The public will be allowed to attend and will be allowed to participate pursuant to the Open Public Meetings Law. *:* *:* Goals and Initiativesfor 2016 - by Mayor Gotto The beginning of a new year brings along an opportunity to establish goals, set objectives, and lay out the plans for the next 12 months. Several years ago, Howell Township started a formal process where the Mayor laid out the initiatives that the governing body would set as their priorities in the coming year, which would then be followed by the annual "State of the Township" address by the Township Manager. Tonight, I would like to continue to that tradition, but I want to remind everyone where we were just a few short years ago. Our facilities were in poor condition without plans or funding for improvement. Our revenue was decreasing, but our debt was climbing and represented a growing portion of our annual budget. Our community was growing, but our infrastructure, roads, and recreational areas and parks were starting to decline. Although we all had grand plans, the recession put everything on hold, but we knew the conservative financial practiced we deployed several years earlier would eventually pay off. It wasn't easy, but eventually the economy improved and we began to rebuild and 2015 was the real start of that process. We established zero-based budgeting which introduced a flat municipal tax two years in a row. We decreased the overall municipal operating budget. We permanently funded our old debt and provided long term financial stability, and were rewarded with improved bond ratings by outside agencies. We put resources where they were solely lacking, specifically the police and public works departments. We created a task force within the police department to combat the growing distribution of illegal drugs that were a threat to our children. We hired additional staff in DPW to improve roads, keep our community cleaner, and take better care of our resources and buildings. And we started major capital programs such as the Freewood Acres sewer project and paved more roads in 2014 and 201 5 than the previous 10 years combined. I would be lying if I said 2015 was easy. It wasn't. Increased expenses, the continuing property reassessment process, and the reappearance of affordable housing mandates made the end of 2015 a challenge. I want to thank those of you that took the time to listen to the message and offer solutions. We truly consider each and every resident as the most important members of the team when we make decisions. Although not everyone is always happy with every decision, when given the opportunity to be heard and offer input I believe we all are able to come together to solve problems. So although-we begin a new year tonight, we still have work to do. I believe we have a number of areas we need to focus our attention toward throughout the year, so I offer my (10) goals for 2016:

We need to remember the hardships we faced when times were tough, because it's bound to happen again. Although revenue is increasing and our financial outlook is very favorable, we can't just start on a spending spree. Howell is still an expensive town to own a home in, and I still hold out hope that my daughter can afford to live here as I start to think about retiring. Let's continue to separate "needs" from "wants" in our upcoming budget process so out children don't have to keep paying the bills for decisions we make today. Let's make 2016 the third year in a row with a zero increase in municipal taxes for residents at or below the township average assessment. Let's review our sewer utility surplus to continue our major projects but try to find a balance to return another savings back to our ratepayers for the second year in a row.

2. Our most important responsibility is to keep our residents safe. Let's continue to give our Police Department and Chief Kudrick the tools they need to keep us safe. We have seen the decrease in serious crime and drug related incidents when we effectively deployed teams to address those problems. As we begin our budget process, we need to continue to expand staffing for the street crimes task forces, bring back a full time traffic safety unit, and ad to the K-9 unit, all of which are still recovering from the necessary funding cuts we needed to make several yearsago. 3. With a change in our economy brings the opportunity for additional commercial and residential development within the township. Although the increase in commercial ratables along Route 9 has been the key ingredient in keeping municipal taxes stable, we need to be wary of overdevelopment and re-visit our p I a n n i n g a n d z o n i n g to ens u re that o u r v i s i o n for ou r commercial areas matches our current ordinances, and that we put measures in place to keep our interior areas rural long after we get done serving as elected officials.

4. We need to get smarter on how we acquire open space. Preserving farms is important, but 10 years ago the voters allowed us to use open space funds for other things, including the maintenance of our existing recreational facilities and current open space inventories. We should consider buying open space in areas of the township most threatened by overdevelopment in neighboring municipaliijes. 5. We should begin investing in upgrades to active recreational opportunities on township properly. I suggest we revisit the plans prepared in early 2015 by our Department of Community Development to expand our parks, improve sports fields, and provide amenities that can be enjoyed by residents of all ages.

6. We need to revisit our malmmun~ns to our niskhb (our customers). Our internet site needs to be more interache and easierto navigate We need to undmtand the role of social media in today's world and be able to effectively manage the message with facts so all residents are informed of the daily happenings of their local government.

7. Four years ago we began a process of steamlining our setvices, bringing all departments under one roof, increasing efficiencies and improving customer setvice. We should once again create a to p - t o - bottom review of all departments to make sure we are properly staffed and the proper structure is in place to meet our goals and to provide increased services to our residents.

8. With the assistance of our staff, we began a review of the current Assessment Demonstration Program (ADP) and its impact on Howell property owners. Although we know the former process of township wide reassessments at 10-year intervals was not good for the township, we need to take the current system and make sure it is an effective and equitable process for Howell. We will soon be meeting with our County Tax Board, Freeholders and state legislators to review the program, and call for a more spread out frequency of market rate assessments, with maximum allowable increases and decreases to individual property assessments so all neighborhoods can see some stability in the property values, and put measurements in place to prevent township-wide reassessments that have been devastating to us in the past.

9. One of our biggest accomplishments from 2015 involved a small group of citizens who worked tirelessly for the township to be recognized and certified by Sustainable as a "green" and environmentally responsible municipality. We should continue to provide resources and structure towards the next level of certification, not just because it opens up access for additional funding and grants, but because leaving a cleaner environment for our children is the responsible thing to do and make our beautiful community an even better place to live and raise a family. 10. And most importantly, we need to understand that we can't do any of this on our own. We need to work continuously with our peers in higher elected offices to provide the support and assistance we need. Each member of the governing body needs to interact with our counterparts at the County, State, and Federal government to make sure we have a voice. We need to meet with our state legislative team and their Senate and Assembly leadership teams to begin the dialogue in Trenton on issues that affect Howell residents ... issues such as meaningful pension reform, reducing mandates such as Affordable Housing and lowering taxes for residential property owners. And let's continue to work with our highly dedicated members of the two Board of Education as well as our Fire Districts to work on plans where the best services can be maintained at the best possible cost.

2016 will likely bring a new set of challenges, but I'm confident we have the team to continue on our success and I look forward to another great year for Howell Township. For me personally, I plan on treating every day of 2016 as though it was the first day on the job. I ask for your support as we all work together to make Howell Township the best that it can be. Happy New Year to all of you, may God continue to bless each and every one of you, and May God Bless Howell Township.

Township Clerk Wollman stated that changes on the agenda from Preliminary to Final Agenda include: Add Resolution R- 16-49 7A. 10 Authorize the Howell Green Team to apply for the Sustainable Jersey Grant Add Ordinance 0-16-1 9A.1 Amend Land Use, Chapter 188-69.1 entitled Agricultural Rural Estate (ARE-2) to eliminate Educational Facilities as a permitted use.

Councilman Guz asked for the assistance from the Freeholders regarding hiring a Howell Librarian. Freeholders present in the audience will follow up.

Sustainable NJ is a way to protect the environment, enhance what we are doing that is green. There are two levels of certification. Bronze certification means a municipality has made a commitment to sustainability and succeeded in implementing the first significant steps. This certification allows the Township to take advantage of programs and grants.

Presentation -State of the Township (Township Manager JeffMay$eld) State of the Township (January 2016) I truly consider it an honor and a privilege to present to you, the Governing Body, the residents, and employees of Howell Township this "State of the Township" message for 2016. The purpose of this presentation is to provide key information about the various accomplishments, services and changes within the town related to governmental services. Government is the means in which "we the people" have chosen to establish a framework for the orderly provision of service of many aspects within our everyday life. Although government is often looked at with a skeptical and critical eye, we, the Township Administration in close cooperation with the Governing Body, are striving to provide the many essential and beneficial services, in the most cost-effective and efficient manner, while also striving to uphold the values of integrity, character and transparency. Local government probably impacts the lives of our citizens more directly than any other level of Government. Through local government a significant amount of services related to protecting and serving are provided by our Police Department. Our roads are cleaned and paved, permits are issued, dogs are licensed, recreational camps are run, and many other day- to-day operations are maintained. In 201 5 many significant staffing changes occurred. In the Township's largest and most visible ~epartment,Chief Andrew Kudrick replaced Chief Ronald Carter within the Police Department. Also, Louis Palazzo became our new Chief Financial Officer, Robert Lewis became the Chief of the Fire Bureau, Melanie Decker completed her first full year as the new Director of Senior Services, Jeff Morrell was appointed as the Coordinator of the Office of Emergency Management, a new Township Manager was appointed, and nearly all Departments had personnel changes or restructuring take place, all of which were aimed at providing better service to the residents of Howell Township. Furthermore, the philosophy of a well-defined succession plans within each Department has been implemented to ensure continuity of services regardless of what may come down the road. Responsible management of the people's money is a key component when considering the State of the Township, and rightfully so. However, there are so many other factors that must be taken into consideration when evaluating the State of the Township in order to truly define how things are going here in Howell Township.

Let's review some of the details of what has occurred in Howell Township's larger Departments during 2015:

In the POLICE DEPARTMENT a strategy to increase trust and service has been implemented by a substantial increase in presence on social media, as well as through various press releases and community functions. The POLICE DEPARTMENT under the leadership of Chief Kudrick has adopted the new motto "Committed to Community" which has been defined to the officers as requiring the best interests of the community always being at the forefront of their duties. This is accomplished by treating each and every contact with the citizenry in a professional manner; handling each call with the utmost competence; ensuring a fair and impartial enforcement of the law; and aggressively prosecuting those who have harmed, or intended to harm their fellow citizens. These honorable goals are only possible by selecting the best personnel to join the ranks of the police department and properly training all officers on a regular basis. Howell Township is incredibly fortunate to be served and protected by one of the most highly regarded law enforcement agencies in New Jersey. Officers from Howell Township not only train their own officers, they are extremely active in training new officers within the Police Academy, as well as oficers from throughout the region in a variety of skills and topics through in-service instruction. The Howell Police Department works very closely with the Board of Education to assist in keeping the student population safe and secure. And nearly everyone is familiar with the Howell Police Athletic League which works hand-in-hand with the Police Department and residents alike to make Howell a better place to live and raise children. The overall staffing of the Police Department has increased seven additional officers on the road since 2013. The staffing levels can be seen on the slide shown, as can many of the structuring changes that have been necessary to make. One of the structuring changes includes the development of the Department's "Criminal Suppression Unit" aimed at battling the epidemic of heroin abuse. During the past year they arrested 240 people, seized approximately 10,000 decks, or doses of heroin and confiscated numerous other amounts of illegal drugs. There were four handguns and two assault rifles taken off of Howell's streets and approximately $200,000 in cash seized, in addition to twenty vehicles. Lastly, high visibility was maintained by the Criminal Suppression Unit making nearly 1,000 motor vehicle stops themselves. The Police Department as a whole made 13,522 motor vehicle stops in 201 5.

In addition the police department has developed other strategies to combat this horrific problem. Specifically, they strive to increase EXPOSURE to the problem by making the masses recognize such a problem exists. This is sometimes done through unconventional means such as edgy and a bit controversial posts on the Department's Facebook account. Although a bit different than the normal approach these posts have generated much activity on the social media outlets bringing attention to the problem.

Through EDUCATION within the schools and other public forums people are learning what to look for in order to confront the potential abuse of heroin and other illegal drugs at the earliest stage. As mentioned before ENFORCEMENT is still a key component of the strategy to address this epidemic and last but certainly not least through REHABILITATION the police officers have cultivated relationships with non-traditional agencies to help the users get the assistance they need to overcome their addiction. It needs to be mentioned that the use of Narcan has saved numerous lives within Howell Township this past year. This somewhat controversial tool has given many residents a second chance at life and hopefully recovery.

Within the COlVlMUNlTY DEVELOPMENT DEPARTMENT there have been numerous accomplishments realized. Under the leadership of Department Head Jim Herrman and his full- time staff of 24, and part-time staff of 3 they have handled all tasks affiliated within the Division of Land Use headed by Chris Jackson, Division of Engineering headed by Jim Herrman, and the Division of Uniform Construction Code, also referred to as the Building Department which is headed by Paul Orlando.

CODE ENFORCEMENT within the Division of Land Use is staffed by one full time official. At times he is supplemented by two other staff members as needed particularly during times when property maintenance issues are on the rise, such as during brush and leaf pick-up season, snow storms, etc. In 2015 there were 287 complaints received from the public. The staff wrote 997 notices of violations warnings which ultimately led to 406 follow-up summonses being issued. There was a total of $58,850 in fines paid. However it should be noted that compliance is always the primary goal which is why the rather lengthy process for enforcement is in place which allows significant time for residents to comply with most warnings prior to a summonses being issued.

The HOUSING OFFICIAL processed 410 rental certificates for changes in tenants and 521 landlord registrations with total fees being $93,100. Another facet of this official is to maintain the abandoned property registry. In 2015 there were 160 abandoned properties on the registry, nearly doubling the number from 2014.

The LAND USE official is responsible for reviewing everything from new house locations to fence and shed setbacks. In 2015 there were 1,079 applications made. 1,024 of them were approved and the others were either dropped by the homeowners, referred to one of the boards or are pending at this time. The total revenue generated for the applications was $74,635.

The DIVISION OF ENGINEERING handles numerous aspects of private development and capital improvements. In 2015 these three total staff members reviewed 256 road opening permits, 43 pool permits, 98 CCO's, 15 new commercial sites, 7 pole barns, 5 residential additions and 130 new homes, as well as 15 other miscellaneous projects. Total fees came to $83,500. Engineering also oversees the numerous grants through the New Jersey Department of Transportation, Community Development Block Grant, lblonmouth County Open Spaces, and others. Furthermore, they have facilitated major paving projects to include a total of 24.12 lane miles in 2015 alone. Between 2004 and mid-201 1 there were a total of 80.13 lane miles pave in town. Between rnid-2011 and the end of 2015 there have been a total of 90.93 lane miles paved with more already awarded for 2016 and the budget process ongoing for potentially even more. In addition to roadway improvements there have been 4,000 linear feet of curbing replaced, 11,600 square feet of sidewalk and 6,200 square feet of driveway aprons completed. These are just a few of the numerous accomplishment realized through the Division of Engineering.

In the BUILDING DEPARTMENT there is a staff of 10 who reviewed, and inspected any work performed to structures within Howell Township to ensure the compliance with the State Uniform Construction Codes. They issued 6,900 permits and performed over 16,200 inspections in 2015. The total permit fees in 2015 came to $1,700,000. The Building Department also responded to 655 requests for letters of no interest in addition to 375 requests through the Open Public Records Act which can be extremely time- consumirrg.

The DEPARTMENT OF PUBLIC WORKS is the second largest and a highly visible department within Howell. This Department is headed by George Gravatt who has been with the Township for nearly 30 years. He is assisted by his newly appointed assistant George Snyder along with three Foreman, Anthony Buonavolonta, Howard Belton and Frank Cerbone, in addition to their staff of nearly 50, inclusive of five additional employees since January 201 5, as well as the replacement of three others who retired. This Department is broken down into Divisions including, Roads, Buildings and Grounds, Vehicle Maintenance and an office crew. DPW is responsible for countless responsib~lities around the town including the maintenance of all municipal buildings, over 300 parks and open spaces and basins, leaf collection three times this year, brush pick-up two times, Christmas tree and bulk pick-up, pothole repairs, vehicle maintenance, snow removal which we have all appreciated the last few days, coordination of athletic fields, etc. During peak seasons of service these staff members work hours on end to provide a better level of service to our residents. In 2015 some of their noteworthy accomplishments included a significant "sprucing up" of the Senior Center, both inside and out, assisted with curb and sidewalk projects, facilitated the replacement of the generator at the Police Department, renovation of several Township parks and playgrounds, and numerous other accomplishments. Another function that falls within the purview of DPW is our Recycling Program under the supervision of George Snyder. In 201 5 the recycling rate in Town increased by 2%, complaints were reduced by 30% since 201 1, and other steps are actively being taken to provide even better service to our residents. The Township qualified for the Monmouth County Recycling Stimulus grant and received $51,713 through the recycling tonnage grant. Not least of positive steps involving our recycling program is the partnership with Clean Communities bringing education into our schools.

When it comes to the FINANCES OF THE TOWN there are multiple Departments that get involved.

First, the TAX ASSESSOR who is responsible to ensure all residents are properly assessed and taxed fairly for their properties. The municipal portion of a resident's taxes only comprises approximately 16% of the total bill. In 2014 there was a 0% municipal tax increase and $300,000 decrease in revenue raised by taxation. In 2015 there was again a municipal decrease in the budget of $500,000 resulting in another 0% tax increase. TOWNSHIP OF HOWELL JANUARY 25, 2016 TOWNSHIP COUNCIL REGULAR MEETING PAGE 7

I would be remiss if the Monmouth County Assessment Demonstration Program (ADP) that mandates property values to be assessed at 100% market value wasn't mentioned upfront. 'This program has been widely publicized and has generated a great deal of discussion. Since the ADP is currently being evaluated and exactly what this program will look like in the future is yet to be determined.

In 2015 the Annual Average Residential Municipal tax paid by our residents was $1,225.54, down from 2014 when the average municipal amount paid was $1,245.06. The Annual Average Residential Total Taxes in 2014 was $7,481.49, and in 2015 it was $7,682.73. The total line items for residences has grown from 16,163 in 2007 to 16,907 in 2016 showing that development in Howell is continuing.

On the commercial side the annual ratables continue to grow increasing to $756,456,400 in 2015 up from $698,890,600 in 2012. As you can see there has been nearly constant and considerable growth over the past five years and there is still more growth coming in 2016.

The TAX COLLECTOR achieved a collection rate of 98.1% in 2015. As of December 31st there were 848 tax and 751 sewer delinquent accounts eligible for tax sale in 201 6. Beyond the many details of the numbers involved in the Tax Collector's office, periodic meetings were held throughout 2015 evaluating our tax and sewer collector functions resulting in some procedural and training changes being implemented. A new staff member was added through a transfer from another department, and additional space was allocated to this department to allow the office to function more effectively to provide better service to the residents.

At this point I'd like to go over a GENERAL OVERVIEW OF FINANCES.

During the ten year period between 2005 and 2015 the Township has authorized a total of $48,771,500 in Capital Proiects. In the past three years a total of $23,080,000 was authorized in order to accomplish the many projects and improvements previously mentioned that clearly improve the quality of life here in Howell Township.

In 2015 we permanently financed a 2012 Bond Anticipation Note of $7,500,000 in a ten year bond expiring in 2026. This brings our General Obligation Bond Outstanding to $41,305,000.

Our NET DEBT as of December 31St,201 5 is $65,174,436 or 1.05% of equalized tax valuation basis. 3.5% is our maximum permitted, thus leaving the Township with a remaining borrowing capacity of $152,385,000. Although this debt sounds considerable it is important to realize the Township had our Standards & Poors bond rating reaffirmed in 2015 as "AA Stable". Furthermore, the issuance of much of our recent debt was discussed extensively due to the low borrowing rates available. The debt was obtained at a much lower rate than in the past allowing the Town to accomplish much needed capital projects, including the extensive TOWNSHIP OF HOWELL JANUARY 25, 2016 TOWNSHIP COUNCIL REGULAR MEETING PAGE 8

road, curb, sidewalk projects, as well as others. It was deemed, and still is considered to be a prudent and responsible time and manner to borrow while the funding was "cheaper" than in the past. Specifically, the ten year bond was obtained at a rate of 2.0%, thus reducing future higher interest costs to the Township and residents for projects that have to be completed. Moreover, our anticipated surplus balance is estimated to be a very respectable 5.2 million dollars.

The Township's REVENUE has steadily increased overall, with much of the increases attributed to more residential and commercial ratables, increases in Construction -Code Permits, other fees from permits and licenses, Municipal Court fees and collections, Rental Incomes, Delinquent Tax Revenue, and the aggressive pursuits of grants, including: Clean Communities, Senior Services, IVlunicipal Alliance, Recycling Tonnage, Bulletproof Vest, Police Highway Safety Equipment, Road Work and Community Development, etc. And other grants are being pursued by our newly established and Sustainable Jersey Certified, "Green Team".

IN CLOSING it needs to be stressed that this has been a very broad overview of the things going on within the Howell Township Municipal Government. Information was gained from each Department within the Township and to truly present all that was accomplished in 2015 would take much more time than I'm sure most would want to spend. But it has been an excellent year overall in spite of many, many challenges that came up.

However, the Governing Body and the Municipal Staff have been attempting to honestly confront each challenge head-on, evaluating policies, procedures and "the way things have always been done" to try to maintain the most effective, efficient, and transparent municipal Government our citizens deserve.

Mayor Gotto remarked that the State of the Township today is strong and asked that the report be posted on the Township's website.

Councilman Walsh requested that the Tax Assessor be present at the upcoming Budget Meetings to present his budget. Council asked to review budgets for Senior Services, Community Development, Public Works, Police and Township Manager.

8. Heaving of Citizens & Public Comment on Consent Agenda Items Juan Malave, 69 Gladiola Drive. Mr. Malave congratulated the governing body on the dedication of the Town Hall Building stating that he was proud that a decision was made to obtain the building making the Township more efficient. Mr. Malave thanked the Council for the stabilized tax levels, at least 2 years in a row with a 0% tax increase; also noting that this is the second year in a row with lowering the sewer user charges. snow removal on Gladiola Drive stating that the school busses will struggle to get through the community. Mayor Gotto stated that every storm the Township has a debrief to go through a list of improvements to be made and things to work on. Councilman Guz stated that the Township did an exemplary snow removal job.

Tommy Russo. Mr. Russo asked if the State of the Township will be available to the public stating that he is impressed with the accomplishments of the governing body. Township Manager Mayfield will put the report on the Township's website tomorrow. Mr. Russo stated that it was impressive that the Township has maintained a flat tax rate and thanked the governing body for the emails and alerts about snow removal.

Christopher Costa, Esq. Christopher Costa, Esq. representing Congregation Kollel, Inc. in reference to Ordinance 0-16-1, Chapter 188-69.1, entitled Agricultural Rural Estate 2 to eliminate educational facilities as a permitted use. Mr. Costa stated that Congregation Kollel, Inc. is currently before the Zoning Board as Chris Jackson has denied their request for a use variance. Mr. Costa stated that he is relying on this for the use on the property at 344 Ford Road for a yeshiva and urged the Council not to adopt this ordinance until his matter is resolved before the Zoning Board.

Angel Sanchez. Mr. Sanchez questioned why the snow plowing was not done curb to curb. Mayor Gotto responded that the initial plowing is done to maintain a single lane for emergency purposes to make the street passable and reasonably safe. The snow plow will return to the street to widen the roads. Deputy Mayor Nicastro stated that there is a Snow Control Plan on the Township Website to explain snow plow procedures.

Dan Cardellichio, 141 Plumstead Drive. Mr. Cardellichio stated that after listening to the State of the Township, he wanted to thank the governing body for all their hard work, mentioning that this is 2 years in a row with a 0% tax increase. End Heaving of Citizens

7. Consent Agenda Deputy Mayor Nicastro asked what the Township can do differently to hold developers accountable for snow removal within their development, roads not yet accepted by the Township. Council stated that it is unacceptable that people bought a home, pay taxes, but their streets are not plowed. Township Attorney stated that perhaps Community Development and Public Works can coordinate and suggest a policy. Council asked that the policy be reviewed and report back to the governing body by next meeting.

1. Meeting Called to Order Mayor Gotto called this meeting to order at 5:30 PM.

2. Opening Statement and Roll Call Township Clerk Wollman read the opening statement. Adequate notice of the holding of this meeting of the Howell Township Council was provided for in the following manner: (1) By the posting of a copy of said notice upon the bulletin board in the Township Municipal Building on February 12, 2016. (2) By the e-mailing of a copy of said notice to the Asbury Park Press, Tri Town News, and The Star Ledger for their information on February 12, 2016. (3) By the filing of a copy of said form of notice in the Township Clerk's office on February 12, 2016. The public will be allowed to attend and will be allowed to participate pursuant to the Open Public Meetings Law. The public is reminded that civility and decorum will be maintained during the meeting. Any contracts awarded at this meeting, or between now and the next meeting will be required to comply with the requirements of Public Law 1975 Chapter 127 (NJAC 17:27).

4. Discussion 201 6 Municipal Budget Township Manager Mayfield provided a recap of the proposed 2016 Municipal Budget stating that it has a 0% tax rate increase and is fiscally responsible. Township Council reviewed 2016 Personnel Requests. Council agreed to include in the 201 6 Budget: Part Time Salary Increase for EMS and DPW EMS Coordinator Code Enforcement Inspector Engineering Aide I1 2 new Police Officers as well as replacements for retirees All replacements that arise including a Deputy Court Administrator To be revisited mid-year: Deputy Director, Community Development Public Works New Hires

5. Hearing of Citizens Elizabeth Naskiewicz, 150 Maxim Road, Lake Restoration and Wildlife Committee. Ms. 1Vaskiewicz questioned if a horse trail would be incorporated in the Capital to the Coast trail through Bear Swamp. Ms. Naskiewicz stated that she has reviewed the Preliminary Design Report Capital to the Coast Trail and there is no mention of equestrian use. Councilman Guz stated that during previous meetings that equestrian use was to be permitted. Council stated that the Lake Restoration and Wildlife Committee will be involved with every step of the Capital to the Coast Trail process.
