CULTURE / COMMISSION: EU launches Young Talent Architecture Prize On 16 September, the European Commission launched the Young Talent Architecture Prize (YTAP). The new initiative aims to support young talents to build an international career. The announcement, made by Tibor Navracsics, European Commissioner for Education, Culture, Youth and Sport, came during Shaping European Cities, the opening event of the exhibition dedicated to the European Union Prize for Contemporary Architecture - Mies van der Rohe Award in Brussels. The Prize will choose winning projects based on their excellence, authenticity and innovative nature, as well as their sustainable approach. The winners will receive a financial reward and become part of the network of awarded architects of the Prize. Moreover, they will have the opportunity to travel, visit, and experience the best examples of architecture. An international jury will select the winning projects from three best Master's degree projects from Europe. The selection will be made from proposals submitted by about 50 accredited schools and universities in Europe, expanding in future editions to other geographical areas. In particular, I want public service broadcasters to be able to effectively fulfil their duties such as promoting culture,” said the Commissioner. The Digital Market Strategy, a priority for policy makers in Brussels, has immense potential to boost Europe's cultural sector and strengthen its cultural diversity. According to the Commissioner, it will be key for policy to get four central elements

Increasing visibility for Europe’s Industrial Heritage at European Heritage Days 2015 During the month of September, Europe examined its shared past through the unique lens of its industrial heritage with more than 30 countries joining this common theme for the 2015 edition of European Heritage Days. Throughout Europe the remains of its industrial past are visible everywhere: bridges, canals and railways, many still in use today and making invaluable contributions to the economy. However, in most countries there are signs of long-gone industry – a derelict mill, a rusting machine, a brick chimney - all

marking the sites of a once-thriving workplace and community. By focusing on this theme, European Latest EU Policy Heritage Days used the industrial past to tell the story of change, development and creativity and of how Developments and where Europeans worked, the kinds of jobs and how citizens lived. More than 20 million people participated in over 50,000 heritage events across Europe, each highlighting the historic economic links Europeans share through the vast legacy of industrial heritage sites. CULTURE / PRESIDENCY: Culture is the “hidden gem” in making Europe a stronger global actor On 3 and 4 September 2015, the Luxembourg Presidency of the Council of the EU organised a conference in Luxembourg, entitled "Culture and development: towards a more strategic approach to cultural policies in the EU's external relations". The aim of the conference, which brought together forty European and international speakers, was to give insight into the way in which culture and development interact, and also to raise questions about the coherence of cultural policies and cooperation in development. The European Commissioner responsible for Culture, Education and Sport, Tibor Navracsics, stressed that culture was an "integral part" of the EU's work with regard to sustainable development. “We are witnessing a real paradigm shift. ‘Cultural diplomacy’ is moving away from merely showcasing the excellence of a country. Instead, it is becoming a process of mutual learning and ‘co- creation’ based on equal partnerships,” he said. The Commissioner mentioned the EU is trying to develop this aspect of its foreign policy, adding that culture can facilitate dialogue and improve understanding between people in situations where terrorism threatens to divide. To conclude the conference,

CULTURE & EDUCATION / PARLIAMENT: Cultural diversity and education recognised for capacity to foster mutual understanding in Europe On 15 September in Brussels, the European Parliament’s Committee on Culture and Education held a hearing to discuss the role of intercultural dialogue, cultural diversity, and education in promoting EU fundamental values. Led by the Committee’s chair and MEP, Silvia Costa, this hearing brought together policy makers, decision makers, and experts in culture and education to debate ways to foster mutual understanding. Ms. Irina Bokova, Director-General of UNESCO was invited as a special guest to address the Committee on the role of UNESCO for the protection and promotion of cultural diversity. During her presentation, Ms. Bokova highlighted UNESCO’s cooperation with the European Union, particularly in the

fight against illicit trafficking, the protection of cultural heritage, and the response to emergency situations. EDUCATION / COMMISSION: Education to play a key role for ensuring integration of refugees and migrants in Europe On 30 September in Brussels at the 30th European Students' Convention, the European Commissioner for Education, Culture, Youth and Sport, Tibor Navracsics, outlined how the EU helps Member States reform their education systems and highlighted how this cooperation is crucial in tackling a most pressing challenge: how to integrate the many refugees and migrants coming to Europe. While all levels of education play a role, the Commissioner remarked that “higher education has particular answers to offer –

by activating the solidarity that is one of the fundamental traits of the academic world.” He cited examples of universities setting up special courses for refugee students to continue their education or ways for assessing students who arrive without documents. However, more needs to be done to pool these ideas and best practice and to share them throughout the EU so universities, teachers, and students can learn from each other and scale up successful initiatives. The Commissioner also announced plans for the European Commission to host a meeting of recognition centres from across Europe. The EU wants to Latest EU Policy
