    29 THE PRINCIPALITY OF MONACO Giuseppe Franco Ferrari* Despite its limited size and population, the Principality of Monaco has all of the characteristics of a full-blown State, both in terms of internal sovereignty, construed as the power to make provision in relation to its own legal order through the adoption of legal norms, and also in terms of external sovereignty as independence from other foreign States.
