membership during the pandemic. We’d like to thank all of the volunteers who help make our center something special.

Project Second Chance (PSC) teamed up with Contra Costa County Library's Youth Services team and shared some simple ways to help kids develop the building blocks for reading with parents and caregivers at all literacy levels. Join us for CoCo Reads, a community-wide read of "How Much of These Hills is Gold" by C Pam Zhang. From 9/7/20-10/28/20, we encourage you to check out a copy of this debut, Booker-nominated novel about two Chinese American orphans trying to survive during the California Gold Rush and find a sense of home. Theft of Catalytic Converter: On October 1, 2020 at 1:58 pm, an officer was dispatched to the 300 block of N Wildwood for a theft of a catalytic converter theft. The victim stated that on

September 25, 2020 her vehicle was parked on Village Parkway and her catalytic converter was stolen.

Stolen Front Plate: On October 1, 2020 at 3:23 pm, an officer was dispatched to Crag Ct. for the report of a theft of a license plate. The victim stated her plate was stolen sometime over the last two weeks and she discovered it missing last week when she was contacted by us on an outside assist for SFPD because a vehicle with her plates was used in the commission of a crime.

Located Missing Person: On October 2, 2020, at approximately 4:20AM a HPD Officer contacted a 60 year old male and determined he was listed as a missing person out of New York State. He appeared to be capable to care for himself. New York was advised, and the subject was removed from the Missing and Unidentified Persons System.

Warrant Arrest: On October 2, 2020 at 11:20 am an officer conducted a traffic stop on a 2003 Infinity for a traffic violation. The officer contacted the 20 year old male driver, out of Antioch, and found that he had a warrant out of Solano County. The subject was cite released at the scene.

Warrant Arrest: On October 2nd 2020, an Officer stopped a 1996 Toyota for a red light violation and cited a 30 year old male passenger for a misdemeanor warrant. The subject was arrested and cite released at the scene.

Possession of Controlled Substance: On October 3, 2020 at 7:10am, officers were dispatched for a welfare check at 3900 San Pablo Ave for a subject slumped over the wheel of his vehicle. Officers contacted a 31 year old male, out of Sacramento. Officers conducted a search of the vehicle and located a substance believed to be a narcotic. The subject was arrested and cite released.

Auto Burglary: on October 3, 2020 at 9:12 am, an officer was dispatched to the 2100 bock of Tsushima St. for a vehicle burglary that occurred overnight. A Michael Kors fanny pack was taken from the vehicle.

Theft of a Registration Tab: On October 3, 2020 at 9:22am, officers were dispatched to the 100 block of Pearce for the report of a theft of registration tabs. The victim stated they were stolen sometime overnight.

Missing Person: On October 3, 2020 at 11:53 am, officers were dispatched to the 2500 block of Bayfront Blvd for the report of a missing adult. The Hercules resident was reported missing by his adult brother. The brother stated the subject might be in a park near UC Berkeley. UC Berkeley PD check the park and were not able to locate him. Officers were not able to reach the subject by phone. The subject was entered into the Missing and Unidentified Persons System.

Felony Evading: On October 3, 2020 at 3:42 pm, there was an Automated License Plate Reader hit on a 1996 black Infinity, wanted for an attempted murder by Richmond PD. The vehicle was reportedly on EB 4 at Willow. An officer was conducting a security check of the Franklin Canyon Golf Course when the vehicle passed the golf course, E/B Highway 4. The officer followed the vehicle to Alhambra Valley Rd, where another officer joined him, and they attempted a traffic stop. The vehicle took off and a pursuit was initiated. The pursuit continued to Pacheco Ave. where it was terminated due to speed and traffic near the 680 interchange.

Outside Assist – Hit & Run/DUI Driver Detained: On October 3, 2020 at 9:22 p.m. A Pinole Officer located a victim of a hit and run vehicle collision in the 800 block of San Pablo Ave. in Pinole. The Pinole Officer saw the suspect vehicle, a Tan 4 Door Older Model Sedan with major front end damage, driving away N/B San Pablo Ave. A Hercules Officer saw a Gold ’97 Infiniti Q30t driving N/B San Pablo Ave. at Valley Ave, with major right front damage, sparks coming from the undercarriage, and a flat right front tire. The Hercules Officer believed the Q30t was the suspect vehicle in Pinole P.D.s hit and run vehicle collision. the Hercules Officer stopped the vehicle on San Pablo Ave. at Hercules Ave. The 32 year old male driver, of Richmond, admitted to being involved in the hit and run vehicle collision and showed objective systems of alcohol intoxication. A Pinole P.D. Officer responded and took over the investigation.

Arson – In-custody: On October 4, 2020 at 2:42 a.m. Hercules Officers were dispatched to McDonald’s, 1570 Sycamore Ave. for a report of a bush fire. An Officer located a garbage can on fire, in the parking lot, near the drive thru entrance. The Officer used a fire extinguisher to put out the fire. Rodeo-Hercules Fire Station 76 responded. Officers contacted three McDonald’s employees who saw an adult male, approximately 35 years old in the area within the past ten minutes. The subject was reportedly upset about not being let into the business and had banged on the doors. Officers searched the area nearby and located two adult males walking on Willow Ave. under I-80 just north of Sycamore Ave. One of the males was a 37 year old Transient, who was on searchable Felony Probation out of Santa Barbara County. A McDonald’s Restaurant Manager responded from home to review the store’s surveillance video camera footage. The video indicated the subject, the officers were detaining, was responsible for the fire. The subject was arrested and was cited and released.

Missing Person: On October 4, 2020, at approximately 1:30 pm, an Officer was dispatched to HPD for a Missing Person (MP). The Reporting Party (RP) wanted to report his 32 year old brother as missing. The RP last contacted the MP on Friday, October 2, at approximately 11:50 am. The MP said his car broke down, and he was in Lost Hills CA. The RP told his brother to go to a nearby Motel and wait from him and he would be there to get him within the next 24 hours. The MP was last seen wearing a long sleeve white button up shirt unknown color blazer and black boots. The RP received a call from a CHP Officer stating the officer had given the MP a ride to a Love’s Truck stop in Lost Hills. The RP got to Lost Hills on October 3, 2020, he located his brother’s vehicle; however, could not locate his brother. The RP determined MP never checked into a hotel and was not at the Love’s truck stop. An APB Flyer was sent out to agencies in California. The MP was entered into Missing and Unidentified Person’s System.

Fraud: On October 5, 2020, at approximately 8:50 am, an Officer handled a phone detail regarding a fraud. A Hercules resident claimed someone took money from her Cash APP account.

Theft from Unlocked Vehicle: On October 5, 2020, at approximately 12:51 pm, an Officer was dispatched to the 2100 block of Railroad for a theft from an unlocked vehicle. Sometime between October 2, at approximately 8:00 pm, and October 3, at approximately 5:30 am, an unknown suspect entered an unlocked 2019 Honda HRV, and stole a wallet from the vehicle.

Residential Burglary: On October 5, 2020, at approximately 5:53 pm, an Officer handled a lobby detail regarding a theft from a residence in the 500 block of Dutch Elm. On Sunday October 4, 2020, the ex-husband of the victim took her keys during the domestic violence case in Pinole. The

male subject went to the victim’s home in Hercules, where he has never lived, and let himself in. Officers went by the residence in and knocked on the door but there was no answer. The victim did not enter the home as she was concerned for her safety. On October 5, 2020, in the morning hours, HPD Officers conducted a civil stand-by, at the residence and the ex-husband was found inside. Pinole PD came out and served the served the subject with an Emergency Prospective Order and he left the residence. The victim later called HPD and claimed money and jewelry was missing from her residence. A case was taken for burglary.

Warrant Arrest/Probation Violation/Suspect in Theft of Purse: On October 5, 2020 at 7:55 p.m. Hercules Officers were dispatched to the area of Forest Run for a report of a female chasing after a purse theft suspect. The suspect was described as an adult male, wearing an orange shirt and black pants. Officers contacted the female reporting party. The reporting party said she is a Jack in the Box employee and reported her purse stolen, by the suspect, on September 25, 2020. She recognized the suspect, tonight, when he re-entered the restaurant. An Officer located the male suspect in the 300 block of North Wildwood. The suspect was being chased by another Jack in the Box employee. The 34 year old male suspect fit the description given by the victim. The subject had two active outstanding warrants; one Felony and one Misdemeanor. The subject is also on active Probation in Contra Costa County with a search clause. The subject was in possession of a glass pipe commonly used to smoke narcotics. An infield show-up was done, with the victim, and she positively identified the subject as the suspect who stole her purse. The subject was arrested for the warrants. The subject complained of pain in his left pinky finger and AMR responded. The subject was transported to Contra Costa County Hospital by an ambulance. An Officer followed and waited with the subject until he was medically cleared by a Doctor. The subject was then transported to the Martinez Detention Facility. However, MDF was closed due to a water leak. The subject was cited and released for his Warrants.

A couple of minutes later three subjects came into view briefly and walked towards the victim’s work truck, 2015 Chevrolet pick-up, and out of view into the darkness. The suspects pried open the truck boxes and stole several HVAC work tools

Violation of Court Order: On October 7, 2020 at 8:55 am, an officer took a report for a court order violation between two adult females. The violation occurred online and is a frequently recurring event.

Identity Theft: On October 7, 2020 at 10:07 am, an officer was dispatched to the lobby for an identity theft report. The victim said an unknown suspect got a business loan using the victim’s name.

Lost Property: On October 7, 2020 at 11:23 am, an officer was dispatched to the 100 block of Pavon for a lost driver’s license. The reporting party stated that he lost his driver’s license on October 5th possibly at Target in Pinole.

Found Property: On October 7, 2020 at 3:18 pm an officer conducted a traffic stop on a vehicle for a vehicle code violation. The officer found that the plate that was on the vehicle did not belong on the vehicle. The license plate was returned to the owner.

Vehicle Accident: On October 7, 2020 at 5:31 pm, officers were dispatched to the area of John Muir and San Pablo Ave. for a vehicle accident with one party complaining of pain. Officers located a two-vehicle collision, in the number 1 lane, of south bound San Pablo Ave north of John Muir Parkway. It appears an adult female was driving her 2016 Acura in the number one lane and slowed for an animal that was crossing the roadway. An adult male was behind the Acura and collided into the back of the Acura. The crash caused the second vehicle’s air bags to deploy. The male’s wife, who was in the front passenger seat, complained of chest. The wife was transported to a hospital.

Failure to Yield: On October 8, 2020 at 6:46 am, an officer attempted to make a traffic stop for vehicle code violation. The officer attempted to stop the 2015 Dodge Caravan at westbound 80 and Willow Ave. the vehicle continued at a slow rate of speed and finally stopped at El Portal Dr. The 48 year old male driver of the vehicle was cited and released.

Recovered Stolen Vehicle: On October 9th, 2020 at approximately 3:36pm, an officer made a traffic stop on a Ford F-150 for no license plates. A record’s check of the Vehicle Identification Number was conducted. The vehicle was reported stolen to Fairfield on July 4, 2020. The vehicle was towed. The adult male driver was released pending further investigation.

Missing Person (Returned): On October 9, 2020, at approximately 10:00PM, a 46 year old male was reported missing by his mother and was entered into Missing and Unidentified Persons System (MUPS) He later contacted his mother via telephone and advised he was out of town. He was removed from MUPS.

Located Missing Person: On October 10, 2020 at approximately 12:43pm, an Officer was dispatched to a family disturbance. A 20 year old male was found to be listed as a missing person. He was removed from MUPS.

Domestic Violence: On October 10, 2020, at approximately 11:48PM, HPD Officers were dispatched to a residence in the 2000 block of Pheasant Dr for a domestic dispute. The victim stated the father of her child assaulted her and fled the scene. During the course of the investigation the 44 year old male suspect returned to the scene and was placed under arrest. An Emergency Protective Order was granted and served. The subject was transported to the Martinez Detention Facility.

Theft by False Pretenses: On October 11, 2020 at 8:47 p.m. An Officer was dispatched to business in the 3700 San Pablo Ave. The reporting party is an employee of the business. She said, at 6:00 pm, she was working at the business when she received a phone call from an unknown suspect. The subject identified himself as a Police Officer. The reporting party said she was told to take money from her employer’s cash register and to purchase Green Dot reloadable cards to pay for fines. The reporting party purchased the cards and sent the codes via phone. The reporting party was then told to take out money from her personal bank account and to send the money via Venmo. The reporting party sent her own money, before realizing she was the victim of a scam.

CRIME PREVENTION TIP: Be very suspicious if anyone calls you, representing a Governmental Agency (i.e. Social Security; IRS; or a Law Enforcement Agency), and wants you to send money via a prepaid credit card or money gram. IT IS A SCAM!!!!!!. Governmental Agencies do not call you on the phone to tell you to pay a fine or bill. If you have any doubts about a call, lookup the official phone number (do not use the phone number they give you) and check on the caller.

Stolen Vehicle: On October 12, 2020 at 12:35 a.m. An Officer was dispatched to the 100 block of Diamond Ct. to take a stolen report for a Green ’99 Ford F-350 (pick-up truck). The victim said an unknown suspect stole his truck sometime between 5:00 p.m. on October 10, 2020, and the time of call. The truck was stolen from the visitor’s parking area in front of his house. The truck had an extended bed and a lumber rack.

Hit and Run Collision: On October 12, 2020, at approximately 12:56 pm, an Officer was dispatched to the 100 block of South Arbor Bay for a hit and run collision. Sometime between 12:24 pm, and 12:54 pm a 2012 Nissan Sentra was parked, facing north, on South Arbor Bay on the east side of the street. An unknown vehicle struck the driver’s side front of the vehicle causing moderate damage to the front driver’s side.

Auto Burglary: On October 12, 2020, at approximately 5:30 pm, an Officer was dispatched to Railroad and Santa Fe for an Auto Burglary which just occurred. The reporting party witnessed the crime, and described the suspect vehicle as a newer model Mercedes, and the suspect as a tall male adult in his 20’s. The suspect broke the driver’s side front window of a 2020 Volkswagen SUV and stole a backpack from the vehicle. The owner of the vehicle was not located so a notification card was left on the vehicle to determine what was in the backpack which was taken from the Volkswagen.

Supplement to above Auto Burglary: On October 12, 2020 at 7:18 p.m. an Officer contacted a

Richmond resident who identified herself as the owner of the 2020 Jetta. The victim said she parked her Jetta, earlier this afternoon at 4:50 p.m. on S/B Railroad Ave. She went for a walk and returned to her Jetta at 6:30 p.m. The victim found her driver’s window shattered and saw her purse was had been stolen from the driver’s floorboard where she left it covered with a scarf.

CRIME PREVENTION TIP: Many people drive to a scenic location to go for a run, walk, or bike ride. Here is a safety tip for you. Leave purses, laptops, and other valuables at home. Carry your personal items (ID, a small amount of money, keys, and cell phone) in a small fanny pack, backpack, or cross body bag. On warm days consider taking water (in a reusable container)

Miscellaneous: On October 12, 2020 at 9:09 p.m. An Officer handled a phone detail regarding the on-going child custody dispute.

Vehicle Theft: On October 13, 2020, at approximately 8:44 am an Officer handled a lobby detail for a vehicle theft. The adult male driver attempted to report the vehicle stolen, on October 12, 2020, at approximately 10:00 pm. On October 12, 2020, at approximately 1:00 pm. He told police he parked his 2014 Chevrolet Silverado at Refugio Valley Park and left it unlocked with the keys in it. He returned to his vehicle approximately 30 minutes later and it was no longer there. The driver’s mother is the registered owner, so he was instructed to have her come to the PD to report the vehicle stolen. The Officer determined the vehicle had been towed by CHP on October 12. 2020, at approximately 9:30 pm, after being involved in a hit and run in Brentwood. The driver left the scene on foot. A stolen report was taken.

Domestic Battery: On October 13, 2020, at approximately 11:27 am, HPD Officers were dispatched to the 300 block of Devonwood for an assault. Officers contacted a 47 year old male in front of the residence. The male stated his 52 year old girlfriend bit him and punched him a couple of times. The male had a large bite mark on his bicep, and a bump on his head. They both subjects reside at the same residence, but the male said he left the residence two days ago and was planning to move out. The female was determined to be the dominant aggressor and placed under arrest. A judge granted an Emergency Protective Order and the female was served. She was transported to the Martinez Detention Facility.

Hit and Run Collision: On October 13, 2020, at approximately 2:48 pm, HPD Officers were dispatched to Willow Avenue near the Highway 4 off ramp for a hit and run collision which just occurred. A 28 year old female was driving her 2015 Honda Accord, north on Willow, and came to a stop at Palm. The Honda was struck, from the rear, by a gray Chevrolet Malibu, driven by a female adult. The driver of the Honda pulled to the side of Willow Avenue and the driver of the Mailbu also pulled to the side of the road. The driver of the Honda got out of her vehicle and the driver of the Malibu took off driving north on Willow towards Viewpoint. The driver of the Honda followed the Mailbu, and observed the Malibu hit a 2016 Chevrolet Equinox, driven by a 69 year old female. The Equinox was turning north onto Willow from west Highway 4 off ramp. The Malibu was last seen entering Highway 80 eastbound. The two occupants in the Honda Accord were treated by American Medical Response for complaint of pain. Both occupants declined to be transported to the hospital.

Vandalism: On October 13, 2020, at approximately 6:26 pm, an Officer was dispatched to the 2000 block of Railroad for vandalism to two vehicles. Sometime between October 11th at 1:00

pm, and today at 6:15 pm, an unknown suspect cut the front and rear driver’s side tires on a 2008 Honda, and the driver’s side front and rear tires of a 2006 Honda.

Warrant Arrest: On October 14, 2020, at approximately 10:07 am, a 26 year old male came to HPD and turned himself in for an outstanding felony warrant. The subject was arrested and transported to the Martinez Detention Facility.

Outside Assist: On October 14, 2020, at approximately 2:49 pm, Dispatch advised of a 2012 Honda Accord was traveling on Highway 4 eastbound. The vehicle had a Department of Justice stop on it, out of Antioch, for Shooting at an Inhibited Dwelling An HPD Officer, driving on E?B Hwy 4, observed the Honda, and trailed the vehicle into Concord where Concord PD assisted stopping the vehicle. The solo, a 21 year old male occupant out of Pittsburg, was detained and later released per Antioch PD.

Shopping Lifting/Delaying a Peace Officer/Probation Violation: On October 14, 2020 at approximately 7:22PM HPD Officers were dispatched to Big Lots for a theft in progress. The suspects were described as an adult male; wearing a red shirt, and black jeans; and an adult female. They were last seen exiting the door. Officers located a male, matching the description of the male suspect, and attempted to detain him. The suspect ignored Officer’s orders and fled on foot. A short foot pursuit ended when the suspect was taken into custody near Dominos. The 59 year old male, of Richmond, was positively identified and the business desired prosecution. The suspect complained of chest pain and shortness of breath. He was cite/released and transported. By ambulance, for medical evaluation. The stolen were returned to the store and the female was not located.
