1 INTRODUCTION

1.1 This Travel Plan (TP) has been prepared by Transport Planning Associates (TPA) on behalf of NHS Property Services Limited in order to support the sustainable operation of an approved urgent care centre (Ref: 16/12285/OUT) on land to the north of Marshall Road, Devizes. The development masterplan is included as Appendix A.

1.2 This TP is a requirement of Condition 10 of the planning consent, which states:

“No development shall commence on any approved phase of development until a Residential Travel Plan (in regards to the housing units) and a Commercial Travel Plan (in regards to the Urgent Care Centre) for that phase of development has been submitted to and approved in writing by the Local Planning Authority. The Travel Plan shall include details of implementation and monitoring and shall be implemented in accordance with these agreed details. The results of the implementation and monitoring shall be made available to the Local Planning Authority on request, together with any changes to the plan arising from those results.”

1.3 This TP has been prepared with reference to the following documents as appropriate:

(i) Wiltshire Council’s Development Related Travel Plan Guidance; (ii) Good Practice Guidelines, Delivering Travel Plans through Planning Process, published by DfT (2009); (iii) The Essential Guide to Travel Planning, published by DfT (2008); (iv) A Guide on Travel Plans for Developers (2006); (v) National Planning Policy Framework (2019); and (vi) Workplace Travel Planning, Sustrans.

1.4 The core aims of this TP are to:

(i) set out the scope and objectives of travel planning at the site; (ii) provide a review of the accessibility of the site by sustainable modes; (iii) set out initiatives and measures to promote accessibility by non-car modes; (iv) set out modal share targets; (v) set out the management requirements of the TPC role; and (vi) set out requirements for monitoring and reviewing the TP.

2 SCOPE AND OBJECTIVES OF THE TRAVEL PLAN

Scope of the Travel Plan

2.1 Travel Plans present the opportunity to raise awareness of the consequences of travel choices, the benefits of alternatives and the opportunity to minimise the impact of motorised travel on the environment. A Travel Plan can bring the following benefits:

(i) to the individual - through improved health, reduced stress and cost savings; (ii) to the community - by the organisation and staff demonstrating commitment to environmental priorities and setting an example to others; and (iii) to the environment - through improved local air quality with less noise, dirt and fumes, which can contribute to other national and global improvements. 2.2 The Travel Plan is more than a document, it is a process that is managed and follows the classic management system process of ‘Plan, Do, Review’. In this case it is termed “Plan, Implement, Monitor” and the process is illustrated in Plate 2.1.

Objectives of the Travel Plan

2.3 The following key objectives are identified:

i) to reduce the staff car travel;

ii) to increase car sharing;

iii) to increase the use of public transport;

iv) to increase the use of walking and cycling; and

v) to achieve a high awareness of the TP within one year following implementation.

2.4 An effective Travel Plan will be managed as a process, planned, implemented and monitored by:

 being site specific; every site is unique and the measures will be determined by the opportunities and constraints of the site itself, the provision of existing walking and cycling infrastructure and the existing public transport provision;

 providing a combination of hard measures (e.g. site design and improved sustainable infrastructure) and soft measures (e.g. provision of information and incentives); and

 providing a holistic package of measures that are integrated with one another and the development and its marketing and promotion.

2.5 The plan will evolve over time, and the assigned Travel Plan Coordinator (TPC) will monitor and review the targets for travel on a regular basis. The initiatives and measures proposed in this TP may also be subject to change, if they are found to be impractical, or if the identified targets are not met.

3 ACCESSIBILITY

Site Location

3.1 The site is located in south Devizes, approximately 1.5km to the south of the town centre. The site is surrounded by residential properties to the west and north, permitted under 16/12285/OUT, Devizes Treatment Centre to the east and Marshall Road to the south. The location of the site is shown in Figure 3.1.

3.2 As shown on the masterplan attached as Appendix A, vehicular and pedestrian access is to be achieved via the existing Devizes Treatment Centre access road from Marshall Road.

3.3 The location of existing pedestrian, cycling and public transport infrastructure within the vicinity of the site is shown at Figure 3.2 and summarised below.

Pedestrian Accessibility

3.4 The site is accessed directly from Marshall Road which, in the vicinity of the site, provides a shared footway cycleway along the northern side of the carriageway and footway along the southern side of the carriageway.

3.5 Marshall Road provides a continuous pedestrian connection to the residential areas to the north, east and west of the site. The areas surrounding the site are primarily residential in nature, with a good level of pedestrian infrastructure provided, including footways, street lights and crossing points.

3.6 A continuous pedestrian connection is available from the site to Devizes town centre via footways located along Green Lane, Pans Lane and the A360.

Cycling Accessibility

3.7 The site benefits from being located on the Devizes Cycle Network, as shown on the map included at Appendix B.

3.8 Marshall Road provides an approximately three metre wide shared footway cycle way along the northern side of the carriageway. The Devizes Cycle Network map provides recommended cycle routes from the site to the town centre, via surrounding residential areas, following off-road surfaced cycle paths or roads which are generally subject to a 20mph speed limit.

3.9 National Cycle Network (NCN) Route 4 is located approximately 1.5km to the north of the site and can be accessed via cycle routes recommended on the Devizes Cycle Network map. In

the vicinity of Devizes, the NCN Route 4 provides a cycle connection to Bradford-On-Avon and Pewsey via sections of on-road and traffic-free paths.

Public Transport Accessibility

3.10 The nearest bus stop is located on Marshall Road, approximately 70m west of the Devizes Treatment Centre access. This bus stop is served by the 1 and 1A circular services which operate between the town centre, Nursteed and Green Lane Hospital. A summary of the services available is provided in Table 3.1 below.

3.11 Table 3.1 demonstrates that the 1 and 1A services provide regular and frequent connections to central Devizes and residential areas located in the vicinity of the site of a weekday daytime and Saturday.

4 TARGETS

Baseline Travel Behaviour

4.1 Staff baseline mode share will be determined through travel surveys carried out within six months of occupation at the site. In the interim, 2011 Census method of travel to work data for the Wiltshire 025 and 026 MSOA’s, within which the site and wider area of Devizes are included, have been used to forecast baseline mode share. This is summarised in Table 4.1 below.

4.2 It is shown in Table 4.1 that ‘car driver’ is forecast to be the dominant mode share amongst staff for journeys to work. However, it is also shown that the mode share of journeys to work made on foot is relatively high, with other sustainable modes, including car share (passenger) and cycling having a similar mode share of around five percent.

Targets

4.3 Targets are the measurable goals that must be set to assess whether or not the objectives of the plan are being achieved. This TP has the key objective of minimising the proportion of staff journeys made to and from the site by car, whilst increasing the mode share of sustainable modes. The following staff journey to work mode share targets have been set for five years post first occupation, which reflect the forecast baseline mode share:

(i) to reduce the mode share of car driver trips by 10 percentage points; (ii) to increase the mode share of walking by five percentage points; (iii) to increase the mode share of car share and cycling combined by three percentage points; (iv) to increase the mode share of bus travel by one percentage point; and (v) to achieve at least 75% awareness of the TP.

4.4 In accordance with Wiltshire Council’s Development Related Travel Plan Guidance, Travel Plans should be monitored over a five year period. The indicative five year staff mode share targets are set out in Table 4.2 below.

4.5 The targets set out in Table 4.2 have been set in consideration of the forecast baseline mode share. It is however reiterated that baseline staff travel surveys will be undertaken within six months of occupation and targets amended accordingly.

4.6 Overall, it is anticipated that the measures set out in Chapter 6 of this TP will help increase the mode share of staff sustainable transport trips and allow the key objective of this TP to be attained; reducing single occupancy car driver travel.

5 MANAGEMENT STRATEGY AND MARKETING

Roles and Responsibilities

5.1 A TPC will be appointed to oversee the implementation of the TP for the site and lead the strategy for meeting the objectives.

5.2 The responsibilities of the TPC will include, but not be limited to, the following:

(i) to oversee the implementation of the TP; (ii) promoting the TP to employees; (iii) producing and distributing staff Travel Information Packs; (iv) acting as the liaison between the operator, Wiltshire Council, public transport operators and other relevant stakeholders; (v) undertaking staff travel surveys; and (vi) monitoring the progress of the TP and reporting back to Wiltshire Council.

5.3 After the initial five years of travel planning at the site, it is anticipated that the TPC will hand over the roles and responsibilities to the occupying organisation to allow the ongoing implementation of the Travel Plan.

Awareness and Marketing

5.1 It is anticipated that the TP will be promoted to staff in the following ways:

(i) Travel Information Packs; (ii) Marketing material such as posters and leaflets; (iii) Marketing material included within staff pay-slips; (iv) Electronic methods, such as intranet or e-mail to disseminate new initiatives; (v) Travel Plan Notice board strategically positioned in the development (i.e. break area or canteen), providing up to date sustainable travel information; and (vi) Production of an annual TP newsletter.

6 INITIATIVES AND MEASURES

Proposed Initiatives and measures

6.1 A list of initiatives and measures has been identified in Table 6.1 below that are in accordance with Wiltshire Council’s Development Related Travel Plan Guidance and based on our experience of Travel Plans at similar developments.

6.2 Where possible, these measures will be implemented on occupation, in order to maximise the opportunity to influence staff travel patterns. Central to this will be the issue of a Travel Information Pack to all staff on occupation, which will include a number of the measures set out in the below table.

6.3 An Action Plan with indicative timescales and responsibilities for the implementation of measures is also included at Appendix C.

The promotion of bus services in the Travel Information Pack and the provision of up-to-date bus timetable 9 information on the staff noticeboard.

11 Investigate the opportunity for local bus operator’s to provide discounted fares for staff.

6.4 All of the above measures will be reviewed by the TPC as monitoring highlights which measures have been successful. Measures will be subject to change to ensure the TP continues to target influential areas of travel behaviour change.

7 MONITORING

7.1 Monitoring of staff travel behaviour is important to understand whether the measures included within the TP are effective and the targets are being achieved; providing the opportunity to review the implemented measures accordingly.

Staff Travel Surveys

7.2 Wiltshire Council’s Development Related Travel Plan Guidance requires TP’s to be monitored in Year One, Year Three and Year Five after occupation.

7.3 Staff questionnaire travel surveys will therefore be carried out at these intervals, in addition to the baseline survey undertaken within six months of occupation.

7.4 It is anticipated that surveys will take the form of an online or written questionnaire. The questionnaire should take no longer than 10 minutes to complete and should broadly cover the following:

(i) Home postcode data to understand distances travelled and to identify appropriate routes / realistic sustainable transport opportunities; (ii) Work details – e.g. full-time/part-time, standard hours or shifts; (iii) Current method of travel used for the longest part of their commute, journey details, and approximate costs incurred; (iv) The reasons for their current travel habits; (v) Barriers to sustainable modes of travel; (vi) Their openness to considering alternative modes of travel; (vii) Factors which could influence their willingness to try sustainable transport modes; and (viii) Their awareness of the Travel Plan.

Monitoring Reports

7.5 In accordance with Wiltshire Council’s Development Related Travel Plan Guidance, monitoring reports will be submitted to Wiltshire Council following each survey, including the baseline survey. The monitoring reports will summarise the survey results, highlight any changes to staff travel behaviour and review the progress of the Travel Plan against the agreed targets. It may also be appropriate for the monitoring reports to propose amended targets of alternative measures.
