The development masterplan is included as Appendix A. 1.2 This TP is a requirement of Condition 10 of the planning consent, which states: “No development shall commence on any approved phase of development until a Residential Travel Plan (in regards to the housing units) and a Commercial Travel Plan (in regards to the Urgent Care Centre) for that phase of development has been submitted to and approved in writing by the Local Planning Authority. The Travel Plan shall include details of implementation and monitoring and shall be implemented in accordance with these agreed details. The results of the implementation and monitoring shall be made available to the Local Planning Authority on request, together with any changes to the plan arising from those results.” 1.3 This TP has been prepared with reference to the following documents as appropriate: (i) Wiltshire Council’s Development Related Travel Plan Guidance; (ii) Good Practice Guidelines, Delivering Travel Plans through Planning Process, published by DfT (2009); (iii) The Essential Guide to Travel Planning, published by DfT (2008); (iv) A Guide on Travel Plans for Developers (2006); (v) National Planning Policy Framework (2019); and (vi) Workplace Travel Planning, Sustrans. 1.4 The core aims of this TP are to: (i) set out the scope and objectives of travel planning at the site; (ii) provide a review of the accessibility of the site by sustainable modes; (iii) set out initiatives and measures to promote accessibility by non-car modes; (iv) set out modal share targets; (v) set out the management requirements of the TPC role; and (vi) set out requirements for monitoring and reviewing the TP. 2004-020/TP/01 Transport Planning Associates June 2020 Page 1 of 11 Land at Marshall Road, Devizes NHS Property Services Limited Commercial Travel Plan 2 SCOPE AND OBJECTIVES OF THE TRAVEL PLAN Scope of the Travel Plan 2.1 Travel Plans present the opportunity to raise awareness of the consequences of travel choices, the benefits of alternatives and the opportunity to minimise the impact of motorised travel on the environment. A Travel Plan can bring the following benefits: (i) to the individual - through improved health, reduced stress and cost savings; (ii) to the community - by the organisation and staff demonstrating commitment to environmental priorities and setting an example to others; and (iii) to the environment - through improved local air quality with less noise, dirt and fumes, which can contribute to other national and global improvements. 2.2 The Travel Plan is more than a document, it is a process that is managed and follows the classic management system process of ‘Plan, Do, Review’. In this case it is termed “Plan, Implement, Monitor” and the process is illustrated in Plate 2.1. Plate 2.1 - The Travel Plan Process 2004-020/TP/01 Transport Planning Associates June 2020 Page 2 of 11 Land at Marshall Road, Devizes NHS Property Services Limited Commercial Travel Plan Objectives of the Travel Plan 2.3 The following key objectives are identified: i) to reduce the staff car travel; ii) to increase car sharing; iii) to increase the use of public transport; iv) to increase the use of walking and cycling; and v) to achieve a high awareness of the TP within one year following implementation. 2.4 An effective Travel Plan will be managed as a process, planned, implemented and monitored by: being site specific; every site is unique and the measures will be determined by the opportunities and constraints of the site itself, the provision of existing walking and cycling infrastructure and the existing public transport provision; providing a combination of hard measures (e.g. site design and improved sustainable infrastructure) and soft measures (e.g. provision of information and incentives); and providing a holistic package of measures that are integrated with one another and the development and its marketing and promotion. 2.5 The plan will evolve over time, and the assigned Travel Plan Coordinator (TPC) will monitor and review the targets for travel on a regular basis. The initiatives and measures proposed in this TP may also be subject to change, if they are found to be impractical, or if the identified targets are not met. 2004-020/TP/01 Transport Planning Associates June 2020 Page 3 of 11 Land at Marshall Road, Devizes NHS Property Services Limited Commercial Travel Plan 3 ACCESSIBILITY Site Location 3.1 The site is located in south Devizes, approximately 1.5km to the south of the town centre. The site is surrounded by residential properties to the west and north, permitted under 16/12285/OUT, Devizes Treatment Centre to the east and Marshall Road to the south. The location of the site is shown in Figure 3.1. 3.2 As shown on the masterplan attached as Appendix A, vehicular and pedestrian access is to be achieved via the existing Devizes Treatment Centre access road from Marshall Road. 3.3 The location of existing pedestrian, cycling and public transport infrastructure within the vicinity of the site is shown at Figure 3.2 and summarised below. Pedestrian Accessibility 3.4 The site is accessed directly from Marshall Road which, in the vicinity of the site, provides a shared footway cycleway along the northern side of the carriageway and footway along the southern side of the carriageway. 3.5 Marshall Road provides a continuous pedestrian connection to the residential areas to the north, east and west of the site. The areas surrounding the site are primarily residential in nature, with a good level of pedestrian infrastructure provided, including footways, street lights and crossing points. 3.6 A continuous pedestrian connection is available from the site to Devizes town centre via footways located along Green Lane, Pans Lane and the A360. Cycling Accessibility 3.7 The site benefits from being located on the Devizes Cycle Network, as shown on the map included at Appendix B. 3.8 Marshall Road provides an approximately three metre wide shared footway cycle way along the northern side of the carriageway. The Devizes Cycle Network map provides recommended cycle routes from the site to the town centre, via surrounding residential areas, following off-road surfaced cycle paths or roads which are generally subject to a 20mph speed limit. 3.9 National Cycle Network (NCN) Route 4 is located approximately 1.5km to the north of the site and can be accessed via cycle routes recommended on the Devizes Cycle Network map. In 2004-020/TP/01 Transport Planning Associates June 2020 Page 4 of 11 Land at Marshall Road, Devizes NHS Property Services Limited Commercial Travel Plan the vicinity of Devizes, the NCN Route 4 provides a cycle connection to Bradford-On-Avon and Pewsey via sections of on-road and traffic-free paths. Public Transport Accessibility 3.10 The nearest bus stop is located on Marshall Road, approximately 70m west of the Devizes Treatment Centre access. This bus stop is served by the 1 and 1A circular services which operate between the town centre, Nursteed and Green Lane Hospital. A summary of the services available is provided in Table 3.1 below.
