I believe that all of us are glad to put be- hind us an unexpectedly challenging winter and look ahead to long days and warm nights. I would also like to welcome our new members and thank those who re- newed their memberships for 2010. Your dues help support the Founda- tion Bred Appaloosa. I am happy to announce the BOD approval of the expenditure of funds for a new Website. The voting results can be found in the FAHR Business section along with the FAHR want ads. In the Question and Answer you will find questions and answers on Horse Transfers. FAHR has Merchan- dise for sale jackets, long sleeve T-shirts, short sleeve T-shirts, belt buckles, mugs, calendars and decals. If there is something you would like to see in the FAHR Merchandise let us know. FAHR has programs for it’s members to par- ticipate in, The Performance Point Program, The Distance Program and the Saddle Log Program. The FAHR Website is a top priority for me in 2010. I am very excited about FAHR getting a new website hopefully it will be launched by the end of May. The website will be designed using XHTML, CSS and an open source content management system (CMS) which means we will be able to maintain it ourselves. The horse registry database will be designed using MySQL and PHP with CMS integrated. This website has a nice clean style, clear text, lines and areas that are well organized giving us a professional and great look. It will also be easy to navigate. The home page main image is a rotation and can rotate with several different images. There is a values/mission statement area, a Promotion area such as ‘Featured Farm’, News or Events area, Quick links, Resources area, our Sponsors and a Video area. A Shop on line for merchandise. The bottom of the home page will have an ‘About us’ area, Social (Forum) area and a FLICKR area which could be setup with pictures from the horse registry or other photos. Right now we are in the design layout and color phase. This is definitely the slowest part of the process. Once we are happy with the layout and colors, then everything gets conve rted to the website format and then integrate it into CMS. When this is complete transfer of the content from our current site to the new one. We also have started the programming for the horse registry. I can hardly wait for the day that we launch our new website. We will also be looking to obtain sponsors. There will be different levels of Sponsorships.

The current FAHR President and Vice Presidents term in office expires in 2010. Elections will take place at this years annual meeting. All nominees for President must be members of FAHR in good standing and been a board member for a minimum of 1 year prior to election.

The Annual Membership Meeting will be October 16, 2010.

One of the hardest things to do, at least for me is to ask for help. The Foundation Appaloosa Horse Registry needs your help. I know that economic times are tough right now but it is tough for the Foundation Appaloosa Horse Regis- try as well. We need your donations. No donation is to small. Your gift will be used to benefit the Foundation Bred Appaloosa such as to help fund the new website, awards for our programs and advertisements. We will have a web- site sponsor link on the home page. Click on the link and it will list the names of the donors but not the amounts. To maximize this opportunity to raise much needed funds for our registry I will match donations up to a certain amount. Why would I do this because it will double the amount and the Foundation Bred Appaloosa means a lot to me.

FAHR has it’s own breed, the Foundation breed Appaloosa, it’s own Registry and it’s own Stud Books.

I believe in the Foundation Bred Appaloosa. The old breeders knew what they were breeding for, and they had it, it was a horse that could get the job done.

PERFORMANCE POINT PROGRAM

Do you enjoy promoting your Foundation bred Appaloosa in open competition or ApHC or ApHCC approved/sanctioned shows and all-breed events including competitions hosted by national organizations? Do you compete in local open shows hosted by local clubs, saddle clubs, other breed organizations? If so the Foundation Appaloosa Horse Registry would like to present to you and the FAHR registered horse you compete with the opportunity to receive recognition and awards for excelling in competi- tions against and all horse breeds. The FAHR- Performance Point Program will accept most types of activities as long as the competition is sponsored by an organization or club that keeps official records for at least one year on the perform- ance of all horses entered in the event and have a show manager at the event who will sign a verification form presented by the exhibitor/competitor.

Eligibility - All applicant horses must be registered with the Foundation Appaloosa Horse Registry. Owner(s) must be a current active FAHR member in good standing.

Fees and Entry - An enrollment form must be completed annually for each horse competing in this program. The annual enroll- ment fee is $15.00 per horse. Point year runs from January 1st thru December 31.

Awards and Recognition - Any open, ApHC or ApHCC approved/sanctioned show or all-breed events hosted by a national organization is eligible to earn recognition and awards based on the number of points they accumulated during the point year.

Approved Categories - Category 2 (Games) limited to one-person events, team events are not included. If the owner competes in an event not included in one of these categories, you may request that your event be added by writing to the Foundation Ap- paloosa Horse Registry. If your request is approved the event will not be added until the following year. Category 1: pleasure, equitation (English & Western), hunter, trail, reining, jumping, driving & buckboard Category 2: barrels, pole bending, stumps, stakes race, flag picking, ring race, keyhole and mounted cowboy shooting. Team events not included. Category 3: Roping, cutting, steer daubing, team penning, sorting etc.

How to report your success - Complete and have signed your Exhibitor’s Report Form, Attach copy of show bill and return the report form to the Foundation Appaloosa Horse Registry within 30 days of the event. The FAHR Horse in each category with the most points will be named the High Point Versatility. The FAHR Horse who has accumulated the most number of points overall will be named the Performance Supreme Champion.

17 Palmer J. Wagner 1919 - 2010

Palmer J. Wagner, 90, passed away February 3, 2010 in Spokane, WA. He was born the third of four chil- dren to Jacob J. Wagner and Mary (Meier) Wagner July 6, 1919 in Farmington, WA. He purchased farmland near Garfield, WA in 1939 and married Lucille Schorpflin Octo- ber 16, 1940. He raised wheat but he also loved horses, especially the Appaloosa breed which he raised and researched most of his life.

This endeavor resulted in his book, The American Appaloosa Anthology, which was published in 1999. He also served during three U.S. Presidential administrations as a commodity lobbyist in Washington D.C. He was invited to and attended the Inaugural Ball of President John F. Kennedy. Palmer's services as a vocal soloist were often requested for funerals or special occasions in the greater Inland Empire. After the death of his wife, Lucille, in 1965, he married Maxine Rudy Meier on January 4, 1966. The Garfield farm was sold, but the horse ranching continued many more years. Palmer also worked as an insurance adjuster in the Portland, OR/Vancouver, WA area. He described it as "a fulfilling experience to verify, evaluate and pay bona fide claims, directly, without much time or litigation." After retirement, he was able to fulfill a lifelong dream of building his own home - a three-level log house in Colbert, WA.

He also strongly endorsed FAHR's policies and standards and felt it would go the farthest of "any other organization to restore respect for the horse that still is an Appaloosa" (quote was taken from a letter of his to me dated 5/12/98). Palmer had the heart of an Appaloosa and the heart of the Appaloosa never dies. TT

Palmer J. Wagner, historian, master breeder, author, promoter, a keeper of the Appaloosa breed flame. He was a man of his word and would help anyone, and has helped many. Few if any have done as much and worked as hard to maintain and perpetuate the Appaloosa as a Breed. It is obvious Palmer Wagner’s "The American Appaloosa Anthology" was a labor of love. Most Appaloosa breeders not only applaud his efforts but appreciate the Herc ulean task he undertook. Robert Peckinpah said this, “some may disagree with his conclusions and opinions but no one has ever had cause to question his honesty and integrity. He was never for sale”.

Not far from the coast of south- ern Spain we cause double takes wherever we go. Not just for our fabulous spotty Foundation Appaloosas, but also as we ride out Barefoot and Bitless!

Competing in Endurance and regularly trekking out across the mountainous terrain of the area, even our young 100% FPD stallion is easily and hap- pily schooled in his bitless bri- dle, and sure-footed and healthy with his unbridled hooves.

Our young FPD mare, beauti- ful with her full blanket and

blood spots, on the left, has just started schooling and already flexes, yields and has the start of laterals in her bitless. Even old know-it-alls have easily transitioned to a bitless bridle and to being shoeless. I have a 20 year-old mare who aged 16 I removed her shoes and re-schooled her bitless. She is like a young filly again. A joy to behold and ride! The transition is not difficult, but I also teach everything my gang need to know from the ground to start with, making the move to riding a simple process. Mutual respect brings mutual gain. I am blessed to have lovely horses - and honestly find my Appaloosas to be the most intelligent (and curious and funny). We are constantly all learning together. For them I studied Equine Podology (along with nutri- tion) for nearly 6 years to learn how to care for their hooves as nature intended them to be. Even a little flat-footed Arabian mare that came to

There were a few other shows available to Ayers in 1956, and Sheikh won his share, especially in the pleasure classes. Ayers' daughter. 27 FAHR SADDLE LOG PROGRAM

The Saddle Log Program is a great way for you to earn awards for any time you spend in the saddle on an Appaloosa. We have a program for adults and a program for youth. This program recognizes the need for personal achievement for the individual who daily or weekly enjoys the benefits gained from riding. Whether you ride out on the trail, train and compete in shows, ride in parades, perform ranch work, or whatever your pleasure, those hours will count towards earning great awards. Qualifications for the Saddle Log Program: 1. Credit for saddle log hours will not be given nor will records of hours completed be kept on any eligible person until he or she is enrolled in the saddle log program. To enroll, a program application must be completed and returned to FAHR along with the annual filing fee of $15 for adults and a one time filing fee of $20 for youth. Your FAHR mem- bership fees must also be paid for each qualifying year. 2. For adults, saddle log eligibility is for one year, with each FAHR MERIT PROGRAM riding season starting on December 1st (preceding year) and running through November 30th of that ride year. March 2010 ApHC Board Meeting: BOD Motion 39-07-09: The ApHC Board of Directors moves to amend Rule 204 with the addition of section C, as follows: C. Horses that are parentage verified by genetic testing as having both par- ents registered as listed in ApHC Rules 204.B.1.,2. and 3., but that do not have at least one parent with an ApHC registration classification of regular (#) per ApHC rule 204.A.1., and that would otherwise meet the requirements for Regular registration classification, and are not ineligible for ApHC regis- tration as stated in ApHC Rule 205 titled “Horses Not Eligible Registration,” may be considered for ApHC registration on a case-by-base basis by the reg- istrar. Horses that are not registered with an ApHC-approved breed associa- tion must adhere to ApHC registration procedures.

“ANYTHING GOES?”

Friends what this ruling says in layman’s terms is that any two horses cur- rently recognised as ApHC –approved breed, producing a crop-out Appa- loosa foal, regardless that there is no registered Appaloosa in the pedigree, this horse is eligible for regular registration with the ApHC. Now Quarter- horse to Quarterhorse can be registered as well as Thoroughbred to Thor- oughbred, etc if they present with an Appaloosa coat pattern with full breed- ing rights.
