2003 Editorial Daily NJPA Better Newspaper Contest Results Overall Awards Journalist of the Year, Daily “Profiting From Public Service” Paul D'Ambrosio Asbury Park Press, Neptune Judges comments: A clear winner. A powerful expose. It is evident that a ton of tedious work went into this massive project. A provocative, infuriating look at greed and self-aggrandizement in NJ’s political underworld. Would have seen boxes splattered throughout the pages separately addressing how each different “sin” gave the politician and his family/business quality of life advantages the voter who put him in office doesn’t have, but is paying for, etc. i.e. several jobs adding up to bigger pensions and a cushy upcoming retirement. I’d title the boxes, “How does this make you feel?” Would like to have seen a chart of how all politicians cited in the series for their misdeeds made out in the election: did they win or lose? By how many votes? One was cited (Bennett’s race). Great job! THE ROAD TO SADDAM After some four years prosecuting genocidaires in East Africa, and almost a year of working on fair trial rights for those accused of war crimes in West Africa, I was getting homesick. Longing for New York, but not yet over my love jones with the world of international criminal courts and tri- bunals, I drafted a reality television series proposal on the life and work of war crimes prosecutors and defence attorneys. -

Statement of Representations by Christopher Peter Lewcock on behalf of the Bulverhythe Protectors I have a Bachelor of Arts (Hons) in Urban and Regional Planning, a Diploma in Development Studies and an MPhil in Land Economy. I worked for a total of eleven years in English Local Authority Planning Departments. I have also worked as a lecturer in the Built Environment at the University of Greenwich. The Localism Act 2011 (the Act) imposes on a local planning authority the duty to cooperate. This is explained further in relevant Central Government Guidance published 6 March 2014 (the Guidance 2014). They are required “… to engage constructively, actively and on an ongoing basis…“(the Act) … “to maximise the effectiveness of Local Plan … preparation in the context of strategic cross boundary matters” (the Guidance 2014). The duty to cooperate is imposed on the Council preparing their Plan but is equally true in respect of strategic matters of any neighbouring local planning authority. I would submit that Rother District, due to a lack of constructive engagement by Hastings Borough Council, may be unable to comply with this duty to cooperate. My particular concern is with the handling of the Strategic Gap between Bexhill and Hastings. In its Submission Rother District sets out the extent of cooperation on the Hastings urban fringe (paras 4.56 et seq). “Rother and Hastings Councils put forward a joint approach to development in Hastings and Bexhill to advance their shared future prosperity through the respective Core Strategies. This included the establishment of the Countryside Park as well as mutually agreed transport infrastructure improvements, with the now constructed Link Road as the first priority. -

Inaugural Session Mr. Ajay Seth, Alternate Governor of NDB, Secretary (EA) of the Department of Economic Affairs, Ministry of Finance of India Mr. Seth is a member of Indian Administrative Service with most of his professional experience in the domains of public finance, social sector administration, urban transport and infrastructure dealing with matters concerning public expenditure, tax policy and administration, budget, accounts, project appraisal, foreign investments, bilateral and multilateral financial cooperation, development financing, public-private-partnerships, school education, health, urban transport and infrastructure. Out of his career of 33 years, he has been in the public finance and taxation domains for 18 years and in the social sector and urban transport & infrastructure domains for almost 3 years each in different positions in the Government of India, Government of Karnataka and the Asian Development Bank. He is a recipient of the Prime Minister’s Award for Excellence in Public Administration in 2013, being a member of the team for “transformation of commercial tax administration in Karnataka”. University of Roorkee and Ateneo de Manila University are his alma maters. He assumed the position of Secretary- EA on April 15, 2021. Mr. Marcos Troyjo, President, New Development Bank Prior to his appointment as President of the NDB, Mr. Marcos Troyjo pursued a successful multi-layered career in government, business, academia and the public debate on economic development. He recently served as Brazil’s Deputy Economy Minister and Special Secretary for Foreign Trade and International Affairs and represented the Brazilian Government on the boards of multilateral development institutions. -
