Dr Trevor Waters Introduction Croatia's passage into the new millennium was marked by the death, on 10 December 1999, of the self-proclaimed "Father of the Nation", President Dr Franjo Tudjman; by make or break Parliamentary Elections, held on 3 January 2000, which secured the crushing defeat of the former president's ruling Croatian Democratic Union, yielded victory for an alliance of the six mainstream opposition parties, and ushered in a new coalition government strong enough to implement far-reaching reform; and by two rounds, on 24 January and 7 February, of Presidential Elections which resulted in a surprising and spectacular victory for the charismatic Stipe Mesić, Yugoslavia's last president, nonetheless considered by many Croats at the start of the campaign as an outsider, a man from the past. -

Ensuring election integrity to achieve stability and prevent conflicts Special Political and Decolonisation Committee 1. Introduction Elections are one of the cornerstones of democracy. Considering that they empower people to participate actively in the formation of their political reality, protecting and promoting their integrity is therefore a top policy priority. Unfortunately, troubled electoral processes and their fall-out have challenged the credibility of democracy in recent years, thus leading to political instability. On the other hand, elections that are recognized as free and fair result in a peaceful transition of power. Without electoral integrity, leaders and officials lack accountability to the public, confidence in the election results is weak and the government lacks necessary legitimacy. Electoral integrity allows for peaceful resolution of conflict, open dialogue, debate, and information sharing amongst leaders and the public. Ultimately, the responsibility of protecting and promoting the integrity of elections falls on national stakeholders. In doing so, states not only pass legislation, set up institutions, or draw up codes of conduct and other enforcement mechanisms at the national level, but also commit themselves to regional and international principles of democracy. Up until now, that task has been completed with varying levels of success and so the question remains: how can election integrity be ensured both universally and consistently? 2. Terminology Electoral integrity: Any election that is based on the democratic principles of universal suffrage and political equality as reflected in international standards and agreements, and is professional, impartial, and transparent in its preparation and administration throughout the electoral cycle. Voting/Electoral system: Equipment, materials, and documentation used to conduct elections, including capturing votes, count votes, and generate reports. -

February 13, 1992 Volume 4, Issue 4 His Excellency Franjo Tudjman President of the Republic of Croatia Radi ev Trg 2 41000 Zagreb Croatia Dear President Tudjman: The U.S. Helsinki Watch Committee is deeply concerned by reports of serious human rights abuses by forces responsible to the Croatian government and by individual extremists in Croatia. Our own investigations of these reports, conducted during a series of fact-finding missions to Croatia in the past year, indicate that many of these reports are well-founded. We call upon you to investigate the abuses enumerated in this letter and to punish those responsible for them. We call upon you to take immediate measures to ensure that such violations of human rights do not occur again. The abuses described in this letter include violations of the laws of war in the current conflict between Croatian and Serbian forces and the Yugoslav army, including the summary execution of civilians and disarmed combatants; the torture and mistreatment of detainees; arbitrary arrests and disappearances; destruction of civilian property and the killing of journalists covering the war. In addition to violations connected with the war, Helsinki Watch has also documented restrictions on freedom of expression and the press and interference with the independence of the judiciary. Finally, we are gravely concerned about the harassment, discrimination and rising violence against Serbs not engaged in the armed conflict in Croatia. Rules of War Violations in Croatia by Croatian Forces Violations of the rules of war are often committed by local police officers and members of the Croatian army1 in areas which are under heavy siege by Serbian forces and the Yugoslav army. -

Media Literacy and News Libraries in Croatia and their Importance for Digital Age Journalism and Reporting Gabrijela Gavran* Nada Zgrabljić Rotar** SUMMARY Every day newspaper industry in Croatia produces a great quantity of news- paper articles which are not sufficiently searchable and not easily accessible. It has a negative effect on the quality of news reporting. On the other hand newspapers report on daily events and are a source of information for users. Proper functioning of news libraries is of great importance for print journal- ists. The present practice of the newspaper industry in Croatia in the segment of newspaper documentation shows that the need for news librarians has not been recognized, that is, they have not been sufficiently involved. By using or- ganized data bases journalists and researchers would spend less time searching newspapers and collecting newspaper articles and would therefore have more time to spend on writing articles and checking information. As a consequence the quality of newspapers would improve. The subject of this paper is media literacy in relation to the meaning of functioning of news libraries in Croatia. How should journalists develop their media literacy to be able to understand the importance of news libraries and newspaper archives in order to be able to use them more efficiently? Zlatko Herljević* Kako zastarjelo online izdanje pretvoriti u moderan news portal - studija slučaja Vjesnik.hr Sažetak Iako je online izdanje Vjesnika pokrenuto u listopadu 1998. bilo među prvim izdanjima novina na internetu u Hrvatskoj, nakon nekoliko godina zbog tehnološkog zaostajanja izgubilo je na aktualnosti. Dok su konkurentski portali više puta mijenjali i dizajn i sadržaj te težili objavama u realnom vremenu, Vjesnik online je zbog statičnosti počeo gubiti utrku na tržištu novih medija. Proces revitalizacije, sadržajnih promjena i redizajna onlinea pokrenut je krajem 2007. godine, a novi moderni news portal pojavio se na tržištu 13. ožujka 2011. Podaci govore da su promjene već nakon osam mjeseci rezultirale udvostručenjem posjeta jedinstvenih korisnika kao i znatnim povećanjem vremena koje korisnici provedu na portalu. Uredništvo ima za cilj u doglednoj budućnosti portal pretvoriti u opinion makera hrvatske političke, gospodarske, kulturne i znanstvene scene. dr.sc. Marino Manin Radi se o ∑ za život, obrazovanje, rad i napose javno dr.sc. Milan Radošević istupanje ∑ iznimno teškom i opasnom vremenu, obilježenom dvama ratovima svjetskih razmjera (1914.- Andrej Bader mag.hist. 1918. i 1940./1941.-1945.), evakuacijom i internacijom civilnog pučanstva (1915.-1918.), poratnim diskriminacijama i progonima prema nacionalnom i ideološkom načelu. Možda su upravo te nepravde, KULTURNI okrutnosti i patnje bile povod i poticaj ovim našim znamenitim osobama iz naselja na području općine Medulin za zatomljavanje inače blagog i prilagodljivog KRUG istarskog duha, te za odigravanje svoje životne «role≈ pod svjetlima povijesti. Zacijelo postoje i neki preduvjeti koji su pogodovali i Veliki broj znamenitih i zaslužnih ljudi s prouzročili takav fenomen. Jedan od njih je svakako tako malog područja već na prvi pogled povoljan geografski smještaj općine Medulin. Tu izaziva divljenje mislimo prije svega na blizinu grada Pule, i to ne na njezino vojno-pomorsko značenje, nego na činjenicu da je ona u drugoj polovici XIX. stoljeća izrasla u vrlo moderan veliki grad, koji je između ostalog predstavljao Medulincima i stanovnicima okolnih naselja tržište za ovom ćemo poglavlju prikazati životopise plasiranje radne snage, ali i tržišnih viškova. Međutim, i djela šesnaest znamenitih ljudi s područja tom intenzivnom komunikacijom dolazili su u doticaj općine Medulin, koji su svojim profesionalnim u realnom vremenu i sa svim svjetskim tehnološkim, radom i javnim angažmanom, ne samo kulturnim i civilizacijskim dosezima. pronijeli
