You know what I mean — all the fl uff and fuzz that comes out of nowhere to blanket the city in June as if we are pining away for some snow and crave a substitute. Now that it’s disappeared, we can get back to the issue at hand, or the issue in your hand, namely Passport. Our magazine is particularly well-named this month, in light of our theme for July: “Foreigners in Russia, Russians Abroad.” We kick off with a tribute to Russian-Soviet poet Vladimir Mayakovsky (as in the metro station on the Green Line), who was not only born this month in 1893 but is famous for penning the poem “My Soviet Passport” (see page 4). Moving on, the centerpiece of this issue is Crossing Borders, a quartet of stories about people in history who did just that. Returning to the present day, Timur Beslangurov off ers his take on Russia’s policy toward foreigners working in Russia. Read about getaway destinations such as the city of Odessa (page 20) and Ulaanbaatar (page 16), travel writer Neil McGowan’s fi nal stop on his way to Beijing for the Olympic Games. For those of us staying in town, get the lowdown on what’s doing in Moscow this month in the way of arts and John Ortega entertainment and how to get there (see the penultimate installment of Ray Nayler’s series about the Moscow metro, page 22). Among the foremost representatives of Russian Futurism, he went to considerable lengths to debunk idealistic and romanticized notions of poetry and poets, preferring instead the language of the streets. During the Russian Revolution, much of his poetry called for support of the Bolsheviks, garnering him respect from Communist officials. In 1930, troubled by critics and disappoint- ment in love and politics, he shot himself with a revolver. Stalin, who proclaimed indifference to Mayakovsky’s works a crime, was among those who eulogized the poet. “The poem of the Soviet Passport,” written in 1929, is an example of Mayakovsky’s short, simple, rhythmic lines, which he was known for reciting in sten- torian, declamatory style.     1 2 3 4 Preface by Edward Crankshaw the now we know a good deal about the brutalities inflicted by the government of the Soviet Union upon those who incur its displeasure. The independent testimonies of survivors add up to a circumstantial and terrible indictment, so that it may be fairly said that anybody who still denies the evidence is the sort of person who would deny anything-or the sort of person who, to preserve his own illusions, will stop his ears to the cries of the dying and condemned. Where we are less well informed is about the effect of the regime on the great mass of Soviet citizens who have managed to keep out of serious trouble. It is not enough to be told by Soviet refugees what Russia looks like through spectacles acquired in Paris, London, or New York. We want to know what it looked like when they were still in Moscow, Odessa, or Novosibirsk, before they began to dream of escaping to the West, or at least before they knew enough about the West to make comparisons. This is not idle curiosity: it is the only way of getting even a faint idea of how the r6gime appears to those who must still live under it. Major Klimov's book is very helpful in this matter. It is a sober, yet vivid, account of life as lived inside the Soviet bureaucracy seen, as far as it is possible for an outsider to judge, very much as it appeared to the narrator before he decided to break away-as it must therefore appear to countless other intelligent Russians who are engaged at this moment in making the machine work.

    John Elphinstone (1722-1785) John’s family had lived in Orkney since about 1550, but their lands having been lost or dispersed to various cousins, John’s father, John Elphinstone (1703-1743) came to London and took up a seafaring life, initially in merchant ships and then in the Royal Navy. He married (30th December 1721, St. Mary’s Whitechapel) Ann Williams, daughter of a West India planter, and their son John was born 4th October 1722 and baptised at St. Paul Shadwell, Wapping (the ‘sailor’s church’). At the time John passed his examination for the rank of Lieutenant, on 11th July 1745, he had already been at sea for six years, including in the merchant service in the Mediterranean. He was promoted to Lieutenant on 23rd August 1746, when he was serving on the Scipio. John married Amelia Warburton (1735-1786; daughter of John Warburton, Somerset Herald of Arms and antiquary) in 1750; they had 11 children. By 1757 John was serving on the Royal Sovereign when he was promoted to Commander of the London Buss, which served as a convoy ship to protect the Dutch mails (the Dutch were neutrals during the Seven Years War). On 5th May 1757 he was appointed as Commander of the fireship Salamander, initially going out to the Mediterranean and then serving under Commodore Lord Howe in his campaign against the French Channel ports during the summer of 1758. This involved a series of ‘hit and run’ amphibious attacks on French ports including St. Malo and Cherbourg. After a partially successful attacks on St.
