Tribes are a group of people having distinct language, culture, lifestyle and socio - economic condition and are living in a specific geographical area. Normally, the tribes reside in interior forests, remote and inaccessible areas or in the outskirts of for ests and hilly regions. According to Article 180 of the Constitution, the Scheduled Tribes are the tribes or tribal communities or part of groups within these tribes and tribal communities, which have been declared as such by the President through a public notification. As per the 2011 Census, the Schedule Tribes account for 10.42 million representing 8.6 percent of the country's population. The tribes are characterized by distinct cultures, shyness of contact with other community’s at large and economical backwardness.

Immediately after independence, Governments both at National and State level had given much attention for the development and welfare of the tribes and this has resulted in improving the living conditions of the tribes across the nation.

The tribes who are residing in the remote corners of the nation are not having first hand information about what is happening elsewhere in the country. If the student and youth communities are getting sufficient information and opportunities to interact wi th their peer groups in other parts of the nation, the extremist activities among them can be curtailed. In this context it is proposed that, the tribal youth should be positively engaged and educated and for that; tribal youth exchange programmes will be of great help.

• To provide an opportunity to the tribal youth of 2 9 selected districts of 07 states for exposure visit to 10 different places of the country to understand the cultural ethos, language, lifestyles of the people depicting Socio –economic & Cultural Development & Development process unity in diversity aspect of our national life.

• To expose tribal youth to the technological and industrial advancement that have taken place in different states of the country with focus on various developmental activities, skill development, educational & employment opportunitie s available there.

• To sensitize the tribal youth about their rich traditional & cultural heritage and enable them to preserve it for the future generation.

• To help the tribal youth to develop emotional linkages with their peer groups in other part of th e country and enhance their self esteem.

• To provide opportunities to the participants for interactions with Hon’ble President of India, PM & CM, & other VIPs, the local communities, Panchayati Raj Institutions and the youths affiliated with the N YKS Youth Clubs so as understand development issues, seek guidance for their involvement in the process of development.

• To develop personality of the tribal youth by enhancing their understanding of Ten Core Life Skills, identify their skill development oriented training needs and fulfillment of their legitimate career aspirations through Employable Skills, Scheme of Gov ernment of India and State Govt . and provide them necessary guidance and career counseling.

• To provide exposure to industry and Skill Development programme . This can facilitate the provision of employment to the tribal youth.

• To provide literature on d evelopmental schemes of the Centr al & State Govt. pertaining to tribals.

In this context 10 th Tribal Youth Exchange Programme was organised for positively engages and educate then.

Methodology After several rounds of high level meetings and Video Conferencing held with the senior officers of MHA, CRPF, BSF, SSB, ITBP and NYKS it was decided to o rganize 10 th Tribal Youth Exchange Programmes at ten venues. The venues were viz. Hyderabad (), Jaipur (Rajasthan), Delhi, Bengaluru (Karnataka), Surat (Gujarat), Mumbai (Maharashtra), Chennai (Tamil Nadu), Jammu (J&K), Lucknow (Uttar Prades h) and Panchkula (Haryana). The programme w as organised by the concerned State Directors, NYKS with support of concerned DYCs of NYK. A total of 1989 Tribal Youths drawn from 2 9 focused districts which are included in the list of 106 districts covered under the SRE Scheme of Ministry of Home Affairs.

Sufficient number of the participants were selected by NYKS and CAPFs to factor in last minute drop out of the participants

• From the selected 2 9 districts (selected by Ministry of Home Affairs, GOI) on an average 10-40 tribal youths, (per district in 50:50 male: female ratio) in the age group of 18-22 years along with 02 official escorts (01 male & 01 female) were allotted at each p rogramme location (venues) from the states of , Jharkhand & , Andhra Pradesh, Telangana, Maharashtra & Bihar (Annexure-1) .

• The representatives of Panchayati Raj Institutions were also included within the total no. of participants and age relaxations were given to them, wherever necessary.

• During the 07 days Tribal Youth Exchange Programme, National Level Seminar, Panel Discussions, Lecture Series, Skill Development, Industry visit, Hospitality related visit, Hospital related skill training, Career Guidance (especially self employment on tribal artefacts by renowned NGOs/ govt. agencies), Orientation on Hospitality and Hospital management, Patriotism related programme, Cultural Programmes etc, were organized. Apart from that, the participants were given opportunity to visit places of Historical and cultural importance of the host states. Interactive sessions with dignitaries and eminent personalities were value addition to this programme.

The tribal population of the country, as per 2011 census, is 10.43 crore, constituting 8.6% of the total population. 89.97% of them live in rural areas and 10.03% in urban areas. The decadal population growth of the tribal’s from Census 2001 to 2011 has be en 23.66% against the 17.69% of the entire population.

Tribals constitute a large percentage of population in Left Wing Extremism affected areas. As per data of Ministry of Home Affairs on state wise extent of LWE violence (during 2010-15), 2513 incident s took place during 2010 in which 1005 deaths were recorded. In 2011, 1760 incidents took place in which 611 deaths were recorded. In 2012, 1415 incidents took place in which 415 deaths were recorded. During 2013, 1136 incidents took place in which 397 d eaths were recorded. In 2014, 1091 incidents took place in which 309 deaths were recorded. During the year 2015 (upto 15.04.15) 357 incidents took place with 79 deaths recorded.

From the above analysis, it is evident that LWE does present one of the grav est challenges to national security. The physical and demographic spread of the problem and the nature and degree of disillusionment reflects an unenviable reality, which requires sincere, unified and focused attention of every element of the government ma chinery to neutralise the hardline fringe Maoist element and simultaneously bring inclusive development to the areas.

There are 106 districts covered from 10 states viz. Andhra Pradesh, Bihar, Chhattisgarh, Jharkhand, , Maharashtra, Odisha, Telangana, Uttar Pradesh and West Bengal under SRE (Security Related Expenditure) to LWE affected states by the Ministry of Home Affairs, Govt. of India to address the issues.

29 districts covered under SRE Scheme were selected for 10 th Tribal Youth Exch ange Programme from the states of Chhattisgarh, Jharkhand , Bihar, Maharashtra, Andhra Pradesh, Telangana & Odisha for the year 2017-18.

The Tribal Youth Exchange Programme is organised every year in collaboration with and funding from the Ministry of Home Affairs, Govt. of India. In this Programme, selected tribal youth from districts affected by Left -wing extremist in the States of Chhat tisgarh, Jharkhand, Maharashtra, Bihar, Andhra Pradesh, Telangana and Odisha are taken to other parts of the country.

The programme aims to sensitize them to rich cultural heritage of the country and to enable them to appreciate the concept of unity in diversity, to expose them to development activities and technological/ industrial advancement in other parts of the country, to enable them to develop emotional linkage with the people in other parts of the country and to develop their personality by enhan cing their understanding of the core life skills, identifying their skill development needs and providing them necessary career counseling.

The 10 th Trib al Youth Exchange Programme 201 7-18 has been organized at 10 venues covering 1989 tribal youth along with 199 Escorts from 29 LWE affected districts of the States of Chhattisgarh, Jharkhand, Maharashtra, Bihar, Andhra Pradesh, Telangana and Odisha . The venues of the programme were Hyderabad (Andhra Pradesh), Jaipur (Rajasthan), Delhi, Bengaluru (Karnataka), Surat (Gujarat), Mumbai (Maharashtra), Chennai (Tamil Nadu), Jammu (J&K), Lucknow (Uttar Pradesh) and Panchkula (Haryana).

Management, Hyderabad w.e.f. 9 th Oct 2017 to 15 th Oct 2017. The programme was inaugurated by Shri K. Swamy Goud, State Council Chairman, Telangana on 9th Oct 2017.

The seven days programme included lecture session on Patriotism and Nation Building, Manmaking & National Flagship Programme of Government, Health & Sanitation, Career Development etc.

A Declamation Competition on Patriotism and Nation Building was organised for the participants and prizes were given to winners.

An Essay Writing Competition on Patriotism and Nation Building was organised for the participants during the Camp.

Further, Kabaddi and Volleyball tournament were organised for the participants and prizes were distributed to winners.

Competition on Cultural Programme was organised for the participants and prizes were distributed to winners. A cultural night was organised at Hyderabad in which youth from Kondukum village performed the culture of Telangana & local folk art etc.

A field visit was organised for the participants. They were taken to Charminar, Golkonda Fort and Salarjung Museum. During the camp, “Paryatan Parv” was organised on 14 th Oct 2017 in coordination with Tourism Department, Govt. of India at Golkunda Fort. The participants from Chatra, Sukma and Narayanpur performed the tribal Dance, Folk Art and Folk Songs.

Besides other dignitaries, Sh. Parela Shekhar Rao, VC, NYKS and Ms. Gracy James, Under Secretary, LWE wing, Ministry of Home Affairs, Govt. of India addressed the participants.

A total of 199 tribal youth along with 19 escorts from Bastar, Bijapur, Dantewada, Kanker Narayanpur, Sukma, Kondagaon, Chatra, Garhwa & Giridih selected by CRPF, BSF, ITBP and NYKS participated in the camp.

Surat, Gujarat (29th to 4th Nov 2017)

During the month of Nov, 2017 the 10th Tribal Youth Exchange Programme was organised at Samras Hostel Veer Narmad South Gujarat University, Surat, w.e.f. 29 th Oct to 4 th November 2017.

The programme was inaugurated by Shri Harekrishna Patel, Joint Police, Commissioner, Surat on 29 th Oct 2017.

The seven days programme included lecture session on Freedom Movement, Scientific and Technological advancement, Beti Bachao Beti Padhao, Women Empowerment, Motivational session on leadership, Gender Equality, Scheme for Tribal Youth, Yoga & Exercise for fitness, Personality Development session, Digitalisation and Flagship Programmes of Govt., National Integrity, health awareness, Motivational Songs, Career Guidance, Skill Development, Self Employment, Bad and Good health habits, awareness on road safety and security, adolescent health awareness, Panchayati Raj System, Role of youth in village development, disaster management and training on first aid treatment etc.

The Chief Guest of the closing Ceremony was Shri Bhaskar Raval, Pro Vice Chancellor, Veer Narmad South Gujarat University, Surat. Shri Chet Ram Meena, Section Office from Home Ministry was the guest of honor.

A total of 200 tribal youth along with 20 escorts from LWE district of Chhattisgarh and Jharkhand State viz. Kanker, Rajnandgaon, Garhwa, Giridih, Gumla, Latehar, Palamu, Lohardaga, Simdega, West Singhbhum and Khunti selected by CRPF, BSF, ITBP and NYKS participated in the camp.

Panchkula, Haryana (18 th to 24 th Nov 2017)

Nehru Yuva Kendra Sangathan, Haryana organized the 10 th Tribal Youth Exchange Programme at Panchkula, Haryana w.e.f. 18 th Nov to 24 th Nov 2017.

The programme was inaugurated by Shri Satya Pal Jain, Member Law Commission & Additional Solicitor General of India on 18 th Nov 2017 and presided over by Smt.

The seven days programme included lecture session on Freedom Movements Youth against Terrorism & Youth Stream line, Constitution of India, Value of Discipline in Life, Skill Development, Digital India, PMKVY, Disaster Management, Women Safety & Empowerment, Beti Bachao Beti Padhao, Road Safety & Swachh Bharat Abhiyan, Youth Leadership & Personality Development, Conduct all technical session, Mobilisation of youth in reconstruction of Nation, Declamation contest on terrorism versus development & patriotism & re-construction of National were also organized during the programme.

Youth were also visited Governor House, Haryana. Prof. Kaptan Singh Solanki, Governor of Haryana appreciated the laudable efforts of NYKS in the field of Youth Development in 1972.

On the concluding day ceremony on 24 th Nov 2017 Hon’ble MoS designated chief whip and MLA Panchkula, Sh. Gian Chand Gupta Ji was Chief Guest, Major General, Dilawar Singh, Director General, NYKS presided over the programme. General Manager and Assistant General Manager from BEL Panchkula also grace the occasion.

A total of 198 tribal youth along with 19 escorts from LWE district of Odisha, Andhra Pradesh, Telangana, Maharashtra and Bihar State viz. , , Vishakhapatnam (Rural), Khamam, Gondia, Ghadchiroli, Jamui and Gaya selected by CRPF, BSF, ITBP and NYKS participated in the camp.

Lucknow, Uttar Pradesh (11 th to 17 th Dec 2017)

During the month of Dec, 2017 the 10 th Tribal Youth Exchange Programme was organised at Literacy House, Manas Nagar, Kanpur Road, Lucknow, Uttar Pradesh, w.e.f. 11th to 17th December 2017.

The programme was inaugurated by Shri G. Patnayak, Retd. Chairman India Literacy board and Jal Nigam, Uttar Pradesh.

The seven days programme included lecture session on Issues related to problems of Tribal areas, Employment generation and development of Tribal youth, understanding about our freedom Movement, Indian democracy, Scientific and Technological advancement, development & empowerment of youth understanding gender issues, curbing violence and atrocities on women, Development and empowerment of women, Cashless Transaction Awareness training, Exposure to industries and skill development programme with special reference to hospitality industries and hospital management industries, Skill Development training programme and career guidance, presentation by participants, orientation of participants on Patriotism and nation Building through thematic discussions/seminar, Yoga session, Cultural Programme, Language learning, visits Historical and important places.

Nehru Yuva Kendra Sangathan, Maharashtra organized the 10th Tribal Youth Exchange Programme at New Zealand Hostel, Govt. of Maharashtra Aare Colony, Goregaon East, Mumbai-400065 w.e.f. 4th to 10th December 2017.

Session on “Entrepreneur Opportunities at Local Level & Available Support through Govt., CSR & Other Agencies, Training Need Assessment & Role of Youth in Swachh Bharat Mission & Swachhagrahi” and cultural programme.

A total of 200 tribal youth along with 20 escorts from LWE districts of Jharkhand and Chhattisgarh State viz. Ranchi, Latehar, Khunti, Simdega, Giridih, Gumla, Palamu, Gadhwa, Lohardagar, West Singhbhum and Kanker selected by CRPF, BSF and SSB participated in the camp.

The seven days programme included lecture session on Fundamental Rights & Duties, Constitutional Provision for Tribals & Social Justice, Equality & Feternity” and “Career Guidance and skill development with reference to different career opportunities available to youths and assessment of training needs of participants under various skills development programmes, Understanding threats & challenges posed by divisive forces with reference to communalism, regionalism, terrorism, & role of youth in propagation of peace & harmony, unity & integrity. Session on Patriotism & Nation Building & Personality Development and field visit, plantation drive and Cultural Programmes.

The programme concludes with the holy darshan of Mata Vaishno Devi.

The programme was inaugurated on 12 th December 2017 by Shri Shyam Jaju, Vice President, Bhartiya Janta Party. The presidential address was given by Shri Dinesh Pratap Singh, Vice Chairman, NYKS. Shri Dipankar Singh Gyan, Director, Gandhi Smriti & Darshan Samiti distributed Gandhi Charkha to the dignitaries.

Shri Shyam Jaju, Chief Guest of the programme talket on various Govt. Schemes for the Development of Tribal Youth in the country. He appreciated the effort of Nehru Yuva Kendra Sangathan and Ministry of Home Affairs, Govt. of India for organizing such an important programme. He called upon the tribal youth participants for joining the mainstream and participate in nation development activities.

Sh. Dinesh Pratap Singh, Vice Chairman, NYKS in his address gave emphasis on the women empowerment with example of Ms. Sakshi Malik. He also stressed the need of mainstreaming the tribal youth for active participation in nation development.

Shri Dipankar Gyan, Director, Gandhi Smriti & Darshan Samiti stressed the need for coordinated effort for organizing the Tribal Youth Exchange Programme. He told that he spent 12 yrs in Jharkhand and is well aware about the opportunities and challenges of tribal youth. He called upon the tribal youth for self development and came forward to participate in nation development activities.

Home Affairs, Govt. of India was also present as guest of Honor.

Shri Srirwas, Social activist and resource person stressed the need for associating tribal youth with Nehru Yuva Kendras for their our development & development of society. He talked on environment conservation, cultural traditions and self employment opportunities for tribal youth. He stressed the need for connecting the tribal youth with latest development in information technology, science and technology and sustainable development for their development & employable opportunities and participating on nation development programme. He gave the example of Birsa Munda who worked for the development of Tribal Communities. Sh. Sudhir Kapoor, Social Worker & Educationist talked in detail on the life skills education which is very much relevant in present day context.

Sh. Mahesh Kaushik, Guest lecturer, Delhi University & President, Utsaha Sanstha said that our country is young country and youth of the country are able to carry forward the cultural, political and economical status of our country to new heights. He talked about the patriotism and nation building in detail.

The participants were taken for exposure visit to CRPF campus at JNU old campus Delhi. They appreciated CRPF exhibition on arms and ammunition and other relevant activities.

The participants were also taken to Saurya Institute, Vasant Kunj where they witnessed the glorius history, Valour, bravery & indomitable & courage of CRPF through screening of films. The participants also visited India Gate, spent time at Ambiance Mall, Vasant Kunj. The participants also got an opportunity to ride on Delhi Metro which they enjoyed very much.

Shri Vaghese Jha, Social Activist talked in depth on national integration and soverginity of our country & role of you the maintaining the national integration, peace & fertinity. He talked about the Mahatma Gandhi & Satyagrah Movement.

Professor Manoj Kumar, Dean, Mahatma Gandhi International University, Wardha talked on development of peace, goodwill and Gandhian Philosophy. He stressed the need for developing the will power for overall self development. He exhorted the youth to fulfill the Gandhiji’s dream of India.

Competitions were organised for the participants. Declamation Contest on Patriotism and Nation Development, cultural Programme, Certificate & Prizes were awarded to the winners.

Cleanliness drive Programme was organised for the participants in the campus of Gandhi Smriti & Darshan Samiti, Rajghat, Delhi.

A session on Pradhan mantra Kaushal Vikas Yojana was taken by Shri Dipankar, Shri Gyan and Shri Viswas Gautam and gave details of 25 skill development training. He invited the participants for participating in Skill Development Training with Gandhi Smriti & Darshan Samiti.

The tribal youth exchange programme was successful in fulfilling its object tives through lecture sessions, interactive session, group discussion, field visit, yoga shramdaan, group songs and prayer, cultural programmes, various competitions and cultural programmes etc.

The concluding function of the programme was organised on 17 th December 2017. Smt. Nima Bhagat, Major, East Delhi was the Chief Guest. Dr. Veerendra Mishra, Executive Director, NYKS presided over the function.

Smt. Nima Bhagat told that tribal youth should strive to preserve their culture, tradition & resources and participate in nation development.

A total of 199 participants along with 18 escorts participated in the programme from the States of Chhattisgarh and Jharkhand.

Chennai, Tamil Nadu (15 th to 21 st Dec 2017)

Nehru Yuva Kendra Sangathan, Tamil Nadu organised 10 th Tribal Youth Exchange Programme from 15th to 21st December, 2017 at Youth Hostel, Chennai.

The programme was inaugurated on 16.12.2017. Shri Deeraj Kumar, IAS, Principal Secretary, Youth Welfare and Sports Development, Govt. of Tamil Nadu presided over the inaugural function. Shri Ramesh Sethiraman delivered inaugural address.

On 17.12.2017 Shri Vijay Kumar, Under Secretary, Ministry of Home Affairs, Govt. of India addressed the participants and conducted a interactive forum on Indian Constitution- Special provision for Tribal community. Smt. Nazeema Begum, Associate Professor, Dhakshina Bharat Prachar Sabha, Chennai talked on “Need for educating and empowering tribal girls.

Participants got an opportunity to have an interface with Shri Veerendra Agarwal, DIG, CRPF, Ms. Preetha, Dy. Commandant, CRPF and also got information on duty of CRPF through film show. There was also a demonstration on procedure for recruitment to CRPF by the training officers of CRPF group centre. The participants were given complete information on the physical and intellectual qualifying marks in the recruitment process of CRPF. This was followed by cultural performances.

The participants visited the National Science Centre, Birla Planetarium and Marina Beach. Special Lecture session on “coping with stress and the emotions for internal peace”, “Orientation on formation and management of youth club”, Personality development- self Awareness, Self Confidence & Creativity were organised at Rajiv Gandhi National Institute of Youth Development, Sriperumbudur. The participants visited Rajiv Gandhi Memorial at Sriporumbadur on 19.12.2018. The participants got an opportunity to visit MGM theme park at Kanathur, Chennai where the participants enjoyed the various facilities like mushroom house, tom rider, Jurassic train, rocket tower, boating, sky glider, elephant safari, super bike etc., sharing of experiences of the participants their feedback of the programme was conducted on 21.12.2017. Participants had their feedback given in the presence of the guests. Most of them were emotional while trying to share their experiences.

A total of 198 tribal youth participants hailing from 10 districts of Jharkhand State viz. Gumla, West Singhbhum, Simdega, Giridih, Latehar, Palamu, Lohardaga, Khunti, Ranchi and Dumka, of Maharastra, of Odisha and Vishakhapatnam district of Andhra Pradesh.

Bangalore, Karnataka (23 rd to 29 th Jan 2018)

During the month of Jan, 2018 the 10th Tribal Youth Exchange Programme was organised at Sree Kanteerava Stadium, Bangalore w.e.f. 23rd to 29th January 2018.

The programme was inaugurated Shri.Shekhar Rao Perala, Vice Chairman, NYKS on 24 th January 2018. Shri B.S. Gujral, DIGP, CRPF, Bangalore and Shri Harish, Ex- Deputy Mayor for Bangalore were the guests of honor.

The seven days programme included lectures on Need for Educating and Empowering Tribal Girls, Career Guidance and Personality Development, First Aid Measures with Special Emphasis on Remedies for Tribals Hazards, Understanding Threats and Challenges posed by Divisive Forces with Reference to Communalism and Institution Constitution Special Provision for Tribal Community. Everyday yoga was organised and cultural activities were held in the evening.

Declamation Contest on Patriotism and Nation Building was also organized for the participants and prizes were given to winners followed by Cultural Programme.

The participants got an opportunity to meet an interact with Shri , Hon’ble Governor of Karnataka at Rajbhawan. Hon’ble Governor addressed the participants followed with high tea and photo sessions. Doordarshan covered the live programme.

The participants visited CRPF Group Centre Campus where they were briefed on eligibility, selection process and fitness test to join the Para Military Forces. The DIGP motivated the youth to apply for recruitment in Para Military Forces. The participants also interacted with the trainees there.

The participants also got opportunity to attend the Republic Day Parade on 26th January 2018 at Manek Shah Parade Ground, Bangalore. Participants also visited Visveswaraiah Technological Museum where they were exposed to evolution of Modern day Technology and Innovation. The participants got the opportunity of witnessing the Indian Football League match in the Kanteerava stadium.

Major General Dilawar Singh, Director General, NYKS, Delhi delivered the valedictory address and Shri. Arjun Devaiah, International athlete, Arjun awardee delivered a motivation speech.

Brigadier R K Singh, Security Advisor, LWE, Ministry of Home Affairs was the guest of honour in the valedictory function.

Valedictory Function was held in the Auditorium of Bharat Scouts & Guides, Bangalore.

6 Young achievers in different spheres of life like sports, education, literature and oration shared their experiences with the tribal youth.

• Shri N.N. Vohra, Hon’ble Governor, Jammu and Kashmir observed that Tribal Youth Exchange Programme are extremely valuable for promoting understanding among people belonging to different areas of our vast country that speak different languages, follow different religion and are from diverse cultural backgroun d. He observed that such exchanges enable the youth from tribal communities to visit other States and get acquainted with people of different background. Governor observed that awareness amongst the tribal youth from various parts of India about the dive rsity which obtains in our country would contribute towards bringing all our people close to each other. He advised that such programmes need to be organised on a much larger scale, throughout the year.

• Prof. Kaptan Singh Solanki, Hon’ble Governor of Haryana said “ I am very happy to know that you are from tribal states like Telangana, Maharashtra, Bihar, MP, Odisha. We all kno w it that NYKS i s always dedicated to engaging the youth in a positive way to promote national Integration through this kind of programme from a long time. This is the 10 th Tribal Youth Exchange Programme sponsored by the Ministry of Home, Gov. of India. I also want to congratulate the Ministry of Home Affairs, Govt. of India for this noble initiative. I have the opinion that this kind of programmes proved very effective in promoting national unity. H e mentioned that after the independence (1947) these are the untiring efforts of our Great National Leaders, Sh. Vallabh Bhai Patel to unite the 500 princely states in to a single hole. He made the foundation of a strong nation by uniting these states. Post the independence till we could not achieve it fully to be prove a strong nation but now the time has come to forward to make In dia modern and strong nation. In his speech he highlights the role, responsibility and strength of Nehru Yuva Kendra Sangathan. He told that NYKS was established in 1972 which is doing very wonderful job to unite and aware the rural peoples with full ded ication. His Excellency expressed these special words for NYKS – “We have an army of more than 80 Lacs of youth with NYKS which is biggest of Chinese army which counts 33 Lakh. “ We must follow the Path and principles of Mahatma Gand hi. Our Prime Minister Sh. Narendra Modi Ji committed to clean the country by 2022 and I want to focus your attention in this regard. The youth of our country like you can do a great job to contribute in this mission. All of you have to pledge now and come

forward to “clean India”. He also spoke on the problems faced by the tribal communities, culture heritage and welfare initiatives for tribal in the country.

• Shri Mahadevrao Jankar, Hon’ble Minister, Animal Husbandry, Dairy Development & Fisheries Development, Govt. of Maharashtra visited the programme. He interacted with the participants on various issues of the Tribal Youth and guided them regarding Govt. and non Govt. training programs and skill development programs in the above fields.

• Shri Shamsher Singh Manhas, Hon’ble M. P. Rajya Sabha said our state is rich in culture and its languages and tradition. He stressed upon visiting youth to see closely our states culture and you all feel proud on this state.

• Shri Amar Sable, Member of Parliament expressed his appreciation of the efforts by the Ministries and NYKS to guide tribal youth and expose them to the developments in the mainstream and encourage them to get educated/skilled and improve their lives and their family and communities. He said that infrastructure development in the fields of health, education and employment/entrepreneurship was of utmost need for tribal communities and appreciated the tribal culture and arts. Some of the participants expressed their happiness to have been part of this life-changing program take action to change their lives for the better.

• Shri Dipankar Gyan, Director, Gandhi Smriti and Darshan Samiti appreciated the discipline of the participant of Tribal Youth Exchange Programmes at said that training needs and attitude of Tribal Youth attending this programme where assessed and forms have been filled up. They will be given opportunity for skill development training under Pradhan Mantri Kaushal Vikash Yojana.

• Shri D.R. Mehta, Mahavir Viklang Sahayata Samiti, Jaipur has said that his organization and NYKS will collaborate for establishing Jaipur foot production programme for the people of LWE affected areas. Incidentally in the 10 th Tribal Youth Exchange Programme organised at Jaipur a participant Mr. Biju Ram who is a divyang got the opportunity to fix the Jaipur foot by Mahavir Viklang Sahayata Samiti, Jaipur. It was a dream come true for Shri Biju Ram.

• Shri Lalit Kumar Panwar, Vice Chancellor, Rajasthan Skill ILD University said that Rajasthan Skill ILD University is eager to collaborate with NYKS for Skill Development of Youth.

• Shri Rajneesh Kumar, Additional Secretary YS&S, J&K said that such Tribal Youth Exchange Programme enable youth from various regions to interact, share knowledge and exchange ideas. • Shri Shailendra Kumar, Additional Director-Gen, CRPF, Southern Zone, Hyderabad said that NYKS was established in the year 1972 and he was fortunate to become a member of the very first ‘Gramin yuva dal’ (village youth club) in the year 1973, in a small village of Bihar, which was his hometown. This youth club was selected to visit important National Institutions related to Governance, Sports and Agriculture in Haryana, Bihar, Punjab and Uttar Pradesh. Club members got to meet the then Prime Minister. They were taken to the above mentioned places and given exposure to Govt. Sport Institutes, Agricultural Research Institutes, etc. and information about the activities, opportunities and facilities available there. He said he could not become a farmer, but he became a police officer. He said that youth have to follow their heads and hearts and decide on a good career path to help themselves and serve the nation, leading to progress of both. He recalled the memories of his days as a NYK volunteer in his youth and said that those experiences shaped his personality and influenced his thoughts and actions. He even expressed that he owes his achievements to his learning experiences from NYK. He exhorted the youth to make the most of their engagement with NYKS to develop themselves and serve the nation.

• Shri Krishna Prakash, IPS, Spl. I. G. Security, Mumbai : was also a NYK volunteer in his youth, between the years 1991 to 1993 and also an active member of youth club in Hazaribaug, Jharkhand. He is an icon for Jharkhand and Chhattisgarh youth as well as entire NYKS network in the country. He narrated his personal story which began with NYKS. As a volunteer, he used to edit Nehru Yuva Sandesh – state magazine. Collecting and editing news was entirely managed by him. As well as he has visited and inspired 500 village youth through the stories of Mahatma Gandhi, Ambedkar, Swami Vivekananda. He said that the foundation of his personality was moulded by his 2 yr stint in NYK.

Visit to the CRPF campus enriched their knowledge & skills for employment opportunity 3. The participants appreciated the concept of unity in diversity. 4. The 10th Tribal Youth Exchange Programme provide d the participants opportunity of exposure visit, interaction with local VIPs & Youth and information on educational, skill development & employment opportunities. 5. Most of the participants were of the opinion that Tribal Youth Exchange Programme should be organised more frequently which will provide these exposure to the advancement made in other states & encourage than to replicate the same in their respective districts. 6. The participants liked the segments of the programme which dealt with their career in agriculture , bio- diversity and hospitality management . 7. The participants were motivated to understand their local issues & problem & make efforts to solve them by taking clues from the development scenario in visited places. 8. They were happy to get update information on development issues, tribal issues, flagship programme of Govt., Career Guidance, Skill Development & Entrepreneurship development etc. 9. The participants were determined to motivate oth ers to refrain from activities and cooperate with para military forces in the process of eradication of extremist activities. 10. Participants took much interest on their visit to CRPF Campus and get the information of job opportunities in CRPF and tr aining.

11. The participants were happy to get opportunity to address the audience of 10th Tribal Youth Exchange Programme as youth leader. 12. The Participants were thrilled to visit the city & could understand the cosmopolitan lifestyle and unity in diversity. 13. The participants were motivated to propagate peace, brotherhood and fraternity in the LWE districts. 14. The participants were of the view that Tribal Youth Exchange Programme was really informative, education and interactive. They felt the need for extending it to 10-15 days. 15. Participants were of the view that Traditional knowledge about environmental conservation should be used. 16. The participants realized that united we stand divided we fall. 17. Participants understand that Awareness, Education, Training & Cultural exchange are main points for initiating the process of development. 18. Developing Peace & Fraternity is essential for development of Nation. 19. Some participants were of view that poverty, illiteracy and ignorance are the main cause of getting into clutches of Naxalism & extremism. 20. The participants promised that after they reach their home they would propagate the message of developing, peace, brotherhood & develop NYKs Youth Clubs & for emphasing youth to participate in development process.

Interaction with VIPs and local communities

The participants were happy for getting opportunity to interact with Hon‘ble Governor, Ministers, eminent personalities and senior officers of Govt. and local communities to share their experiences and learn lessons for leading meaningful life.

First Time experience of Participants

There were many participants who travelled first time by train and first time came out of their village, so they got the experience of seeing the places and meeting with various people. This helped them build confidence and interacting with people.

Getting update information on Development and National Integration

The participants got update information on Development issues, information on tribal development programmes and schemes, flagship programmes of Govt., career guidance, skill development, entrepreneurship development etc. This helped them to inculcate the spirit behind National Integration, Development process, understanding the issues and concerns of national development.

Developing Leadership Qualities

The participants were of the view that the programme provided ample opportunity for developing their Leadership qualities as many participants of first time opportunity to stand up and speak in front of officials and youth in the programme. They also got opportunity to make presentation for the group and put their views on Socio-Economic Development issues related to tribals.

Employment Opportunities and Career Guidance

The interaction of participants with CRPF officers and visiting the CRPF camps provided them in depth knowledge and information on various job opportunities available with Central Armed Police Forces, other govt. organization and agencies etc. The exhibition on Armed and weapons by CRPF encouraged them to join armed forces to serve the nation.

Reaction of Participants to the newly introduced activities viz. Declamation Contest and Cultural Competition

• The 10 th Tribal Youth provided a venues to the participants to know the constitution of India , rights & duties of citizen and flagship scheme of Govt . • The programme provided windows or interfaces to break social and cultural isolation and helped to instill feelings of kinship across mainstream India. The participants were able to share and appreciate each other’s traditional and cultural heritage as wel l as development in different spheres of life. • The participants were provided opportunity to see the places of cultural & historical importance, educational institutions , CRPF Group Center which enhanced their knowledge & enriched their information . • The participants got an opportunity to get information about various skill development training for self employment, career guidance and counseling facility. • The programme helped in disseminating information on Flagship Schemes of Govt., development process , unity in diversity among the tribal youth for displaying the cultural variety, uniqueness and integrity of the country. • The Tribal youths were given Information in participatory approach on Patriotism and Nation Building, Flagship programme of Govt. of I ndia, National Integration, Communal Harmony, Indian Constitutions, Democracy, Rights and duties of Citizens, Freedom Struggle, Personality Development, career guidance, Health Awareness Programme, Disaster preparedness & Management, Environment & Climate change, Global warming, Language learning & Women Empowerment etc. • The programme provided an opportunity to the participants to interact with Hon’ble Governors, Ministers, Senior Officers from Ministry of Home Affairs, NYKS, District Administration, State Govt., the local communities, Panchayati Raj Institutions and the youth affiliated with the NYKS Youth Clubs . • The programme provided opportunity to tribal youth to skill development entrepreneurship and understand innovative business models for their sel f employment.

Analysis of the outcome of 10 th Tribal Youth Exchange Programme

Exposure of participants to Socio Cultural and Economic Development The 10 th Tribal Youth Exchange Programme 2017-18 was an inventive step as well as a well chalked out intervention programme for providing exposure to tribal youths of Left Wing Extremist affected states to Socio Cultural & Scientific development of visited places on the mainland viz Hyderabad (Telangana), Jaipur (Rajasthan), Delhi, Bengaluru (Karnataka), Vadodara (Gujarat), Pune (Maharashtra), Chennai (Tamil Nadu), Jammu (J&K), Lucknow (Uttar Pradesh) and Shimla (Himachal Pradesh) which enriched their information and development their knowledge in socio cultural and economic development.

National Integration and Development Process The Tribal youths were given Information and Knowledge on Patriotism and Nation Building, Flagship programme of Govt. of India, National Integration, Communal Harmony, Indian Constitution, Democracy, Rights and duties of Citizens, Freedom Struggle, Personality Development, Health Awareness Programme, Disaster preparedness & Management, Environment & Climate change, Global warming, Language learning, Women Empowerment, Skill Development, Entrepreneurship etc.

Determination of participants in propagating message of sadbhawana, peace, development and solidarity

Through various sessions in the Tribal Youth Exchange Programme viz. lectures, group discussion, role play, field visit, cultural programme, interacting with VIPs, exposure to industrial and technological institution have thoroughly motivated the tribal youth to propagate the message of

development, peace, brotherhood, sadbhawana and solidarity among their peer groups for displaying the cultural variety, uniqueness and integrity of the country. These motivated them towards their firm determination to motivate their peers and others to refrain from Naxalite activities and cooperate with Para Military forces in the process of eradication of Extremist activities in the naxal affected areas.

New Activity Components of initiating follow up activities

The participants showed much interest in Declamation Contest, Cultural Competition, Sports and Games & other outdoor activities & were also determined to disseminate the information on development issues, propagating sadbhawana, peace, brotherhood and fraternity among their peer groups and initiate similar activities in their area as follow up measures.

Numerous steps have been taken for quality enhancement of the conduct of 10 th Tribal Youth Exchange Programme, which are enumerated below:-

• New Activities and Competitions has been included :- ‹ Declamation Contest on Patriotism and Nation Building or Terrorism vs Development. ‹ Cultural Programme Competition ‹ Tree Plantation ‹ Cleanliness Drive (Swachhta Abhiyan) ‹ Awareness session on Safety & Security of Women ‹ Entrepreneurship Development Skills (Management Game) ‹ Youth Parliament etc. • Selection of the participants from interior and remote areas of Left Wing Extremist Districts and giving priorities to most primitive tribals. • Age groups of participants were revised to 18 -22 years and it was emphasized to adhere to the ratio of 50:50 for Male and Female participants. • Guidelines were developed for submission of progress report by concerned SD with samples. • Provisions for T-shirts and Trouser s for participants were made. • Assurance of Medical Attendance by deputing a dedicated Doctor in the programme at all venues. • It was ensured that the participants visit Para Military Forces base camps, have exposure to bravery, Character Development, Discip line and National Pride. • Feedback from the participants i n Questionnaire and Video form were ensured. • The curriculum/schedule developed was a mixed balance of information, knowledge, skill development, motivation, socio - economic and cultural development, exposure visit and current issues including brain storming sessions on local issues. • Medical certificate of the participants were made compulsory for attending the programme.
