Synopsis As the CRTC prepares to hold a licence renewal hearing for the CBC, the Forum for Research and Policy in Communications (FRPC) believes it would be useful to provide interested parties with a contextual and historical analysis of the funding of this key component of the Canadian broadcasting system. The CRTC last renewed the Corporation’s licences in 2013, for a standard five-year period. The licences have now been extended administratively several times by the Commission. As the Commission itself observed in the public notice calling the CBC to the renewal hearing, the landscape of the broadcasting environment has changed considerably since the last time the CBC appeared: “The way in which Canadians consume and create content is changing. Online services and platforms are increasingly being adopted across the country.” This makes the May 2020 hearing a pivotal one for the CBC and for its future role in the national conversation. This paper uses financial data collected from 80 of the 83 Annual Reports published by CBC since 1937 to analyze public funding granted to and received by CBC for its operations.

As a result, the Corporation must find substantial cost savings. The Corporation has determined that it is no longer possible to continue operating its analogue television retransmitters. CBC/Radio-Canada will therefore cease transmitting from all analogue television rebroadcasting transmitters on July 31, 2012. 2 As the Commission is aware, last year the Corporation undertook to keep its over- the-air analogue television transmitters in operation for as long as technology and financial constraints would permit. Analogue technology and the related equipment and parts for repair are no longer readily available in the world. As we noted to the Commission and to the public last year in the lead-up to the August 2011 DTV transition, the expected life of these analogue transmitters is therefore very uncertain, and limited at best. With this uncertainty, and in the current financial environment, the Corporation has determined it is no longer possible to continue operating its analogue television retransmitters. 3 As a result of this decision, CBC/Radio-Canada has already given notice to affected tower landlords and has terminated all of the Corporation’s leases on the sites where our analogue television transmitters are located. We have also formally notified all BDUs of the termination of our analogue over-the-air television transmission at all sites effective July 31, 2012.

These amendments are effective 1 August 2012. The CBC plans to cease operation of all these transmitters on 31 July 2012. The application 1. The Canadian Broadcasting Corporation (CBC) filed an application to revoke the broadcasting licences for its television programming undertakings CBIT Sydney, Nova Scotia1 and CBKST Saskatoon, Saskatchewan2 and their transmitters (listed in Appendix 1 as per the CBC’s submission on 4 April 2012). The CBC also requested that reference to all analog transmitters for its 23 English- and French-language television stations (listed in Appendix 2 as per its submission on 5 May 2012) be removed from its licences. The CBC plans to cease operation of all these transmitters on 31 July 2012. Interventions 2. The Commission received numerous interventions from individuals located across Canada that either opposed or commented on the CBC’s plans to cease transmitting its television signals in analog. 3. Some interveners considered that the CBC’s plans discriminated against rural and low-income Canadians and that the CBC, as the national public broadcaster, should serve all Canadians equitably irrespective of location or income.
