BIBLIOGRAPHICINFORMATION Why Governments Fail to Capture Economic Rent: The Unofficial Appropriation of Rain Forest Title Rent by Rulers in Insular Southeast Asia Between 1970 and 1999 Source http://www.geocities.com/davidbrown_id/Diss/DWB.Fintext.doc Author 1 Brown, David Walter Author 2 NA Author 3 NA Publication/Conference Unpublished Doctoral Dissertation Edition NA Document Type Dissertation CPI Primary Subject East Malaysia CPI Secondary Subject Political economy; Sabah ; Sarawak; Geographic Terms Sabah; Sarawak Abstract NA CentreforPolicyInitiatives(CPI) PusatInitiatifPolisi http://www.cpiasia.org 1 Chapter 1 Introduction The world’s tropical rain forests are important socially and environmentally as well as by virtue of their contributions to economic growth. As these forests are logged, their social values as generators of rural incomes and their environmental services as biodiversity reserves, carbon sinks, soil reserves, and watersheds tend to diminish. Despite these facts, most governments in the tropics are unable to resist logging these forests in favor of national economic objectives, including: creation of a forest industrial sector, higher employment, positive balance of payments, and increased government revenues. However, given the high economic stakes that can be obtained from their forests, it is seems counterintuitive that tropical governments rarely succeed in optimally harnessing government revenue from this valuable natural resource. This staggering loss of revenue to developing countries obviously has important implications for economic development. Timber revenue could be used, for example, to finance the kind of strategic industrial policies that allow the high performing Asian economies to achieve high levels of economic growth. This dissertation argues that states with rain forests are often unable to collect optimal revenue from the massive profit earned by timber companies that harvest state forests because this profit already has a hidden destination.

This paper is based on the observation made throughout the campaign period of the 2016 Sarawak State Elections with a special focus on four constituencies in Kuching – Batu Kitang (N.13), Padungan (N.9), Satok (N.8) and Mambong (N.19). Both Batu Kitang and Padungan are Chinese majority seats. While Satok is a predominantly Malay/Melanau seat and Mambong is a Bidayuh seat. This paper aims to identify the campaign issues in the four selected constituencies and the key strategies of the contesting parties and the main voting determinants. This paper is divided into two parts. Part I is a general overview of Kuching so as to give the proper context of the studied areas. Part I also briefly discusses the election results and the candidates of each constituency. Part II deals with campaign issues and strategies of the contesting parties. It also explains the factors that affect the voting patterns in the four Kuching seats. ********************************************************************* Haris Zuan is a Junior Research Fellow at Institute of Malaysia and International Studies (IKMAS), the National University of Malaysia (UKM). E-mail: [email protected] Abstract The crocodile stone site in Santubong, Sarawak is the main subject in this study. This site is one of the remains of megalithic traditions in Santubong which was once revered and considered to have the spirit of the locals. The preliminary findings show that TBB has a significant historical value to the community in Santubong. However, there is no in-depth report on the physical aspects of the site, especially the impact of geographical factors on the site, which is located at the mouth of the river and is often flooded. The purpose of this study was to look at the physical condition of the site and to make physical comparison of TBB in 1969 compared to today. The study found that there were significant differences and changes with the sedimentation and erosion of TBB which caused half of the physical site to be sandwiched by river sand. Keywords: Crocodile Stone Site, Santubong, Megalithic, Archaeology Abstrak Tapak Batu Buaya (TBB) di Santubong, Sarawak merupakan subjek utama dalam kajian ini.

With the setting up of MID, a few strategic locations throughout the State were identified as Industrial Estates, Parks and Zones. MID was responsible to plan, develop and manage Industrial Estates and Parks including Free Industrial Zones. Among the designated industrial zones is the Demak Laut Industrial Park located at Jalan Bako, Kuching. It is about 14 km from Kuching city center and accessible from Pending Industrial Estate via the Sungai Sarawak Barrage or Jalan Bako via the Bako causeway. The individual industrial lots are accessible by way of internal tar-sealed motorable roads and facilitated by excellent infrastructures. Its ideal location as an industrial park is further enhanced by the deep sea port facilities provided by the Senari Terminal which makes for better logistics.
