1. INTRODUCTION

1.1 Scope of Audit

A Road Safety Audit is a formal, systematic, assessment of the potential road safety risks associated with a new road project or road improvement project conducted by an independent qualified audit team. The assessment considers all road users and suggests measures to eliminate or mitigate any risks identified by the audit team.

This Road Safety Audit has been conducted following the general principles detailed in Austroads Guide to Road Safety Part 6: Road Safety Audit and in accordance with the requirements contained in the Main Roads Policy and Guidelines for Road Safety Audit.

This report results from a Stage 2 - Preliminary Design Road Safety Audit carried out on the proposed Placement of New LED Advertising Sign at Bussell Highway Slk 0.43 - Bunbury Turf Club.

The background and objective of the proposed project is to review the location of a proposed new LED sign and the impact with road users using Main Roads Policy for Advertising Signs required by the .

The Audit was undertaken by Bradley Brooksby of Brad Brooksby Consulting with reference to the details provided in the Audit Brief.

The audit comprised an examination of the drawings and other information supplied by Alex Doble of the Bunbury Turf Club as listed in Appendix D.

All the findings described in Section 2 of this report are considered by the audit team to require action in order to improve the safety of the proposed project and to minimise the risk of crash occurrence and reduce potential crash severity.

The audit team has examined and reported only on the road safety implications of the project as presented and has not examined or verified the compliance of the design to any other criteria.

The audit team visited the site on Thursday 2nd August 2018 at 4:30 pm. At the time of the site visit, the weather was overcast and the existing road surface was damp.

A night-time site visit was undertaken on Thursday 2nd August 2018 at 6:30 pm.

1.4 Safe System Findings

Safe System Findings aim to focus the Road Safety Audit process on considering safe speeds and by providing forgiving roads and roadsides. This is to be delivered through the Road Safety Audit process by accepting that people will always make mistakes and by considering the known limits to crash forces the human body can tolerate. This is to be achieved by focusing the Road Safety Audit on particular crash types that are known to result in higher severity outcomes at relatively lower speed environments to reduce the risk of fatal and serious injury crashes.

The additional annotation “IMPORTANT” shall be used to provide emphasis to any road safety audit finding that has the potential to result in fatal or serious injury or findings that are likely to result in the following crash types above the related speed environment: head-on (>70 km/h), right angle (>50 km/h), run off road impact object (>40 km/h), and crashes involving vulnerable road users (>30 km/h), as these crash types are known to result in higher severity outcomes at relatively lower speed environments.

The exposure and likelihood of crash occurrence shall then be considered for all findings deemed “IMPORTANT” and evaluated based on an auditor’s professional judgement. Auditors should consider factors such as traffic volumes and movements,

speed environment, crash history and the road environment, and apply road safety engineering and crash investigation experience to determine the likelihood of crash occurrence. The likelihood of crash occurrence shall be considered either “VERY HIGH”, “HIGH”, “MODERATE” or “LOW” and this additional annotation shall be displayed following the “IMPORTANT” annotation on applicable findings.

1.5 Previous Safety Audits

1.6 Background Data

1.6.1 Crash History

A study of the recent crash history has been conducted 200 m before and 200 m after the proposed sign location (Slk 0.23 - 0.64) for the five-year period to the end of December 2016. This showed that there were 5 reported crashes within the extracted data which is summarised below:

 3 RUM 31 Rear end crashes with Property damage severity; and  2 RUM 32 Rear end crashes with Property damage severity. All the crashes were midblock and during daylight conditions.

1.6.3 Road Details

Bussell Highway is under the care and control of the City of Bunbury from Nuytsia Avenue (Slk 0.0) to (Slk 1.38). The road is a with two traffic lanes in each direction. A median of 6 - 7 m width with small trees separates the carriageways.

The speed zone of Bussell Highway remains at 60 Km/h for its full length. The road is a major arterial road connecting commercial areas of Bunbury with the residential areas to the south of Bunbury and further to towns south of Bunbury.

The road typically has right turn pockets at intersections and dual lane . It is sealed, kerbed, lit and has off road paths. The road has limited direct access with only large commercial developments with direct access.

In the vicinity of the proposed sign, the traffic lanes are 3.5 m wide (7.0 m) and each carriageway has a sealed shoulder on the left lane of 0.5 m. The shoulder is not kerbed, matching in level with a grassed verge in neat condition.

1.6.4 Casualty Crash Parameters

From Main Roads Policy and Application Guidelines for Advertising Signs Within and Beyond State Road Reserves - Jan 2018. A Crash History – to ensure the device is not placed in a high crash rate area or at an intersection with high casualty crash densities is required.

The following is the crash history for the proposed LED sign location at 0.43 Km Bussell Highway.

1.6.5 Rolling 1.0 Km Southbound

To determine crash rate use 1.0 km before - Bussell Hwy starts at Nuytsia Ave so include 0.57 Kms of Blair Street. End location is 500 m past the sign so 0.93 Km Bussell Highway.

Data

After obtaining all City of Bunbury crash data for the past 5 years from Main Roads, removing duplicates, filtering to Blair Street (2040005) and Bussell Highway (2040556), removing intersection crashes, and filtering for casualty crashes 9 crashes remained. Of these one crash one Bussell Highway at 0.72 Slk remained within the 1.5 km section of Blair Street from 0.00 - 0.57 and Bussell Highway from 0.00 - 0.93

The crash 0.72 Slk on Bussell Highway was recorded as a Medical severity, RUM Code 31 Rear End Crash, which for a posted speed of 60 has a crash risk score of 8.

Using Table 3. Metropolitan Critical Crash Rate Thresholds and Highway with speed zone 60 Km/h, the critical crash rate for the sign location is 265.7.

The maximum crash rate for a road with a posted speed of 60 Km/h is 206.3 for Highways and 436.4 for Main Roads. Bussell Highway is much lower with a crash rate of only 19.83 in the rolling 1 Kilometre section.

1.6.6 Rolling 1.0 Km Northbound

To determine crash rate use 1.0 km before - Sign location is 0.43 Bussell Highway. 1 km before is 1.43 Km Bussell Highway and 0.5 km after which is 0.07 Blair Street.

Data

After obtaining all City of Bunbury crash data for the past 5 years from Main Roads, removing duplicates, filtering to Blair Street (2040005) and Bussell Highway (2040556), removing intersection crashes, and filtering for casualty crashes 9 crashes remained. 1.6.7 Proposed Sign

Location of the sign is approximately 50 m from Vasse Street which is a service road on the eastern side of Bussell Highway providing access to a health centre and car sales.

The physical location of the existing sign is 7.6 m from the painted edge line of Bussell Highway southbound. The sign is within the property of the Bunbury Turf Club.

The proposed new location for the LED sign is approximately 10 m to the south (further away from Vasse Street) and within the Bunbury Turf Club property.

The proposed sign is not within the clear zone for traffic using Bussell Highway. It is located on private property, it is clear of sightlines for vehicles accessing and exiting gate 4 of the Bunbury Turf Club.

The proposed sign is away from the path along Bussell Highway and does not interfere with path users.

The proposed new sign will meet the City of Bunbury new Policy for Signage and Advertisements which includes requirements for LED signs. The proposed new sign will have a minimum dwell time of 40 seconds which is suitable for the 60 Km/h speed zone of Bussell Highway.

2. ITEMS RAISED IN THIS AUDIT

2.1 Finding – The LED Sign may be a distraction for road users of Bussell Highway

The sign may distract road users attention away from the road.

Justification of the finding:

A distracted driver may be unaware of traffic movements resulting in a crash.

The Road Safety Commission website details “A distracted driver puts themselves, their passengers and other road users in significant danger. Mobile phones, kids in the back seat, activity on the roadside, eating and drinking can all distract a driver.1

Main Roads WA Policy and Application Guidelines for Advertising Signs within and Beyond State Road Reserves - January 2018 details in part “An advertising device may be considered a traffic hazard if it interferes with road safety or traffic efficiency; or if it: - Distracts a driver at a critical time (high demand, decision making areas).”

The location of the proposed sign is in a low decision making section of Bussell Highway, the crash rate before and after the proposed signs location is very low.

A portion of the proposed sign may be seen at the of Bussell Highway, Parade Road and Brittain Road. However, the LED sign is only 2.0 m2 and is 320 m from the centre of the roundabout with numerous trees in the median and verge screening the sign. It is very unlikely to be a distraction for drivers at the roundabout.

Recommendation

The sign will distract some road users traveling along Bussell Highway. Ensure that the dwell time and brightness of the sign meet with the Main Roads Policy and Application Guidelines for Advertising Signs within and Beyond State Road Reserves - January 2018 guidelines.
