    Kaiaua Landfill Remediation: An example of Council(s), Consultant and Contractor co-operation to remove a historic blight on the landscape. The Kaiaua coastline on the Gulf of Thames is an area of scenic and natural beauty. However, a 205m stretch of the coastline was for 20yrs used as a landfill for disposal of domestic and demolition waste, including asbestos containing material (ACM). Buried in natural hollows and localised excavations, and compressed to less than 1m thick the wastes lay hidden and largely forgotten until coastal erosion and retreat of the shoreline started to expose and wash out the refuse. Hauraki District Council inherited this legacy and decided to do something about it. To achieve a cost effective and practical level of remediation required a pragmatic approach by Regional and District Councils through the consenting process, by the Consultant in planning, verification and oversight, and by the Contractor working within a tight time frame, tidal and environmental constraints. The work also attracted considerable public and press attention. Close liaison and co-operation between all parties was essential during the site works including shared supervision of the work and joint assessment of materials that could be retained. In this paper we describe the constraints affecting the project and approaches used to overcome these to achieve a successful and acceptable level of site remediation. MODELLING AND ANALYSIS OF CRASH DENSITIES FOR KARANGAHAKE GORGE, NEW ZEALAND Peter Cenek, Research Manager, Physical & Engineering Sciences, Opus International Consultants ([email protected])) & Robert Davies, Director, Statistics Research Associates Limited ([email protected]) ABSTRACT An 18 km length of New Zealand state highway located in tortuous terrain that displayed a poor safety level (11 injury crashes per year) was selected to trial the “safety improvement potential” approach to safety management of roads. This approach involves comparing the actual safety level over a section of road with the average safety level estimated from a crash prediction model. This paper presents the results of applying a crash prediction model specifically developed for the New Zealand state highway network to analyse the safety performance of the 18 km route. The Poisson regression model is believed to be one of the first to successfully relate crash rates to road geometry and road condition. Therefore, the relative effectiveness of various engineering based countermeasures to bring about an improvement in the current safety level was also able to be assessed. The countermeasures investigated included realignment, high friction surfacing and road smoothing. It was determined from the modelling studies that a more consistent level of crash risk throughout the 18 km route could be achieved through either increasing friction levels or increasing the radius of the horizontal curves at specific locations. The following serving members continued:- Councillor Paul Milner, the Chairperson, Councillor Gill Leonard who is the Deputy Chairperson, Councillor Carol Daley and the three independent persons Mary Carmine, Denis Taylor and John Goodman. There were no hearings for the Committee to preside over. However, the DLC Chairperson was kept busy reviewing and approving uncontested license applications throughout the period. One application was referred to the Authority, being the Waitakaruru Store Off Licence application. This was returned for Hauraki DLC to determine and given the time delay, it was forwarded to the client for advice as to how they wished to proceed, and the application has not been re-submitted. Local Alcohol Policy Council’s Local Alcohol Policy is now in full effect. The biggest change is that people can no longer buy off-licence alcohol after 9pm.
