This also serves as Freeport and an International Special Economic Zone, Free trade where commerce and industry goods and services area highly developed. Agro-Industry and Export processing as a fishing port for the rest of the neighboring influence provinces of , and Zamboanga City.

This is a high impact project that involves the expansion of existing docking facilities, reclamation for cargo storage, road network, lighting and water supply system. It also includes the dredging at the immediate docking areas. The reclamation will result 580 linear meter quay, a harbour control tower with communication system and container freight station for container vans.

The proposed site has a total area of 74 hectares that will include the construction of a port that will function as a Freeport. The Freeport will serve as a gateway for commercial and trading activities while the remaining land area can host different economic zones.

The proposed site is located in Barangay Malassa, Bongao. The Municipality of Bongao, which has 203 Barangays, serves as the commercial center and capital town of the Province. There will be two major sections than can be

developed in the area, the Core Area which is closer to the Freeport and a carrageenan plant may be established. An Optional Section maybe developed later to host other potential economic zones such as mariculture, halal facilities, water treatment facilities, materials recovery facilities, and aquaculture. Water supply, in general, is sufficient in ARMM due to its vast water resources such as lakes, springs, and streams among

others. Most of the residents in the region, however, still rely on Level I and Level II water systems. Establishment of stable supply of potable water is another area for investment in Tawi-Tawi

In the case of Tawi-Tawi, the percentage of households with access to safe water has increased from 30% in 2013 to 63% in 2016, the highest among provinces in ARMM. More importantly, Bongao – where the Tawi-Tawi SEFZ is proposed to be located – has its own water district providing Level III water system. Currently, Bongao Water District (BWD) provides access to Level III water system to 2,306 households with a monthly average production of 65,915 cubic meters, which is way above the average monthly consumption of only 13.20 cubic meters.

Power: the generation rate to be charge by TAWELCO to its member-consumer shall be the ERC approved subsidized Approved Generation Rate (SAGR) of USD 0.098/kWh.

The power supply is currently inadequate and unreliable in province Tawi-Tawi. The Tawi-Tawi Electric Cooperative, Inc. (TAWELCO) supplies power for the entire province.

Based on data from the Department of Energy (DOE), however, TAWELCO currently provides electricity to 13,110 households out of the total 47,200 households or only 27.8% power coverage. Establishment of reliable power supply for commercial use in Tawi-Tawi is another potential area for investment.
