Urban population by size class of urban settlement in Nigeria ................................................... 44 ABSTRACT Malnutrition, mostly resulting from poor food, health, and care practices, is related to physiological, socioeconomic, and psychological factors and remains one of the leading causes of mortality in children under five years of age in low- and middle-income countries. Nigeria, as with many parts of the world, is experiencing a multiple malnutrition burden, where undernutrition, including micronutrient deficiencies, exists alongside overweight, obesity, and associated diet-related non-communicable diseases. Recent data show that 37 percent of children under five years of age are stunted while 68 percent suffer some degree of anaemia. Overweight and obesity are also common among adults with prevalence rate of about 33 percent. The Nigerian government embraces sustainable food system approaches in its policy and programmes to address malnutrition problems in the country. Food systems approaches take a holistic understanding of all activities and processes involved in food production, processing, storage, transportation, trade, transformation, retail, and consumption. In this paper, we identify and discuss the types of research that can support the operationalization of food systems approaches to improving the quality of diets in Nigeria. Specifically, we structured a consultative workshop with key stakeholders, reviewed the literature, and applied food systems framework to the Nigerian context. The process enabled us to identify 39 research questions crucial to: understanding how changes in food systems can lead to healthier diets; identifying and testing entry points for improving availability and effective demand for healthier food; and creating at scale a supportive policy and market environment for achieving heathier and sustainable diets in Nigeria. Am 09.08.2017 wurde der Beschwerdeführer vor dem Bundesamt für Fremdenwesen und Asyl, Regionaldirektion Oberösterreich (in der Folge: belangte Behörde), niederschriftlich einvernommen. Im Rahmen seiner Befragung gab er an, dass er in Enugu aufgewachsen und zur Schule gegangen sei. Er habe die Schule 1997 oder 1998 beendet und dann noch für einige Zeit seinen Eltern auf der Farm geholfen. Dann sei er irgendwann zu seiner Schwester und deren Mann nach Lagos gegangen, das sei auch schon vor langer Zeit gewesen, er könne sich nicht mehr erinnern, wann er nach Lagos gegangen sei. Seine Ausreise habe er von Enugu aus angetreten, er sei zuerst nach Lagos und dann weiter in den Norden des Landes gegangen. Es sei vor langer Zeit gewesen.

    BORLAUG SUMMER INSTITUTE ON GLOBAL FOOD SECURITY SPEAKER BIOS Philip Abbott Dr. Philip Abbott is a professor in the Department of Agricultural Economics at Purdue University. He teaches courses on mathematical programming, international trade, trade policy and agricultural development, macroeconomics and mathematical economics. His current research focuses on international trade and international agricultural development, and four of his students have won national awards for the quality of their dissertations. Phil has consulted for several domestic and foreign government agencies, including the United Nations Food and Agricultural Organization. He has been on the editorial boards of the American Journal of Agricultural Economics and the Journal of Development Economics. In addition, Phil has published numerous articles and studies. Recent publications include studies on Tariff Rate Quotas, Globalization, Wheat-Importing State Agricultural Commodity Production and Trade, Implications of Game Theory for International Agricultural Trade, American Journal of Agricultural Economics.     Norman Borlaug Melinda Smale, Michigan State University I’d like to offer some illustrative examples of how scientific partnerships and exchange of plant genetic resources in international agricultural research have generated benefits for US farmers and consumers. 1. It is widely accepted that the greatest transformation in world agriculture of the last century was the Green Revolution, which averted famine particularly in the wheat and rice-growing areas of numerous countries in Asia by boosting levels of farm productivity several times over, lowering prices for consumers, raising income and demand for goods and services. Most of us here are familiar with the history of this transformation. • You will remember that the key technological impetus was short- statured varieties that were fertilizer responsive and didn’t fall over in the field when more of the plant’s energy was poured into grain rather than the stalk and leaves. • Less well known is that the origin of the genes that conferred short- stature in wheat was a landrace from Korea--transferred to Japan, named Daruma, and bred into Norin 10. Norin 10 was named for a Japanese research station, tenth selection from a cross. Later, Norin 10 was brought as a seed sample by an agronomist advisor who served in the MacArthur campaign after WWII. At Washington State University it was crossed to produce important US wheat varieties. The most extensive use of Norin 10 genes outside Japan and the US was by Norman Borlaug, who won the 1970 Nobel Peace Prize. He was the founder of the World Food Prize (won, for example, by Gebisa Ejeta).

    BOKO HARAM NOTE n° 246 - Fondation Jean-Jaurès - 10 février 2015 REGIONAL ISSUES AROUND THE UPRISING Marc-Antoine Pérouse de Montclos* *Associate Fellow, Africa hile the African Union plans to mobilise more than 8,000 men from Nigeria, Programme, Chatham Chad, Cameroon and Benin to fight Boko Haram, the following analysis House, London W focuses on the regional issues surrounding the crisis. The aim is not to concentrate on the origins or the social dimension of the sect; these have already been dealt with in field studies and secondary sources1. In a first part, the analysis shows that Boko Haram has been present in Niger, Chad and Cameroon ever since its birth in Maiduguri, in the Borno region, around 2002. Regarding territory, it also shows that we are not looking at an expansion of its area of control, but of its field of military actions since the armies of countries neighbouring Nigeria got involved in operations to erase the sect. In fact, the growing involvement of Niger, Chad and Cameroon in the fight against Jihadist terrorism has broken the mutual non-aggression pact that was in place. In an audio report dated the 6th of June 2014, Boko Haram threatened President Idriss Déby with reprisals if he was to join forces with Nigeria in their attacks on the sect. In addition to this, in an interview filmed and broadcast on the 28th of January 2015, a spokesman for the rebels stated that the group would stop attacking Niger and Chad if they stopped their offensive against the group. It appears that the international reaction to the threat of terrorism from Boko Haram could be a contributing factor in the future international expansion of a sect whose ire, until now, had been contained to Nigeria: they had not established links with a wider diaspora or coordinated efforts with other jihadist groups in the Sahel.

The smart card reader was a critical component in the elections. It was used for the first time in the electoral process of Nigeria and it remains one of the greatest technological innovations of the 2015 general elections. The smart card reader is a technological device setup to authenticate and verify on Election Day a Permanent Voter Card (PVC) issued by Independent National Electoral Commission (INEC). The fundamental basis for the deployment of the technologically-based device by INEC was to ensure a credible, transparent, free and fair election in order to deepen Nigeria’s democracy. However, the use of the card reader generated debate among the election stakeholders before, during and after the 2015 general elections. One of such debates was the legality for the use of the device. This paper therefore examines the debate and the role of the card reader in the 2015 general elections. The paper also looks at the challenges and impact of the card reader on the election. The paper argued that considering the massive electoral fraud witnessed in general elections since Nigeria’s independence, the card reader should be used for future elections. Consequently, subsequent general elections in Nigeria should gradually continue to be technologically driven. In Africa, the rice industry is represented by the Africa Rice Center, formerly known as West Africa Rice Development Association (WARDA). The mission of the center is to contribute to poverty alleviation and food security in Africa, through research, development, and partnership activities aimed at increasing the productivity and profitability of the rice sector in ways that ensure the sustainability of the farming environment. The association started in 1970 and today boasts twenty-two African nations as members and partners with many international organizations, including the United Nations, European Commission, and the World Health Organizations. In carrying out its mission, the center recognizes three key barriers, including (1) low productivity and sustainability of rice, (2) poor quality of the marketed product, and (3) unfavorable market and policy environment. To overcome these issues, the center established a strategic plan, including the use of research and development protocols to bridge genetic diversity and produce new variations of rice and disease-resistant crops. The center's current technologies allowed for the introduction of NERICA (New Rice for Africa) rice varieties. NERICA was created by crossing O. glaberrima and O. sativa, two species of rice that demonstrate different strengths and weaknesses when grown in Africa. Rice farmers had long hoped to combine the best traits of the two species, but efforts had been fruitless. In the early 1990s, WARDA breeders turned to biotechnology in an attempt to overcome the infertility problem.
