ENCROACHMENT ON MONUMENTS

Will the Minister of CULTURE be pleased to state:

(a) whether the Government has developed the data base of all the monuments in the country and if so, the number of monuments acquired by the Archaeological Survey of India (ASI), State/UT-wise and year-wise; (b) the details of the monuments vulnerable to security risk and the security arrangements made for each of them; (c) whether a number of historical and protected buildings/structures/sites/ monuments have been illegally encroached upon by certain individuals and groups in the country; (d) if so, the details thereof including the total area attached/owned by each of these monuments along with the total area encroached upon, State/UT-wise including the of Akbar along with the action taken by the Government against the culprits during the last three years and the current year; and (e) the steps taken/being taken by the Government to keep such monuments free from encroachment? (a) The National Mission on Monuments and Antiquities has documented about 80,000 Built Heritage and Sites from various secondary sources in the uniform format of National Mission of Monuments and Antiquities for its dababase including protected and unprotected monuments. The State-wise list of monuments of national importance under Archaeological Survey of India in the country is at Annexure-I. Archaeological Survey of India has protected 3686 monuments in reference of them year-wise data is being collected. (b) Security arrangements have been made on all the centrally protected monuments through deployment of Central Industrial Security Force, State Armed Guard, Home Guard, Private Security personnel and Monument Attendants. The details are at Annexure-II(a) & II(b) respectively.

(c)to (e) Yes, Madam. There are instances of encroachments at 278 centrally protected monuments. The details of such monuments are at Annexure-III. The total area of the monuments and the area encroached upon is not available. The encroachment in the premises of the protected monuments/area are removed as per the provisions contained in the Ancient Monuments and Archaeological Sites and Remains 1958 (Amendment and Validation) Act, 2010 and Rules framed thereunder. The Superintending Archaeologist in charge of the Circles have also been vested with the powers of an Estate Officer to issue eviction notices/orders to the encroachers under Public Premises (Eviction of Unauthorised Occupants) Act, 1971. Assistance in containing and removing encroachments is also sought from the respective State Government/police force and where there are no fruitful results, actions are initiated against the encroachers by filing cases in the court of law. Regular watch and ward staff, private security personnel, State police guards and CISF have also been provided for the safety and security of selected monuments. The State Governments have also been requested to form State Level Committee to co-ordinate in the matter.
